According to Xinhua News Agency on July 22, the directive was issued by President Xi Jinping, who is also General Secretary of the Communist Party of China and Chairman of the Central Military Commission of China, at two conferences on party building in the armed forces. The conferences were held over two days, July 20-21, in Beijing.

Xi stressed the need to seek initiatives to strengthen the party's leadership over the armed forces, in order to provide a solid political guarantee for achieving the military's centenary goals. China will celebrate the 100th anniversary of the founding of the military in 2027.
The leader called for serious evaluation of the historical achievements and important experiences in party building since the 18th party congress (2012), as well as efforts to promote full and strict party self-governance and military management with strict discipline in all aspects.
Xi stressed focusing efforts on addressing outstanding issues facing party organizations at all levels, in aspects such as maintaining the party's absolute leadership over the military and ensuring stronger combat readiness.

The conference was attended by most members of the Central Military Commission and leaders of relevant units, commanders of war zones and leaders of military branches. This is considered the third conference on party building in the military since Mr. Xi became Chairman of the Central Military Commission. The previous two were held in 2013 and 2018.
At the conference, General Ha Ve Dong, Politburo member and Vice Chairman of the Central Military Commission, delivered a speech, emphasizing the need to train the military's combat readiness, strictly adhere to discipline, fight corruption, and continuously improve the quality of the Party's leadership and Party building work.
