Prime Minister Pham Minh Chinh's working trip to attend the 2024 BRICS Leaders' Meeting in Russia conveyed strong messages and sharp images of a Vietnam that is both brave, self-reliant, confident, self-reliant, and resilient to enter the era of national development, while affirming its position as a reliable and responsible partner in the international community, taking actions to contribute to building a better world for all people. International public opinion especially appreciated the dynamism, strength, confidence, depth, and strategic vision of the head of the Vietnamese Government.
On the afternoon of October 25, Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation returned to Hanoi, successfully concluding their working trip to attend the 2024 BRICS Leaders' Meeting with the theme "BRICS and the Global South: Building a Better World Together" at the invitation of Russian President Vladimir Putin, the BRICS Chair in 2024.
This is an important step in implementing Vietnam's consistent foreign policy of independence, self-reliance, multilateralization, diversification of foreign relations, being a friend, a reliable partner, an active and responsible member of the international community as well as the policy of promoting and elevating multilateral diplomacy.
In just 30 hours with about 30 continuous activities (the Prime Minister left Kazan right after the last activity and boarded the plane back home at 1:00 a.m.), the Prime Minister's working trip to attend the expanded BRICS Leaders' Meeting and work in Russia was a great success both multilaterally and bilaterally.
MESSAGE ON RESPONSIBILITY, COOPERATION AND THE COUNTRY'S POSITION
The BRICS Leaders' Meeting was attended by more than 40 leaders, representatives of BRICS member countries and guests, including representatives of developing countries in Southeast Asia, the Middle East, Africa and Latin America.
At the Conference, Prime Minister Pham Minh Chinh delivered a speech with important messages, strategic thinking in solving global issues and Vietnam's development lessons, in line with the Conference's goal and focus throughout the Conference, which is to strengthen cooperation for a better future for all people.
According to the Prime Minister, the world is moving into an era of deep connectivity and integration, an era of smart technology and innovation. However, humanity is facing unprecedented challenges such as climate change, resource depletion, population aging, geopolitical instability, increasing conflicts, inequality and division, etc.
Prime Minister Pham Minh Chinh emphasized the all-people, global, comprehensive approach, fundamental principles in international relations, promoting multilateralism, international solidarity, building a world order based on rules, sharing common responsibilities and principled behavior to achieve peace, cooperation and development, resolving challenges, turning opportunities and potentials into new driving forces for development.
To jointly build a better world, cooperate for peace and prosperity, Prime Minister Pham Minh Chinh proposed five strategic connections.
Firstly, connecting resources, accordingly BRICS needs to take the lead in mobilizing, allocating and effectively using resources to adapt to climate change, further developing the green economy, digital economy, circular economy, ensuring food security, energy security and information security.
Second, connecting strategic infrastructure, both hard and soft infrastructure, not only through railways, roads, aviation, and seaports but also through digital infrastructure networks, sharing data connections, strongly promoting e-commerce and the global digital economy.
Third , connect global supply chains on the basis of applying modern science and technology and innovation to create new momentum for economic growth and expand development space for all countries.
Fourth, connecting people to people through cultural, educational, tourism and people-to-people cooperation between BRICS and other countries to build a cultural space of "unity in diversity"; where different values are respected, similarities are multiplied, where the beauty of friendship and cooperation is nurtured and cultivated; as the great Russian writer Dostoevsky emphasized, "Beauty will save the world".
Fifth, connect in reforming global governance mechanisms towards connection, sharing, balance, equality, efficiency, inclusiveness, and comprehensiveness for rapid and sustainable development. BRICS needs to fight more strongly against the protectionist trend and politicization of economic, trade, science, technology, and innovation relations.
Sharing Vietnam's development lessons on "connecting, integrating, and building a better world", the Prime Minister emphasized three major viewpoints.
Firstly, taking people as the center, the subject, the goal, the driving force and the most important resource of development; not sacrificing progress, social justice and environmental protection to pursue mere economic growth.
Second, firmly uphold the foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification; be a good friend, a reliable partner and an active and responsible member of the international community.
Third , the "4 no's" defense policy (no participation in military alliances; no ally with one country to fight another; no allowing foreign countries to set up military bases or use Vietnamese territory to fight against other countries; no use of force or threat of use of force in international relations).
