On the morning of August 27, Prime Minister Pham Minh Chinh chaired a Government meeting on law-making, discussing and giving opinions on three draft laws: State capital management and investment in enterprises (amended); Teachers; Digital technology industry.

This is the second legal thematic meeting in August 2024 and the eighth legal thematic meeting this year of the Government.
Attending the meeting were Deputy Prime Ministers, Ministers, Heads of ministerial-level agencies and Government agencies.
At the meeting, the Government listened to the presentation of the summary report and the report on receiving appraisal opinions; and discussed the policy contents of the draft laws.
Directly giving specific opinions on each discussion content, Prime Minister Pham Minh Chinh analyzed and emphasized some additional viewpoints on the construction of draft laws.
In general, The Prime Minister requested to closely follow and fully institutionalize the Party and State's guidelines and policies on related issues; closely follow and clearly demonstrate the policies approved by the Government in proposals to develop laws.
Along with that, continue to innovate the thinking of law-making, promote decentralization and radical delegation of power, while allocating resources, improving enforcement capacity, and designing tools to strengthen supervision, inspection, and control of power.
The Prime Minister requested to promote post-inspection, clearly assign people, tasks, responsibilities, and products; cut down and simplify administrative procedures, eliminate the request-grant mechanism, and reduce intermediary steps.
Strengthen close and effective coordination between ministries, branches and agencies, and have incentive mechanisms suitable for areas that need encouragement.

"The policy mechanism must be open, feasible but controllable; including appropriate and effective policies to train and foster high-quality human resources related to the three fields regulated by the three draft laws; mobilizing all legal resources for national development," the Prime Minister said.
Regarding the draft Law on State Capital Management and Investment in Enterprises, the Prime Minister requested that it is necessary to review and remove shortcomings and problems arising in practice, inherit regulations that have been proven in practice, effectively apply current laws, and ensure consistency and unity with relevant legal regulations such as the Investment Law, Public Investment Law, Enterprise Law, Construction Law, etc.
The Prime Minister also said that it is necessary to focus on management according to objectives.
In addition to decentralization, stronger decentralization, giving more autonomy to businesses goes hand in hand with appropriate resource allocation, improving enforcement capacity and designing inspection and monitoring tools.
From there, improve investment efficiency, maximize the efficiency of huge resources in enterprises; promote the pioneering role of state-owned enterprises in a number of fields, as well as the important role of state-owned enterprises in the economy in general, promote the leading role of the state economy.
Regarding the draft Law on Teachers, The Prime Minister emphasized the need to improve the quality of the teaching staff, meeting the requirements, tasks and missions of the teaching staff in new conditions, with the viewpoint that "teachers are the driving force and inspiration for students".
General conclusion of the meeting, Prime Minister Pham Minh Chinh requested ministers to seriously and fully absorb valid opinions and complete draft laws in accordance with the Law on Promulgation of Legal Documents and related documents to submit to the National Assembly at the 8th session in October 2024.
"These are laws with many new and difficult contents. The Prime Minister requested that ministers establish working groups with the participation of experts and human resources from other ministries, branches and agencies; continue to listen to experts, scientists and affected subjects," said the Prime Minister.
He assigned deputy prime ministers assigned to their respective fields to directly direct the completion of draft laws, ensuring progress and improving quality.
