After the opening session and the report on the center "Initiating and promoting the development of an innovative startup ecosystem and international integration in Ninh Binh", the workshop continued with the thematic session "Contents on building, managing, operating an innovative startup center and promoting the development of an innovative startup ecosystem and international integration in Ninh Binh".

Speaking at the first discussion session, Comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee, suggested a number of contents that he wanted scientists, managers, and economists to discuss and clarify, such as the issue of the mechanism for the formation and operation of the Innovation Center. The Provincial Party Secretary said that there should be special priorities in terms of tax and land to create a friendly investment and startup environment. In addition, it is also necessary to consider the story of valuing intellectual property arising from public investment sources and the issue of connecting resources: State resources and private resources, Central resources and local resources, international and domestic resources... Above all such issues, forming a free trade area in the fields of tourism, cultural industry, and heritage economy for Ninh Binh to realize its future vision goals.

To clarify the above contents, the workshop received many presentations from managers, scientists and economists.

Topic: Contents on building and managing the operation of the Center for Creative Startups and promoting the development of an international integrated innovative startup ecosystem in Ninh Binh — Dr. Nguyen Thu Hang, Deputy Director of the Center for Innovation and Incubation, Foreign Trade University presented a paper at the workshop.

Dr. Nguyen Thu Hang, Deputy Director of the Center for Innovation and Incubation, Foreign Trade University, reported on the content: Developing ecosystems and specific human resources for innovative startups: Experience from Foreign Trade University and recommendations for Ninh Binh province. In which, it was assessed: In the face of increasing trends and challenges in innovation towards sustainable development, developing the startup ecosystem in general and improving the quality of specific human resources in particular are gradually becoming one of the driving forces for the growth of the national economy. With the goal of becoming a leading innovation center, Ninh Binh has been gradually building and developing an innovative startup ecosystem along with focusing on investing in specific human resources, creating a favorable environment for the development of startups. Besides some achievements, the province is also facing certain limitations and difficulties. To achieve further breakthroughs, it is necessary to have close and synchronous coordination between ministries, branches and localities in perfecting specific and practical policies to create a dynamic development environment for innovative start-up businesses in the coming time.

Designer Minh Hanh, Director of the Vietnam Fashion Design Institute in Ho Chi Minh City, presented the topic "Solutions for Ninh Binh craft villages", clearly analyzing the current status, potential, and opportunities of craft villages, thereby proposing solutions to make Ninh Binh craft villages an important element in the process of Ninh Binh becoming a center for innovation, entrepreneurship, and international integration.

Speaking on the topic "Investing in sports in Ninh Binh - Building a sustainable economy", Dr. Pham Thanh Tri, Chairman of the Founding Council of the Institute of Sports Economics, said that Ninh Binh needs to soon recognize and exploit its full potential in the field of sports economics. Strong investment in sports will not only improve the quality of life of the people but also be a solid foundation for the province's sustainable economic development. The Institute of Sports Economics will coordinate to make Ninh Binh a leading destination for sports and tourism, contributing to the increasingly strong development of the province's economy.

After the thematic discussion session "Content on building, managing, operating the Center for innovative startups and promoting the development of an international innovative startup ecosystem in Ninh Binh", the workshop continued with a roundtable discussion to share practical experiences and suggest solutions for Ninh Binh to shape its future direction.
