Early morning, the sound of drilling and transporting machines resounded at the North gate of tunnel number 3 of the Quang Ngai - Hoai Nhon expressway project.
Instead of digging in 2 steps as before, the contractor Deo Ca Group now implements 3 digging steps at each tunnel tip, utilizing the tunnel itself as a service road. The number of holes drilled in step 1 has been reduced from 170 to 90 holes/face. Similarly, step 2 has only 30 holes/face, the time for each digging cycle has been reduced to 4 hours.

Mr. Nguyen Quang Huy, Deputy General Director of Deo Ca Group said: Tunnel No. 3 has been drilled and dug nearly 1.3km out of a total length of 3.2km, shortening the progress by 3 months and controlling the critical path of the tunnel drilling and digging package.
The Quang Ngai - Hoai Nhon project is about 88km long (60km through Quang Ngai, nearly 28km through Binh Dinh) invested by Project Management Board 2, with a total investment of more than 20,400 billion VND. Progress after 1 year has reached nearly 17%.
Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh projects are invested by Project Management Board 85, with a total length of more than 130km, of which nearly 90km passes through Binh Dinh, more than 42km passes through Phu Yen, with an investment level of 12,000 - 14,000 billion VND/project, and progress reaching about 23%.
The Chi Thanh - Van Phong, Van Phong - Nha Trang projects are invested by Project Management Board 7, passing through two localities of Phu Yen and Khanh Hoa with a total investment of more than 22,000 billion VND. Up to now, the projects have reached over 30% progress, of which the Van Phong - Nha Trang expressway has exceeded the plan by 2.6%.
The Can Tho - Ca Mau Expressway is over 110km long, with a total investment of over VND27,523 billion, invested by My Thuan Project Management Board. It is currently 22% complete, 6.6% behind schedule.
On the morning of March 4, directly inspecting the two expressways through Quang Ngai and Binh Dinh, Minister Nguyen Van Thang acknowledged the construction measures and technical initiatives being applied by Deo Ca and contractors.
At the first inspection point in 2 days of directly inspecting the expressway projects Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang (March 4) and the Can Tho - Hau Giang, Hau Giang - Ca Mau projects (March 6), Minister Nguyen Van Thang emphasized the Prime Minister's consistent direction that "Traffic infrastructure must open up development space and progress must be fast, even faster".
The Minister affirmed efforts to complete the expressways early in 2025 with the highest political determination.
"The site clearance on the route has basically been resolved, the source of input materials is guaranteed, the localities support, and the people agree. Thus, the difficulties have been resolved. The project must regain progress after the initial difficult phase regarding site clearance and material sources...", the Minister emphasized.
Present at the construction site of contractor Son Hai on the afternoon of March 4, noting the "initiative" of using the main route as a public road, Minister Nguyen Van Thang "ordered" Project Management Board 85, contractors, and units on the route to bring the Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh expressways to the finish line by September 2025, at least 3 months ahead of schedule.
"With what I have witnessed, I believe the projects will be ahead of schedule, and roads will soon be available for people to travel on, in time to welcome the Party Congresses at all levels and nationwide," he said.
Immediately after inspecting the Van Phong - Nha Trang expressway and listening to the report of Project Management Board 7, Khanh Hoa province, Minister Nguyen Van Thang assessed that the project had clearly changed and needed to be built into a model.
With close coordination between localities and expressway implementing units, the goal must be to have Van Phong - Nha Trang finish the project as soon as possible among the 12 expressway component projects of phase 2 - the Minister assigned the task.
On March 6, at the Can Tho - Ca Mau expressway construction site, it was noted that the lack of sand for embankment is a major "challenge" for the project, but Minister Thang directed the My Thuan Project Management Board to have technical solutions and organize construction to complete the project in 2025 as directed by the Prime Minister.
He agreed with the policy of replacing the earth-filled embankment with the cement-reinforced soil pile method for the Quy Nhon - Chi Thanh expressway section through Phu Yen to shorten the weak ground treatment time by more than half a year.
Tight control, better quality for sure