In the spirit of promoting peace, dialogue and cooperation, quoting the great Russian poet Maxim Gorky that "Each nation and each country is an indispensable part of the great human body and only together can we achieve real progress", the Prime Minister believes that BRICS will unite further, promote endogenous strength to build a world of peace, stability, cooperation and development.
Vietnam's participation in the expanded BRICS Conference, discussing with major economies and new economies on emerging issues to contribute to building a better world, along with its active participation and contribution to the United Nations, ASEAN, APEC, G7, G20 mechanisms, etc. and many global economic cooperation and linkage initiatives, has clearly demonstrated Vietnam's positive, proactive and responsible spirit, affirming Vietnam's position, role and stature in the international arena.
With profound insight into the new era of humanity, promoting the spirit of cooperation in solving common problems, the Prime Minister reiterated President Ho Chi Minh's words "Unity, unity, great unity. Success, success, great success" and affirmed that Vietnam is ready to cooperate with BRICS and the international community to realize the idea of "building a better world together" for all people.
The Prime Minister's speech at the Conference conveyed strong messages and sharp images of a brave, self-reliant, confident, self-reliant, and proud Vietnam, on the path to dynamic socio-economic development, building an independent and self-reliant economy associated with deep and effective international integration.

PROMOTING DEEP AND PRACTICAL COOPERATION WITH PARTNERS
During his time attending the Conference, Prime Minister Pham Minh Chinh had nearly 30 bilateral meetings with Russia and met with many leaders of BRICS member countries and guests attending the Conference to continue promoting all-round relations with countries and international organizations in depth, substance and effectiveness.
With the host country Russia, BRICS Chair in 2024, this is the first working trip of Prime Minister Pham Minh Chinh, taking place at a time when the two countries are looking forward to celebrating the 75th anniversary of establishing diplomatic relations in 2025.
Along with recent high-level visits between the two countries, the Prime Minister's working trip continues to affirm the loyal friendship between Vietnam and Russia, contributing to creating momentum for bilateral cooperation, promoting and opening up opportunities for substantive and effective cooperation between the two countries commensurate with the Vietnam-Russia Comprehensive Strategic Partnership.
Prime Minister Pham Minh Chinh held talks with Russian President Vladimir Putin, received Deputy Prime Minister Alexander Novak and many ministers, leaders of the Russian Federation State Atomic Energy Corporation (Rosatom) and the Zarubezhneft oil and gas corporation.
The two leaders discussed many aspects of in-depth and substantive cooperation to further deepen the Vietnam-Russia Comprehensive Strategic Partnership, towards the 75th anniversary of the establishment of diplomatic relations between the two countries.
The two countries' senior leaders reaffirmed the long-standing, steadfast friendship and traditional relationship that has been diligently cultivated by generations of leaders and people of the two countries, which is an important foundation for the Vietnam-Russia Comprehensive Strategic Partnership to continue to develop strongly, increasingly deepen and sustainably for the benefit of the two peoples and contribute to peace, cooperation and development in the region and the world.
Prime Minister Pham Minh Chinh affirmed that the Party and State of Vietnam always attach importance to the comprehensive strategic partnership with the Russian Federation, wishing to deepen and further effectively bilateral cooperation in all fields, raising the level of the comprehensive strategic partnership, in line with the interests of both sides, meeting the wishes and aspirations of the people of the two countries.
The two sides had in-depth discussions on the development orientation of bilateral relations in various fields. In terms of politics and diplomacy, they continued to promote political trust through increasing contacts and exchanges of delegations at all levels, especially at high levels. In terms of economy and trade, the two sides approved the Vietnam-Russia Cooperation Plan until 2030, agreed to improve the effectiveness of bilateral cooperation mechanisms, and jointly make the most of the Vietnam-Eurasian Economic Union Free Trade Agreement to facilitate bilateral trade, continue to effectively implement important projects, and promote cooperation in investment, especially infrastructure and energy.
In addition to traditional areas of cooperation, the two sides agreed to strengthen cooperation in the fields of science-technology and innovation, green transformation, digital transformation, education-training, culture and tourism, etc.
