On the afternoon of February 20, with a spirit of urgent, democratic and highly responsible work, the 3rd Conference of the Central Committee of the Vietnam Fatherland Front, 10th tenure, completed all contents according to the proposed program.
With a high sense of responsibility, democracy and solidarity, the Conference unanimously approved the Operating Regulations of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X, 2024 - 2029. Unanimously approved the Working Program for the entire term of the Presidium and the Central Committee of the Vietnam Fatherland Front, term X, 2024 - 2029.
The conference discussed and gave opinions on the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; The conference also agreed to consult and add 2 members to the Presidium, Central Committee of the Vietnam Fatherland Front, term X, 2024 - 2029.
In his closing speech at the Conference, Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front, sincerely thanked the elders, ladies and gentlemen, comrades who spent time carefully studying the draft documents, contributing many enthusiastic, responsible and profound opinions to the contents of the Conference. The Conference had 43 opinions expressed in groups and in the Hall.
Regarding the draft Regulations on the operations of the Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, Chairman Do Van Chien emphasized that this is a very important document, providing principles in the process of deploying, coordinating and organizing the activities of the Committee, the Presidium and the Standing Committee according to the provisions on functions and tasks stipulated in the Constitution, the Law on the Vietnam Fatherland Front and the Charter of the Vietnam Fatherland Front.
During the process of drafting the Regulations, the Standing Committee directed a thorough review of the viewpoints, guidelines and policies of the Party and State, especially focusing on researching and supplementing new contents, ensuring that the activities of the Committee, the Presidium and the Standing Committee are suitable for the requirements of innovation in the work of the Front in the current situation.
“With rich working experience, drawn from practice, the seniors, gentlemen, and comrades in the Presidium and the Committee have contributed many valid opinions on each chapter and specific article. The Presidium and the Standing Committee will direct maximum absorption and soon issue regulations for implementation,” Chairman Do Van Chien affirmed.
Chairman Do Van Chien also noted that during the implementation process, the Regulation must truly innovate the content and methods of operation of the Committee, the Presidium and the Standing Committee, especially strongly innovating the organization and content of operations of the Advisory Councils in the direction of: Closer association with the "ordering" orientation of the Standing Committee; with the activities of the specialized Committees; with the Vietnam Fatherland Front of provinces and cities and research, propose amendments, supplements, promulgate preferential policies, create conditions and encourage experts and scientists in the activities of the Vietnam Fatherland Front, especially improving the substance of supervision and social criticism - one of the extremely important functions of the Vietnam Fatherland Front.
Regarding the draft Working Program of the entire term of the Presidium and the Central Committee of the Vietnam Fatherland Front, Chairman Do Van Chien affirmed that the opinions expressed were in high agreement with the preparation of the Standing Committee and the Presidium.
Some opinions expressed at the Conference emphasized that it is necessary to deepen the content of innovation and improve the quality of the meetings of the Committee and the Presidium; the activities of the Committee and the Presidium must further enhance the representativeness of the people, the critical nature of draft documents on the Party and State's guidelines and policies related to people's lives; bring the breath of life of the people to the agenda of competent agencies, truly becoming an increasingly solid bridge between the Party, the State and the people.
Many opinions also suggested that before the National Assembly sessions, it is necessary to organize a Conference of the Presidium to discuss and give opinions on the summary of opinions and recommendations of voters and people sent to the National Assembly and report at the opening session of the National Assembly.
The Conferences of the Presidium and the Committee must discuss in more detail solutions to gather, propagate and mobilize people of all walks of life to better implement the revolution of streamlining the apparatus for efficient, effective and effective operations, and solutions to encourage and motivate entrepreneurs, businesses and people to make breakthroughs in science, technology, innovation and digital transformation. In particular, there must be specific programs and plans for people to contribute their opinions to the Party Congresses at all levels and the 14th National Congress of the Party.
In particular, it is necessary to strongly innovate the content and methods of operation, what the Vietnam Fatherland Front does, and how to join the entire Party, people, and army in entering a new era, an era of national growth.
Discussing the content reflecting the thoughts and aspirations of the people, Chairman Do Van Chien said that through the opinions at the Presidium Conference, the Committee Conference and through the process of contacting, listening and gathering opinions widely through other information channels, the Central Committee of the Vietnam Fatherland Front deeply felt the joy and excitement of the people of all walks of life regarding the country's political and social stability, socio-economic development; improved people's lives; ensured national defense and security; and increasingly enhanced national position.
