In August, the Department of Information and Communications coordinated with the Provincial Police, the Provincial People's Committee Office, the People's Committee of Thang Binh and VNPT Quang Nam to pilot model number 2: "Automating the administrative procedure settlement department, one-stop department at all levels through Kiosk interaction" at the People's Committee of Binh Phu commune (Thang Binh).

Up to now, Quang Nam has completed connecting the provincial administrative procedure settlement information system with the public service software and database, electronic civil status registration and management software.

Since August 5, 2024, the entire province has officially started receiving applications on the Interconnected Public Service Portal. At the same time, 25/25 essential public services have been provided under Project 06, including 2 groups of interconnected administrative procedures; a number of essential public services have been created under Decision No. 422/QD-TTg of the Prime Minister.

Receiving online records on the Public Service Portal is maintained, many essential public service procedures chaired by the Public Security force have a 100% online record reception rate such as: permanent and temporary residence registration; residence notification; seal making procedures; issuing ordinary passports; registering for motorbike license plates; fines, etc.

The provincial police have taken the lead in advising on the effective implementation of the exploitation and application of the national database on population, citizen identification, electronic identification and authentication to serve the economic and social development in the province in the fields of banking, healthcare, education, social insurance, tax and many other fields; promoting the implementation of non-cash payment solutions such as: social security payment, pension payment, social insurance, tuition payment, hospital fees, taxes, etc.

The Provincial Police launched a peak emulation campaign to implement the Law on Identification and collect applications for issuing identification cards and electronic authentication for citizens to celebrate the 79th anniversary of the Vietnam People's Public Security Tradition Day (August 19, 1945 - August 19, 2024) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024).

As a result, more than 145,500 ID card applications were received, including more than 62,000 ID card applications for citizens under 6 years old; more than 59,000 ID card applications for citizens from 6 years old to under 14 years old; more than 24,300 ID card applications for citizens from 14 years old and above. In addition, this unit deployed a working group to receive more than 700 ID card applications, VNeID level 2 for Quang Nam people working, living and studying in Ho Chi Minh City and southern provinces and cities at the Quang Nam compatriot festival in 2024.

The Department of Information and Communications has effectively deployed the Smart Quang Nam application, and has been advising on the implementation of the "24-model of standardized centralized authentication (SSO)"; Deploying the VNPT IDP electronic identification authentication system to unify the use of a single account, VNeID, in the implementation of online public services from July 1, 2024 under the direction of the Prime Minister.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Quang Buu informed that after 8 months, the whole province has achieved many results in implementing Project 06.

“The goal and meaning of Project 06 are clear. The consistent spirit is that the entire political system must join in implementing the tasks of Project 06, focusing regularly and continuously, finding ways to resolve any problems” - Vice Chairman of the Provincial People's Committee Ho Quang Buu said.

Vice Chairman of the Provincial People's Committee Ho Quang Buu requested members of the Project 06 working group, heads of departments, branches and localities to clearly define tasks, focus on reviewing and clarifying existing issues, limitations, and bottlenecks under which authority to promptly report to find solutions to avoid generalities and formalities. In the coming time, it is necessary to urgently research and immediately implement Project 06 models that are at risk of slow implementation and models that have been implemented but have not been effective.

Members of the working group and localities are directed to continue reviewing and strengthening the direction of the implementation of the remaining tasks under Project 06 in 2024 to contribute to the national digital transformation in a consistent and effective manner. Organize the assessment of the implementation results of Project 06 at monthly meetings of agencies, units and localities, promptly resolving "bottlenecks" in the implementation process.