Prime Minister Pham Minh Chinh and President Putin emphasized the importance of energy-oil and gas cooperation, one of the pillars of Vietnam-Russia relations; acknowledged the impressive results in this important field of cooperation, and agreed to continue to encourage and facilitate the expansion of oil and gas enterprises of the two countries in Vietnam and the Russian Federation. The two sides wish to promote more energy cooperation projects to meet the development needs of each country, in line with the current trend of green growth and sustainable development. In the immediate future, the two sides agreed to focus on and strengthen cooperation in technology transfer, human resource training, and building a team of experts for Vietnam.
Thanking Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation for attending the Conference and delivering a meaningful and profound speech, Russian President Vladimir Putin recalled impressive memories of his very successful State visit to Vietnam last June. President Vladimir Putin thanked the Vietnamese Government and the Prime Minister personally for their attention and strong direction in implementing the agreements reached between the two countries, as well as finding solutions to remove some difficulties and obstacles in cooperation.
The two sides affirmed to continue to closely coordinate and support each other at international and regional forums ; support a fair international relations system based on international law and the United Nations Charter, peacefully resolve disputes, and not interfere in each other's internal affairs.

Leaders of countries and international organizations highly appreciated Vietnam's development achievements and increasing position in the international arena; affirmed their respect for and desire to further strengthen all-round relations with Vietnam. Leaders of many countries expressed their desire to consult and learn from Vietnam's development experience.
Prime Minister Pham Minh Chinh and the leaders discussed bilateral cooperation and agreed on a number of mechanisms, orientations and priorities to promote relations in the coming time. The Prime Minister and the leaders of the countries agreed to prioritize increasing delegation exchanges at all levels, enhancing economic, trade and investment cooperation; affirming their determination to jointly expand cooperation in the fields of defense-security, education-training, labor, science-technology, culture, people-to-people exchange and new areas of cooperation, such as digital transformation, green transformation, circular economy, knowledge economy, etc.
At a brief meeting with General Secretary and President of China Xi Jinping, Prime Minister Pham Minh Chinh affirmed that Vietnam always considers developing relations with China a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy. Appreciating the relationship between the two Parties and the two countries of Vietnam and China, which has been continuously consolidated and developed in recent times, entering a new stage of development with the goal of building a Vietnam-China Community of Shared Future of strategic significance in the direction of "6 more", the Prime Minister suggested that the two sides continue to increase high-level exchanges and contacts; promote in-depth cooperation in all fields.
Expressing his delight at the development trend, increasingly substantive and effective, of the China-Vietnam relationship, General Secretary and President of China Xi Jinping affirmed his readiness to maintain strategic exchanges with Vietnam, promote further deepening of substantive cooperation, and continuously deepen the China-Vietnam Comprehensive Strategic Cooperative Partnership and the Community of Shared Future of strategic significance.
At the meeting with Lao General Secretary and President Thongloun Sisoulith, Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to stand side by side and provide the highest possible support to Laos to help Laos overcome current challenges and difficulties. The two leaders agreed to soon direct relevant agencies of the two countries to accelerate the implementation of major projects on connecting the two economies of Vietnam and Laos, as well as connecting the three economies of Vietnam, Laos and Cambodia; and expand cooperation in the fields of national defense and security, economy and trade.
The two leaders once again affirmed to continue to strengthen the solidarity and close ties between Vietnam, Laos and Cambodia; agreed to cooperate more closely to spread solidarity among the three peoples, three Parties and three countries; affirmed to always attach importance to and give the highest priority to the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, considering this a priceless asset, a top priority and a vital factor for the revolutionary cause of the two countries, which needs to be preserved and passed on to future generations.
In the coming time, Vietnam's ministries, branches and localities will actively coordinate with international partners to review and urge the implementation of agreements and commitments; deploy measures to remove bottlenecks and bottlenecks in cooperation; research and propose new areas and measures of cooperation suitable to the needs and interests of the parties and make practical contributions to the implementation of the country's development goals in the new period.
The results of the participation in the expanded BRICS Summit, the talks with Russian President Putin and the Prime Minister's bilateral activities with countries and international organizations on this occasion once again affirmed the correctness of the foreign policy of the 13th National Party Congress; contributing to further consolidating the favorable foreign situation, enhancing the country's position, and maximizing international resources to serve development.
