On the afternoon of August 22, during the working program in Quy Hop district, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee had a working session with the Standing Committee of Quy Hop District Party Committee to assess the implementation of socio-economic development tasks in the past time; directions, tasks and solutions in the coming time.
Also attending the meeting were leaders of the Provincial People's Committee Office, departments of: Planning and Investment, Finance, Industry and Trade, Transport, Construction, Natural Resources and Environment, Agriculture and Rural Development, Education and Training, Health, Tourism, Science and Technology, Home Affairs, Culture and Sports.
ECONOMIC SCALE IS THE 3RD IN THE WESTERN REGION OF NGHE AN
Reporting to the provincial working delegation, Chairman of the People's Committee of Quy Hop district Nguyen Dinh Tung said that in 2022, 22/28 basic socio-economic development targets of the district met the plan; Growth rate reached 6.97%; Economic scale ranked 3rd/11 districts and towns in the Western region and ranked 13th in the whole province.
Average income per capita reached more than 37.4 million VND/year; Budget revenue reached more than 270 billion VND, equal to 179.8% of the assigned plan, exceeding the target of the District Party Congress Resolution by 2025 of 180 - 210 billion VND. Compared to other localities in the province, the revenue structure from land fees in Quy Hop district is very small, in 2022 land fees only accounted for 5% of total revenue, budget revenue ranked 5th in the province if land fees were not included.
In the first 7 months of 2023, the growth rate of production value is estimated at 4.87%. Budget revenue in the first 7 months of 2023 reached 120,855 billion VND. Economic structure in the area: Agriculture, forestry and fishery accounted for 28.6%; Industry and basic construction accounted for 26.98%; Trade - services accounted for 44.42%. By August 10, the disbursement result reached 41.58%, higher than the average of the whole province and ranked 9th in the district block.
To concretize the contents of the Resolution of the Party Congresses at all levels for the 2020-2025 term, Quy Hop District Party Committee has issued 15 specialized Resolutions in various fields; at the same time, promptly developed specific plans for focused and key implementation, and initially achieved many important results.
The district’s culture and society have achieved many positive results. The quality of education is ranked among the top in mountainous districts; medical work and health care for people continue to have positive changes. Social security work is ensured, policies for people with meritorious services and those in difficult circumstances are well and promptly implemented.
In addition to the achieved results, Quy Hop district also frankly acknowledged that agricultural production, especially citrus acreage, has decreased sharply; results in many areas have not met the requirements. State management in the fields of land, minerals, and environmental protection is still limited. The results of administrative reform are low, ranking 19th out of 21 localities.
At the meeting, leaders of departments, branches and sectors contributed ideas and suggested many important solutions to the district in areas such as: Strengthening the promotion and preservation of cultural heritages; strengthening land management and mineral exploitation; continuing to arrange the staff of district officials, civil servants and teachers; paying attention to and tightening environmental protection work.
On the other hand, Quy Hop needs to pay attention to administrative reform, quickly resolve procedures for people and businesses; Connect labor supply and demand, solve employment; pay attention to planning work in agricultural and forestry development; expand raw material areas associated with linkages; speed up the progress of district planning; pay attention to developing industrial clusters...
QUY HOP NEEDS TO PAY ATTENTION TO "THE 3 HOP" TO DEVELOP
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that despite many difficulties, 14/20 communes are in extremely difficult circumstances, a high proportion of ethnic minorities, and limited resources, the results achieved by the district are very positive.
In particular, the leadership and direction of the Party Committee and the administration are very close; the results of socio-economic development are quite good; economic growth is quite good; budget revenue is among the highest in the province; many economic models have initially shown effectiveness; the results of public investment disbursement are above the average of the province... Besides, the cultural and social fields have achieved many positive results; national defense and security are maintained.
Agreeing with the shortcomings and limitations pointed out by the district, the Chairman of the Provincial People's Committee noted three main issues that the district needs to focus on overcoming: improving administrative reform; strengthening state management in the fields of land and minerals and effectively using public investment capital.
