In October 2018, after public opinion reflected the situation of a series of constructions springing up on protective forest land in Soc Son district, Hanoi City Inspectorate decided to conduct a comprehensive inspection of the process of using forest land in Soc Son district, focusing on hot spots of violations in Minh Phu and Minh Tri communes.
In March 2019, the Hanoi Inspectorate issued two conclusions on Soc Son forest land, clearly stating thousands of violations. In Minh Phu and Minh Tri communes alone, as well as the area around 7 large lakes in the forest planning, there were 797 violations.
From 2019 until now, there have been many more illegal constructions on both sides of Dong Do Lake.
After the above conclusion, in September 2019, the People's Committee of Soc Son district reported to the government and the party on officials involved in the "carving up" of Soc Son forest land.
Specifically, the Standing Committee of Soc Son District Party Committee reviewed the collective responsibility of the Standing Committee of the District Party Committee for the three terms from 2005 to 2020 and the cadres under the management of the Standing Committee of the City Party Committee have related responsibilities.
Based on the report of Soc Son district, the Standing Committee of the Hanoi Party Committee has announced the results of the review and handling of responsibilities for party organizations and party members related to violations in the management and use of forest land in Soc Son district in the period of 2008 - 2018.
The Standing Committee of the Hanoi Party Committee concluded that the Standing Committee of the Soc Son District Party Committee through three terms (from 2006 to 2019) needs to seriously draw profound lessons.
The Hanoi Party Committee’s Inspection Commission also issued disciplinary decisions in the form of reprimand against Mr. Do Minh Tuan – Vice Chairman of Soc Son District. At the same time, former Chairman of Soc Son District People’s Committee Vuong Van But and former Vice Chairman of Soc Son District People’s Committee Ta Van Dao were also disciplined with warnings.
Many illegal constructions near Dong Do Lake have been concluded but have not been enforced yet, and are still being completed nicely.
On the administrative side, the People's Committee of Soc Son district has considered disciplining 80 cases. Of these, 19 cases were not disciplined (because the violations were not serious enough to warrant disciplinary action); 22 cases were not disciplined because the statute of limitations had expired (illness or medical treatment); 29 cases were reprimanded; 6 cases were warned; 2 cases were dismissed from office, and 2 civil servants and contract workers were forced to quit their jobs.
It is worth mentioning that after the conclusion of the City Inspectorate and the discipline of a series of officials mentioned above by Soc Son district, Soc Son protective forest land continues to be "carved up". Specifically, from the beginning of 2023 to now, there have been 187 illegal constructions. In 2022, 245 cases were handled, and in 2021, more than 300 cases were handled.
Mr. Pham Quang Ngoc - Vice Chairman of the People's Committee of Soc Son district said that in June 2023, the district temporarily suspended 3 Vice Chairmen of the People's Committees of Minh Tri, Nam Son, and Mai Dinh communes to focus on handling violations of construction order. Previously, 2 Chairmen of the People's Committees of communes were disciplined for allowing many violations to occur in the area.
In 2019, the Hanoi City Inspectorate issued two inspection conclusions on forest land in Soc Son district, stating that there were thousands of violations.
In response to the reporter's concern about whether Soc Son district officials protected construction on protected forest land, Mr. Ngoc affirmed: "Officials from commune to district level in Soc Son never have such a situation."
However, the Vice Chairman of the People's Committee of Soc Son district also admitted that there was a situation where the commune level "hid" violations, leading to district leaders not knowing the situation. In addition, according to Mr. Ngoc, the district always aims to prevent and promptly handle violations. However, it is impossible to tell people to prohibit violations .
