Chairman of Hanoi People's Committee chaired a meeting to remove obstacles at 5 projects

Kinhtedothi – On the morning of October 30, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh - Head of the Special Working Group of the City People's Committee chaired a meeting on removing difficulties and obstacles for a number of investment projects in Hanoi.

Also attending were Standing Committee Member of the City Party Committee, Vice Chairman of the City People's Committee Nguyen Trong Dong; Vice Chairman of the City People's Committee Nguyen Manh Quyen; and members of the Working Group.

Removing obstacles in 5 slow-moving projects

The meeting aimed to promptly remove difficulties and obstacles for a number of construction investment projects that have been delayed and put into use in Hanoi, effectively implementing the work of fighting waste under the direction of General Secretary To Lam and Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi Bui Thi Minh Hoai. At the same time, promoting production and business activities, removing bottlenecks to unleash resources for socio-economic development of the capital.

At the meeting, leaders of the Hanoi People's Committee listened to reports and discussed with departments, branches and sectors on removing difficulties and obstacles in 5 investment projects that are slow to deploy and put into use in the city.

Specifically, the investment project to build Kim Quy Cultural, Tourism and Entertainment Park (Vinh Ngoc Commune, Dong Anh District); the investment project to build a residential area for students in Phap Van - Tu Hiep Urban Area (Hoang Liet Ward, Hoang Mai District); the investment project to build a resettlement housing area in Den Lu III Urban Area (Hoang Mai District); the investment project to build a mixed-use complex of commercial, service and cultural centers at 148 Giang Vo Street (Ba Dinh District); the investment project to build a technology transfer research and technology appraisal center in Hoa Lac High-Tech Park (Thach That District).

Do not allow any obstruction or delay in project implementation.

After listening to the report of the City People's Committee Office, the discussion opinions of the departments and delegates attending the meeting, Chairman of the City People's Committee Tran Sy Thanh - Head of the Working Group directly discussed and expressed clear views on the solutions for the projects.

For projects to be implemented in the coming time, departments, branches, and localities need to have a new approach within their authority, proactively review with the highest responsibility, ensure that the city's resources and potentials become the driving force and resources to promote the development of the capital, truly bringing benefits to society and the people; and not allow the situation of obstruction, delay, or prolongation of the implementation time of public investment projects as well as non-budget projects.

Regarding the Kim Quy Cultural, Tourism and Entertainment Park Investment Project and the Mixed-use Complex of Trade, Service and Cultural Center at 148 Giang Vo Street, Chairman of the City People's Committee Tran Sy Thanh affirmed that the projects are the brand and image of the enterprise and also the aesthetic works of the Capital; therefore, the project investors need to have a long-term, comprehensive vision, focus resources to implement and quickly deploy the project. Regarding other problems related to the investment policy decision of the above projects, localities, departments and branches will strive to resolve them in accordance with the provisions of law.

Chairman of the City People's Committee Tran Sy Thanh also directed the People's Committee of Hoang Mai District to organize the investment project to renovate and repair the resettlement housing project items in Den Lu III Urban Area to ensure spaciousness, cleanliness, and best serve the people's lives after the resettlement housing is handed over.

Regarding the project to invest in building a residential area for students in the Phap Van - Tu Hiep urban area, Chairman of the City People's Committee Tran Sy Thanh assigned the Department of Construction and the City Civil Works Construction Investment Project Management Board to urgently complete the procedures for implementing the investment project to build social housing on the basis of renovating and upgrading houses A2, A3 (with the rough construction) with synchronous technical infrastructure and social infrastructure, meeting the housing needs of low-income people according to regulations.

The Chairman of the City People's Committee requested relevant units to advise and remove existing problems and obstacles; the Department of Science and Technology to study feasible solutions in public asset management, operating the investment project to build a Center for Technology Transfer Research and Technology Appraisal at Hoa Lac High-Tech Park.

According to Chairman of the City People's Committee Tran Sy Thanh, regardless of subjective or objective reasons, the above-mentioned projects that are slow to deploy and put into use have shown signs of waste, especially waste of time in deployment and implementation.