Talking to Khanh Hoa Provincial Party Secretary Nguyen Hai Ninh, Minister Nguyen Van Thang said, "After hearing the report, I immediately went to check. If it is not smooth, we have to do it again. In fact, there are units that have had to do it again. It must be clear like that."
The Minister affirmed that the quality of the expressway phase 2, which will be implemented from 2023, "will certainly be better than phase 1". Because the construction conditions are better, there is more experience, the contractor has financial potential, construction capacity, modern equipment...
Working directly with local leaders at each highway construction site, Minister Nguyen Van Thang requested Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Kien Giang, Hau Giang to join hands to remove difficulties in natural forest clearance, relocation of technical infrastructure and supply of materials. Sea sand should be used early in some projects.
Highways must have enough rest stops, traffic organization must be "smart"
It was no coincidence that before the inspection trip to the expressway, on the afternoon of March 3, Minister Nguyen Van Thang inspected the management and operation of the Hai Van tunnel. A representative of Deo Ca Group reported that when the tunnel was expanded and technology was applied, the average speed through the tunnel increased from 40km/h to 63km/h compared to 2005, and traffic accidents were significantly reduced.
Recognizing Deo Ca's capacity in human resource training and the effectiveness of technology application, Minister Thang requested the Project Management Boards "once the expressway is completed, it must be managed and operated using technology, there must be a smart traffic control center, and there must be enough rest stops".

At noon on March 4, reporting to the Minister, Mr. Nguyen Thanh Hoai, Director of Project Management Board 85, said that he had arranged 1 rest stop/project, ensuring compliance with current regulations and standards.
Minister Nguyen Van Thang was not satisfied, he noted that the Project Management Boards and consultants should not only focus on meeting standards but also aim to "exceed standards", providing the best services to the people. If the locality has strengths, making it larger and more beautiful, then it is encouraged.
"We absolutely must not let the expressway be completed without a rest stop. Expressways with rest stops will limit vehicles from parking on the side of the road, which can easily cause accidents, lose aesthetics, and pollute the environment. We must thoroughly overcome the shortcomings of projects implemented before 2020. The expressway phase 2, which will start construction in 2023, must be done synchronously; with better quality, aesthetics, and technology; when the hard infrastructure is completed, there must be "software" immediately to organize smart traffic; the entire route will be open by 2025," the Minister directed firmly.

Land treatment commitment
The province has always identified the work related to the expressway project as a key task of Khanh Hoa. Recently, the locality has accelerated the progress of handling technical infrastructure problems on the route, while committing to closely coordinate with functional units to remove all difficulties, create the best conditions for the contractor, contributing to completing the project ahead of schedule.

Check forest land first, complete handover procedures immediately
Currently, the Hoai Nhon – Quy Nhon expressway is still stuck with natural forest area in the XL11 package. The province is coordinating with units to report to ministries, central agencies, and the Government to resolve the issue as soon as possible. The locality will take the initiative in inventory work, so that when there is a decision from the competent authority, it will be quickly deployed and the remaining land will be handed over to the expressway.

Phu Yen is working hard to completely resolve the remaining land issues.
The province has directed units to review households and units that have not handed over the land, have been fully applied the policy mechanism but have not cooperated. After propaganda and mobilization, if there is no change, enforcement will be organized, striving to hand over the clean land for the highway by April 30.

After the Minister's inspection, Truong Son contractor will mobilize 30 more vehicles and equipment to accelerate the implementation of projects on the Hoai Nhon - Quy Nhon expressway. The unit has identified 2024 as the year of breakthrough in construction site output. This March, Truong Son launched 80 peak days of competition to accelerate progress.
The most important thing is to quickly remove land acquisition and clearance of natural forest areas to create construction sites and ensure coordination of material sources.
