Although it lasted only 24 hours, Prime Minister Lawrence Wong’s first official visit to Vietnam ended successfully on the evening of March 26. During his short time, he had effective meetings with all of Vietnam’s top leaders, opening up new steps for the Comprehensive Strategic Partnership between the two countries.
Our excellent relationship is underpinned by political trust, rooted in the foundation laid by Prime Minister Lee Kuan Yew and Prime Minister Vo Van Kiet during Vietnam’s economic opening. Their legacy continues to guide our two countries.

"I had a productive meeting with Prime Minister Pham Minh Chinh. We discussed ways to further strengthen the already substantive bilateral relationship," Singaporean Prime Minister Lawrence Wong wrote on social network X after the meeting on March 26.
The two Prime Ministers pledged to strengthen economic ties through effectively promoting the five pillars of the Agreement on connecting the two economies, the Green Economy - Digital Economy Partnership, and making Vietnam - Singapore cooperation a model of cooperation in the region.
In addition to Prime Minister Pham Minh Chinh, on March 26, Prime Minister Lawrence Wong also met with General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man.
Each of his meetings with senior Vietnamese leaders is updated on the official X account, accompanied by affirmations of further development in bilateral relations.
According to information from the Ministry of Foreign Affairs, at the talks on the morning of March 26, the two Prime Ministers agreed on "decisive and timely" measures to increase political trust and create a new breakthrough for the Comprehensive Strategic Partnership.
In the immediate future, promptly complete and effectively implement the Action Program to implement the new framework for the 2025-2030 period. This is one of the first and important steps after upgrading the relationship, helping to identify priority tasks to be done within the new framework.
At the talks, Prime Minister Pham Minh Chinh proposed "6 more" for the bilateral relationship. These include promoting deeper political trust, more substantive defense and security cooperation, more effective economic connectivity, closer people-to-people exchanges, more scientific and technological cooperation, more breakthrough innovation, and closer international regional cooperation.
The Prime Minister also asked Singapore to facilitate the introduction of Vietnamese agricultural, forestry, aquatic and processed food products into Singapore's distribution system.
Besides, he proposed developing the new generation Vietnam - Singapore Industrial Park network (VSIP 2.0) in a sustainable and smart direction, applying smart production technology to optimize the efficiency of attracting high-quality capital into Vietnam.
In response, Singaporean Prime Minister Lawrence Wong agreed that the two countries need to clarify key issues to upgrade the current VSIP system to VSIP 2.0 to meet the requirements of greener, smarter and more efficient development.
He also suggested that the two countries soon make substantial developments in offshore wind power exports, carbon credit exchange, and cooperation in the field of financial technology through cross-border retail payment connection projects using QR codes and cross-border data transmission.
New generation VSIP
"As Vietnam enters a new era of high economic growth, Singapore's engagement will only increase," Singaporean Ambassador to Vietnam Jaya Ratnam told the press ahead of the visit.
In fact, right after the talks, the two Prime Ministers witnessed the handover of a series of documents, paving the way for cooperation between ministries, sectors and businesses of the two countries.
This includes the exchange of a letter of intent on cooperation in building an Action Program to implement the Comprehensive Strategic Partnership for the period 2025 - 2030 between the two countries' Ministries of Foreign Affairs. This shows the determination of both sides in implementing the upgraded relationship in substance, turning words and documents into concrete actions.
The two Prime Ministers also witnessed the exchange of a letter of intent on enhancing cross-border electricity trade cooperation towards the ASEAN power grid between the two countries' Ministries of Industry and Trade, and a memorandum of understanding on cooperation in the field of digital development and innovation between the Vietnamese Ministry of Science and Technology and the Singaporean Ministry of Digital Development and Information.
In particular, documents related to VSIP - a symbol of successful economic cooperation between the two countries - appeared frequently.
The two Prime Ministers and delegates witnessed the signing ceremony of a memorandum of understanding between the Hai Phong City People's Committee and VSIP Hai Phong Company on investment cooperation and development of VSIP Industrial Park projects in Hai Phong; a memorandum of understanding on cooperation in research, investment, and construction of VSIP investment projects and Industrial Parks in Hung Yen, Hai Duong, and Binh Duong.
On the afternoon of March 26, the two Prime Ministers attended the groundbreaking ceremony for VSIP Thai Binh in Thuy Truong commune, Thai Thuy district, Thai Binh with a land use scale of more than 333 hectares.
In phase 1, the total recovered land area of 278 hectares was invested by VSIP Urban and Industrial Park Development Joint Stock Company with a total capital of more than VND 4,932 billion (equivalent to nearly USD 212 million).
