According to the draft circular amending and supplementing a number of articles of the Regulations on admission to university and college levels in preschool education, the Ministry of Education and Training stipulates that training institutions can organize early admission exams in an appropriate manner to select candidates with outstanding abilities and academic achievements.
Early admission quotas are determined by the school but do not exceed 20% of the quotas for each major, training group, etc.
In 2024, the Ministry announced the list of admission methods as follows:

According to the above list, there are many early admission methods, not just high school transcripts.
Admission based on the results of the Ho Chi Minh City National University Aptitude Test (V-ACT) is also one of the early admission methods. The V-ACT exam has helped Ho Chi Minh City National University recruit more than 9,200 students, accounting for more than 38% of the enrollment target for 2024.
In the 2025 enrollment direction, many top universities announced that they will increase the quota for the method of considering test scores to assess capacity.
It is expected that in 2025, Ho Chi Minh City National University will continue to reserve admission quotas based on V-ACT exam results equivalent to 2024. For example, the University of Economics and Law (Ho Chi Minh City National University) announced admission based on high school graduation exam results in 2025 (30 - 50% of total enrollment quota). Two early admission methods: direct admission and priority direct admission (up to 20% of total enrollment quota) and admission based on V-ACT exam results in 2025 (40 - 60% of total enrollment quota).
Ho Chi Minh City University of Education also announced its tentative plan, the results of the specialized competency assessment exam will be one of the school's main admission methods in 2025. This admission method has an important change, shifting from a supplementary form in the admission method combining high school academic results to an independent admission method.
Thus, with the Ministry of Education and Training expected to tighten early admission with the regulation "early admission quota not exceeding 20%", schools are required to drastically reduce admission quotas based on competency assessment test scores in 2025.
Candidates will focus on the high school graduation exam, and the competency assessment exams will no longer be of interest. This will put great pressure on the high school graduation exam, while the nature of the exam is to consider graduation.
Many experts believe that the Ministry of Education and Training's measures to rectify early admission (only specifying a few methods: direct admission, considering high school transcripts for 6 semesters, considering competency assessment test scores) are necessary to reduce confusion for candidates, while ensuring the quality of admission, creating fairness for all candidates.
However, the ministry should not tighten early admission, including controlling enrollment quotas, because admission is the autonomy of universities.