For Quy Hop to develop in the coming time, comrade Nguyen Duc Trung emphasized that the district needs to pay attention to "3 combinations".
Firstly, it is suitable for the natural conditions, potentials, advantages, traditional cultural values and development requirements and goals set by the district in the Resolution of the 21st District Party Congress, placed in the general development requirements for Quy Hop.
Second, with a locality like Quy Hop, the district must have a clear goal of building cooperative relationships with local businesses based on the perspective of solidarity, sharing, and accompanying development.
Third is to please the people. All policies, goals, and development solutions of Quy Hop must please the people and be for the benefit of the people.
Emphasizing the tasks and solutions for the district in the coming time, the head of the Provincial People's Committee requested Quy Hop to continue reviewing and evaluating the goals and targets set out in the Resolution of the 21st District Party Congress, especially the 5 key tasks and 3 development breakthroughs.
The district needs to pay attention to reviewing, completing, and organizing the implementation of plans in the best way, placed within the overall Provincial Planning, connected with the Northwest regional planning, connected with neighboring localities, especially in the key areas of Quy Hop - Nghia Dan - Thai Hoa - Hoang Mai.
Chairman of the provincial People's Committee Nguyen Duc Trung also requested Quy Hop district to accelerate the economic restructuring towards industry, construction - services - agriculture. In particular, the mining industry is associated with processing to improve efficiency and added value by applying advanced and modern technologies.
Regarding services, Quy Hop needs to proactively connect with tourism, promote the cultural values of ethnic minorities, natural and ecological conditions to develop community tourism; strengthen the connection between tourist spots and routes, and build unique local tourism products.
Regarding agriculture and forestry, Quy Hop needs to develop many key agricultural products based on local advantages, with the support and guidance of departments and branches. Strongly implement the National Target Program on New Rural Construction associated with the development of OCOP products. Build OCOP products into brands, with commodity value, and effective value in practice.
The Chairman of the Provincial People's Committee also requested Quy Hop district to effectively attract resources, focusing on investment, with priority given to transport infrastructure, essential infrastructure for people's livelihood, and agricultural infrastructure. In particular, it is necessary to effectively use public investment capital and 3 national target programs to lead other capital sources. In addition, the district needs to attract capital sources other than budget investment, to do so the district needs to prepare 3 conditions: Attitude, infrastructure, and human resources.
On the other hand, the district needs to effectively manage and use land and mineral resources, associated with environmental protection, especially in residential areas affected by mineral exploitation activities; and resolve outstanding land issues.
In the field of culture and society, the Chairman of the Provincial People's Committee requested the district to focus on development, associated with preserving and promoting the unique cultural values of ethnic minorities, devoting resources to gradually build cultural institutions, especially cultural institutions at the grassroots level. Pay attention to investing in improving the quality of health and education sectors to serve and meet the needs of the people.
Quy Hop also needs to pay attention to ensuring occupational safety and hygiene, connecting supply and demand, and strengthening training to ensure human resources and meet people's employment needs. Pay attention to social security work, policies for people with meritorious services, and reduce poverty sustainably and substantially.
Emphasizing that administrative reform comes from people, the Chairman of the Provincial People's Committee requested to enhance the role of leaders of Party committees, authorities, and units in the district; strengthen administrative discipline and order, raise awareness and responsibility of staff, officials, civil servants, and public employees, promote the application of IT, carry out digital transformation, effectively implement Project 06, and create substantial changes in the coming time.
In addition, Quy Hop must ensure national defense and security, maintain social order and safety to create a stable environment for development. Focus on effectively resolving citizens' petitions and recommendations from the grassroots level, not creating hot spots or complicated points in the area.
Regarding the district's recommendations, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned relevant departments, branches and sectors to advise the province on solutions, in the spirit of creating favorable conditions for Quy Hop district to develop; including agreeing on the investment policy to upgrade Provincial Road 532.
