Ho Chi Minh City Chairman wants AI to replace his secretary

At the conference to review 2 years of implementing the cooperation program between the Ho Chi Minh City People's Committee and Ho Chi Minh City National University, period 2022 - 2025, held on the morning of June 11, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai suggested that departments and branches "sit down" to immediately make a comprehensive and methodical plan and strategy on developing and applying AI (artificial intelligence) for the city.

According to him, it must be approached with a comprehensive strategy to invest in institutions and policies, then prepare human resources, infrastructure and develop, apply in specific fields and produce products.

Mr. Mai said that every day, the HCMC People's Committee receives about 1,000 documents. From here, the secretary receives and classifies the documents to then divide them into groups for resolution. "If there was AI to do this, there would probably only be one secretary, not three like now. The secretary just needs to check if the AI's classification is correct," Mr. Mai said.

According to Mr. Mai, other administrative agencies can also use AI to guide and solve people's needs, which means applying AI in administrative activities. "If we are too "cautious", we may be late, because in the region, many countries have developed and applied AI quite a lot," said Chairman Phan Van Mai.

Regarding this, Deputy Secretary of the City Youth Union, President of the Vietnam Student Association of Ho Chi Minh City Tran Thu Ha said that for many years, the City Youth Union has persistently organized movement activities, including the Young Informatics Contest. Through the contest, many potential factors have been discovered from a young age. There are many children in grades 4 and 5 but have understood and approached AI and information technology (IT) that not all adults can access.

Deputy Secretary of Ho Chi Minh City Youth Union Tran Thu Ha expressed her opinion at the conference.

According to Ms. Ha, it is very necessary for schools of Ho Chi Minh City National University to have an incubation model to help students systematically approach AI and IT, so that they can be oriented to participate in groups with experts and students from an early age.

“From here, we will incubate a number of leading experts for the city in the fields of AI, IT, and semiconductor technology in the coming time,” the Deputy Secretary of the Ho Chi Minh City Youth Union suggested.

Training 4,000 civil servants and public employees in Ho Chi Minh City

According to Director of Ho Chi Minh City National University Vu Hai Quan, in order to attract multinational corporations to locate in Ho Chi Minh City, it is necessary to have a team of internationally qualified human resources including good expertise, foreign language skills and some other skills.

Mr. Quan said that in the past, VNU-HCM has trained 4,000 civil servants and public employees for the city. The cooperation in training and fostering cadres for the city is the most successful cooperation between VNU-HCM and the People's Committee of Ho Chi Minh City in recent times.
