Opening the discussion content in the group, Vice President To Thi Bich Chau said that the delegates will discuss the Operating Regulations of the Central Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, 10th tenure; The working program of the entire term of the Presidium and the Central Committee of the Vietnam Fatherland Front, 10th tenure, term 2024 - 2029; Implementing Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation; Implementing Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more; Reflecting opinions and recommendations of all classes of people.

Speaking at the Conference, Mr. Phan Hoa, former Vice Rector of Hue University of Agriculture and Forestry (representing the Hue City delegation) agreed with the provisions in Clause 2, Article 8 of the Regulations on the operation of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X, specifically that members of the Central Committee are allowed to attend conferences of the Vietnam Fatherland Front Committee close to the grassroots level, learn and grasp the situation, thoughts and aspirations of the people, and spread the role of a member of the Central Committee in the locality. However, in reality, in recent terms, this content has not been fully implemented, except for those who are members of the Central Committee and also members of the local Fatherland Front Committee. The reason is that there is no implementation mechanism. This issue needs to be considered in the coming time.
Reflecting the opinions and thoughts of local people, Mr. Phan Hoa said that 2025 is the year to carry out the emulation movement to eliminate temporary and dilapidated houses. This is a very humane work, requiring the Front at all levels to be determined and make efforts to complete it.
"To ensure the quality of new houses, replacing temporary and dilapidated houses, the work of mobilizing resources, guiding implementation and supervising the implementation process to ensure the quality of the works are the things that the Front must do its best, especially mobilizing social resources and supervision work, resolutely not allowing negative phenomena to occur," Mr. Hoa proposed.

Commenting on the content of "Implementing Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation", Mr. Nguyen Van Than, Chairman of the Vietnam Association of Small and Medium Enterprises, said that to do this, the country needs to gather a team of intellectuals, scientists, especially Vietnamese scientists abroad.
According to Mr. Than, currently, there are about 6 million Vietnamese people living abroad. Some overseas Vietnamese are currently entangled in the issue of nationality. In the past, in order to make a living, they acquired citizenship in many other countries and gave up their Vietnamese citizenship according to the requirements of the host country. During the period of strong development of the country, many overseas Vietnamese want to acquire Vietnamese citizenship, return to their homeland to contribute to the country, among them are many scientists who want to contribute and accompany the development. Therefore, it is necessary to have a policy to attract talented people, creating conditions for overseas Vietnamese to soon acquire Vietnamese citizenship.
"Faced with the world's rapid development in the field of technology, we need to update the leading technology of other countries, apply the advances and innovations of science and technology. The Vietnam Fatherland Front has been applying digital transformation and information technology well in its activities. This needs to be further promoted in the coming time," Mr. Than suggested.

Agreeing with the opinion of delegate Nguyen Van Than, Mr. Tran Ba Phuc, Chairman of the Vietnamese Business Association in Australia, said that in the spirit of national solidarity, the Vietnam Fatherland Front will make recommendations to the Party and State to soon resolve the issue of Vietnamese nationality for overseas Vietnamese, creating conditions for the overseas Vietnamese community to be granted citizen identification cards and personal identification, so that overseas Vietnamese always turn to their homeland and accompany the country's development.

Contributing her opinion to the discussion group, Ms. Le Thi Nam Phuong, Chairwoman of the Board of Directors of the Sky-Line high-quality education system (representing the delegation of Da Nang city) said that through monitoring the effectiveness of the Campaign "Vietnamese people prioritize using Vietnamese goods" in the current context, the approach to technology as well as changes in consumer habits from AI and artificial intelligence platforms. Therefore, the Front needs to have a more thorough plan, deploying every day, every hour in localities as well as domestically and internationally, changing consumer habits as well as the social responsibility of each person to the country.
According to Ms. Phuong, the country needs an educational innovation strategy when entering a new era, changing the mindset, awareness, approach to knowledge as well as the labor capacity of Vietnamese people. Currently, educational innovation has not yet affirmed the trust of society and the consensus of the people. The Front needs to have a quick, strong and sustainable voice on the issue of education, in the context of many social changes, paying attention to and proposing effective educational innovation strategies.
"In the process of nation building, the most important thing is still the quality of life of the people. Along with education, perhaps it is time for us to pay attention to developing many other values, for the happiness of each citizen," Ms. Phuong shared.

Sharing the same view with delegate Le Thi Nam Phuong on education development, Ms. Tran Thi Bich Mai, a representative of the San Diu ethnic group (representing the delegation of Vinh Phuc province) said that the Party and State will pay more attention to teaching and learning history for students, so that future generations will be grateful for the contributions of national heroes and love their homeland and country even more.
Talking about the thoughts and aspirations of local people, Ms. Mai said that the State needs to pay attention to the issue of vaccines for newborns. Because currently the price of vaccines for children when vaccinated is very high, there are few free vaccines. This is also one of the reasons causing the mentality of not wanting to have more children of families. On the other hand, the current situation of waste discharge in livestock farming causing environmental pollution is causing great indignation among the people. Ms. Mai hopes that the Vietnam Fatherland Front will send to the Party and the State these thoughts and aspirations of the people in the mountainous areas, promptly removing difficulties for the people.

Offering advice on how to develop the country strongly in the new era, Senior Lieutenant General Be Xuan Truong, Chairman of the Vietnam Veterans Association, said that science and technology is one of the decisive factors in the development of each nation, as proven by practice. What needs to be done is to perfect the institutions, thereby mobilizing all resources to develop science and technology, invest in infrastructure, and train high-quality human resources.
"In the past, it was very difficult to strive to achieve growth targets. Only when we harmonize foreign relations, cooperate with other countries, mobilize comprehensive resources for science and technology, mobilize financial resources from international organizations, and combine with internal strength to develop and protect the country. I believe that with the political determination of the Party and State, especially mobilizing the strength of great national unity, on the basis of the right direction and strategic solutions, we will certainly be able to achieve it," said Senior Lieutenant General Be Xuan Truong.

Agreeing with the contents of the Regulations on the operations of the Central Committee, the Presidium, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X, Ms. Pham Thi Thanh Thuy, Chairwoman of the Vietnam Fatherland Front Committee of Thanh Hoa province, said that the Regulations will be an important document, serving as a legal handbook for the management of all activities of the Central Committee of the Vietnam Fatherland Front, the Presidium, and the Standing Committee.
Regarding the structure of the Regulation, Ms. Thuy said that Article 4 stipulates the relationship between the Committee, the Presidium, the Standing Committee of the Central Committee of the Vietnam Fatherland Front with the agencies of the Party, the State, and member organizations at the Central level; with the Committee of the Fatherland Front, Party committees, and local authorities. This is a very important content, if it is only stipulated in one article, it will not be able to demonstrate the specificity in the construction of the Regulation. Therefore, Article 4 needs to be specified in a separate chapter in the Regulation. In addition, Article 3 on the meeting regime also needs to be more specifically regulated in light of recent objective developments; the phrase "review report" in Clause 4, Article 6 needs to be amended to "review report" to match the importance of this document.
Regarding the provisions in Clause 2, Article 8 on the rights of Central Committee members to attend conferences of the Vietnam Fatherland Front Committee at all levels in localities, Ms. Thuy recommends that the Central Committee of the Vietnam Fatherland Front continue to make introductions in accordance with the wishes of the Central Committee members.
