Traffic Police - Provincial Police coordinated with other forces to set up checkpoints to ensure traffic order and safety in the landslide area.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of September 29 to September 30, 2024, the Northern region and Thanh Hoa will have moderate rain, heavy rain, and in some places very heavy rain with common rainfall from 50-100mm, locally over 200mm. During thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind; there is a risk of flash floods, landslides on steep slopes and flooding in low-lying areas. Implementing Official Dispatch No. 7328/BNN-DD dated September 28, 2024 of the Ministry of Agriculture and Rural Development on responding to heavy rain in the Northern region and Thanh Hoa; In order to proactively respond to developments of heavy rain, risks of flash floods, landslides, and flooding, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests departments, branches, provincial units, People's Committees of districts, towns, cities and related units to closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides, and provide timely and complete information to authorities and people at all levels to proactively prevent, respond, and minimize damage. Especially for localities and units that have suffered heavy damage due to recent rain and floods, urgently implement measures to ensure safety for people and property.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively clear the flow; proactively organize the relocation and evacuation of people in dangerous areas to safe places.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not allow unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Organize the operation and implementation of plans to ensure the safety of reservoirs and downstream areas, especially hydroelectric reservoirs, important irrigation reservoirs, and works under construction; arrange permanent forces to operate and regulate and be ready to handle possible situations. Prepare plans for flood prevention and control, ensure the safety of dikes according to the alarm level. Inspect, review, and implement safety assurance work for resource and mineral exploitation areas.
Prepare drainage plan to prevent flooding and protect production, industrial parks, urban areas, and residential areas.
Ready forces and means for rescue when required.
Thanh Hoa Radio and Television Station and Thanh Hoa Newspaper increase the time for reporting news and articles on developments and situations of heavy rain, floods, flash floods, and landslides; districts, towns, and cities direct specialized departments, People's Committees of communes, wards, and towns and related units, especially the grassroots information system, to increase propaganda, dissemination, and guidance for people on skills to respond to heavy rain, floods, flash floods, and landslides.
The provincial Hydrometeorological Station closely monitors, forecasts, warns, and promptly provides information on heavy rain, floods, flash floods, and landslides so that all levels and sectors can proactively deploy response measures.
Organize the on-duty team seriously, regularly synthesize and report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Natural Disaster Response and Search and Rescue.