People from all walks of life agree and support many major policies of the Party and State on streamlining the apparatus of the political system to operate effectively, efficiently and effectively; the Resolution of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
“The delegates also proposed adding content on preventing waste on par with preventing corruption and negativity. This is something that the people are very interested in and suggested that the Presidium launch a nationwide movement to prevent waste to spread the movement to every collective, individual, and family,” said Chairman Do Van Chien.
According to Chairman Do Van Chien, the people are also very happy and excited when the Party and State decided to invest in key national projects of great significance such as the North-South high-speed railway, Long Thanh airport, the Lao Cai - Hanoi - Hai Phong standard railway and the restart of the Ninh Thuan nuclear power plant.
Referring to some delegates' concerns about the safety of the nuclear power plant, Chairman Do Van Chien shared that the implementation of the nuclear power project will be monitored by international organizations from the beginning. The Presidium of the Central Committee of the Vietnam Fatherland Front will select an appropriate Committee meeting and invite responsible delegates and experts to convey necessary information to the members of the Central Committee of the Vietnam Fatherland Front, thereby promptly spreading it to the people.
Regarding the implementation of the North-South high-speed railway and the Lao Cai - Hanoi - Hai Phong standard railway, Chairman Do Van Chien said that the National Assembly Resolution has applied a special mechanism to invest in the Lao Cai - Hanoi - Hai Phong standard railway to promote socio-economic development in the Northern region.
With the high political determination of the Politburo, the National Assembly and the Government, we will resolutely carry out site clearance with appropriate and outstanding policies to ensure a stable life for the people.
“We request that the Vietnam Fatherland Front in localities where the railway passes through get involved in propagating and mobilizing people to support the land clearance policy so that the investor can ensure progress; at the same time, participate in supervising the investor in implementing resettlement for the people. That is the responsibility of the Front when participating in key national programs with specific actions, so that the people can unite and join hands with the major policies of the Party and State,” Chairman Do Van Chien emphasized.
Affirming that the people have deep confidence in strong innovation in removing difficulties and bottlenecks to promote economic development, achieving a growth rate of 8% or more by 2025 and reaching double digits in the following years, Chairman Do Van Chien said that the people are excited, proud and confident when the Party and the State make historic decisions, bringing our country into an era of rising up, building a strong, prosperous and prosperous country, and the people have a prosperous and happy life.
“Incorporating the opinions of the Conference participants, the Standing Committee will carefully study and develop each specific project, agree with relevant agencies and seek opinions from competent authorities so that the Presidium can issue a call for “All people to unite and join hands to build a strong, prosperous and developed country in the era of national growth”, Chairman Do Van Chien informed.
Regarding personnel work, Chairman Do Van Chien congratulated Ms. Nguyen Thi Tuyen, member of the Party Central Committee, President of the Central Committee of the Vietnam Women's Union and Mr. Dinh Cong Thuc, member of the Provincial Party Standing Committee, President of the Vietnam Fatherland Front Committee of Phu Tho province, who were highly unanimously elected by the 3rd Conference of the Central Committee of the Vietnam Fatherland Front to join the Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front.
Affirming that the 3rd Conference of the Central Committee of the Vietnam Fatherland Front has completed the set program and achieved great success, Chairman Do Van Chien requested the elders, gentlemen, and comrades in the Committee and the Presidium to spread the spirit of the Conference widely to all classes of people in the country and our compatriots abroad; continue to promote more strongly the spirit of patriotism and national pride; unite, agree, support and well implement the policies and guidelines of the Party and State. "Build the beautiful, eliminate the ugly", absolutely trust in the leadership role of the Party and State; unite and join hands with the entire Party, the entire people, and the entire army to enter the era of striving, building a strong, prosperous and prosperous country, and for the people to have a prosperous and happy life.
In recognition of the outstanding achievements in the work of the Front in 2024, the Central Committee of the Vietnam Fatherland Front awarded the Emulation Flag to 18 Vietnam Fatherland Front Committees of provinces and cities; 5 member organizations at the Central level; awarded Certificates of Merit to 33 Vietnam Fatherland Front Committees of provinces and cities; 14 member organizations at the Central level and 187 collectives and 62 individuals of the Vietnam Fatherland Front Committees at all levels.
