According to information from the Hanoi New Rural Coordination Office, up to now, the city has had 17/17 (100%) districts meeting the NTM standards. Accordingly, the first target is "100% of districts meeting the NTM standards" .
Regarding the target of "100% of towns and cities completing the task of building new rural areas" , Son Tay town has been recognized by the Prime Minister for completing the task of building new rural areas since 2019; currently, the review report according to the set of criteria for the period 2021 - 2025 has been completed and sent to the Department of Agriculture and Rural Development for synthesis.
As of the second quarter of 2024, the city has 186 communes (48.7%) meeting advanced new rural standards, ensuring the required target according to the regulation "At least 40% of communes meeting advanced new rural standards" .
Regarding the target "Having a project to build new rural areas for the period 2021-2025 approved by the City People's Council" , the City People's Council issued Resolution No. 33/NQ-HDND dated December 6, 2023 approving the "Project to build new rural areas in Hanoi city"; Hanoi People's Committee issued Decision No. 1408/QD-UBND dated March 14, 2024 approving the Project to build new rural areas in Hanoi city for the period 2021-2025, which has met the requirements.
Regarding the target "Green land for public use in the area is at least 4m2/person" , according to the review results of the Department of Agriculture and Rural Development, up to now there are 6,470 hectares of green land for public use in the area, reaching 7.61m2/person, meeting the requirements.
Regarding the target "At least 70% of the kilometers of district roads, provincial roads, and national highways in the area are planted with trees along the route" , according to the survey results, the tree system has been planted in the districts on 195/269 routes (reaching 72.4%), the volume of urban trees and shade trees on district roads, provincial roads, and national highways is about 670,000 trees. Thus, this target has met the requirements.
Regarding the indicator "The satisfaction index of people and organizations with the service of state administrative agencies under the management of provinces and centrally-run cities (SIPAS index) reaches 90% or more" , the implementation results of the SIPAS index of Hanoi in 2023 reached 83.57%, ranking 21st in the country, the national average reached 82.66% (only 3 provinces and cities reached over 90%). The Ministry of Home Affairs has commented that this indicator of Hanoi meets the requirements.
The 8th and final indicator "At least 20% of districts meet advanced new rural standards" has been submitted to the Ministry of Agriculture and Rural Development for consideration and recognition of 4 districts: Dong Anh, Gia Lam, Thanh Tri, Hoai Duc meeting advanced new rural standards in 2023 and has been received comments from the Central New Rural Coordination Office and a number of relevant ministries and branches. Currently, the Hanoi New Rural Coordination Office is coordinating with departments, branches, and district People's Committees to complete the dossier, striving to have 4 districts recognized in July 2024.
