11TH GRADE STUDENTS TAKE TRIAL EXAM WITH NEW QUESTION FORM
After the Ministry of Education and Training announced the structure and format of the high school graduation exam from 2025, many localities quickly applied the new way of setting questions to teaching, testing, and evaluating to help students get used to it.
On March 12, the Hanoi Department of Education and Training organized a survey for 11th grade students across the city according to the structure of the 2025 high school graduation exam format with two subjects: literature and math. According to the leader of the Hanoi Department of Education and Training, the survey results are the basis for the Department as well as schools to have orientations in directing and organizing teaching and learning, especially helping students have more channels to access and gradually get acquainted with the structure of the exam format according to the new program, thereby being ready with the mindset and skills to respond well to new requirements.
Nguyen Tran Phuong Anh, an 11th grade student at Quang Trung High School, shared that this survey did not count towards the student's transcript, so students participated with a fairly relaxed mindset. The way the questions were given was also based on the sample questions announced by the Ministry of Education and Training at the end of 2023, so students were not too surprised. However, the math questions were very difficult at the end, while the literature questions were confusing, especially with completely new material that was not in the textbooks that she studied.
Localities have many different ways to help 11th grade students get acquainted with the direction of high school graduation exam questions from 2025.
Commenting on the math subject in the above survey, Mr. Tran Manh Tung, in charge of a cultural training center in Hanoi, said that the test has 2 parts exactly as the format structure announced by the Ministry of Education and Training. The third part is quite differentiated with 0.5 points for understanding; 1.5 points for application. Students who do well in this part are required to have a solid grasp of knowledge, the ability to reason, apply and calculate. With this third format, in order to fill in the multiple choice answer sheet correctly, students need to be guided and practice well beforehand.
According to Mr. Tung, with the above math test, average students will get about 5 - 6 points; good students will get 7 - 8 points; scores from 9 and above will be below 7%. The test scores will not be high in general because the test is quite differentiated, the content of the questions is general and mainly in the first semester, the test structure is new and students have little time to review.
WHAT DOES THE TEACHER SAY?
With literature, the most notable new point and also the biggest difficulty is that the new exam will not use materials from any textbook.
According to Ms. Pham Thai Le, a teacher at Marie Curie School (Hanoi), not using textbooks in exam questions of major exams is appropriate when there are many sets of textbooks. However, the requirements should not be set too high when this way of making questions is still new.
Ms. Le added that it is unfair and unreasonable to require test takers (high school students) to complete all the ideas in the test time as provided by the test maker, not to mention that each person will have a different perception of the work. Therefore, there cannot be only one correct answer. Furthermore, analyzing a literary work is not and should not be the main goal of teaching and learning literature.
From that sharing, Ms. Pham Thai Le suggested that the grading method according to the new question needs to be changed. For literary essays, if the answer has 5 ideas, and the student can do 2 ideas, the maximum score will be given (from the content score of that question). In particular, students should not be required to do all the teacher's ideas to get the maximum score.
The writing part of both types of tests focuses on word usage, sentence structure, argumentation, text organization and idea arrangement (depending on the requirements of the grade level and class). That is, focusing on assessing expressive ability, the goal of teaching and learning literature in schools. Only then will the goal of the 2018 Program be truly effective.
Ms. Pham Ha Thanh, a literature teacher at Le Quy Don High School - Ha Dong (Hanoi), also said that putting materials not in the textbooks into the initial test will have to accept lower results than before. This is understandable and sympathetic because students study and take exams according to the new program but have 9 years of studying the old program, and the test and evaluation are in the old style.
Therefore, Ms. Thanh agreed that the requirements should be lowered and the scoring method should be changed, and that the requirements should not be set too high or too perfectionist. Ms. Thanh assessed that the illustrative questions limiting the number of words in the students' essays in each section, and the regulation of the maximum number of materials listed in the questions (not exceeding 1,300 words) are necessary to suit the exam time, the students' comprehension level and the presentation of the exam questions...

STRONG IMPACT ON TEACHING AND LEARNING
Mr. Dinh Van Kham, Deputy Director of the Ninh Binh Department of Education and Training, said that the Department has organized a conference of key teachers to study the sample exam structure and format of the high school graduation exam from 2025. Up to this point, high schools in Ninh Binh have basically implemented testing and evaluation according to the sample exam format announced by the Ministry of Education and Training.
Evaluating the structure of the new exam format, Mr. Kham emphasized that with this exam, students cannot memorize but must study widely and sufficiently to be able to answer the questions. True/false multiple choice questions and short answer multiple choice questions have deep enough content, assessing thinking ability and applying creative knowledge to solve problems from theory to practice.
"I sat down to solve math problems and found that the problems had fundamentally reduced the possibility of luck in doing the test. From there, the exam and test results will accurately reflect the teaching and learning process," Mr. Kham shared, affirming that the sample questions and the format of the high school graduation exam from 2025 will have a strong impact on the teaching and learning of teachers and students.
Teachers must teach thoroughly, fundamentally, and completely to cover all the knowledge for students to complete the test. Teachers must also teach thinking methods, applying knowledge to solve practical problems; reasoning, calculation procedures, and solid formulas to solve short answer, true/false questions perfectly. To get high scores, students must study thoroughly, steadily, and think coherently.

One of the policies of the Ministry of Education and Training is to mobilize the intelligence of the entire industry in building a question bank for the high school graduation exam.
Mr. Dinh Van Kham believes that if we are proactive, proactive and have synchronous direction, the whole country will quickly have a question bank with a set of questions close to reality. According to him, the school charter clearly states that the responsibility for periodic testing belongs to the principal. However, the principal and the board of directors cannot set the test questions, so they have to rely on the teachers who directly teach. Self-teaching, self-testing and evaluation are difficult to be objective because the subjective factor of the teachers is still high. If there is a question bank large enough for schools to exploit, build test questions, and periodically evaluate independently of the teachers' teaching, it will be very meaningful. At that time, the principal will trust the results of student assessment; teachers must make efforts to teach so that students achieve good quality. From there, Mr. Kham suggested that the Ministry of Education and Training soon deploy the construction of a question bank.
Ms. Le Thi Huong, Director of the Department of Education and Training of Quang Tri, suggested that the Ministry of Education and Training pay attention to selecting the test-making team, this is an important factor determining the quality of the test.
Ms. Ha Thi Khanh Van, Deputy Director of the Department of Education and Training of Lang Son, suggested that the Ministry of Education and Training should focus on organizing training and fostering the work of building a question bank; announce sample questions early when the new 12th grade textbooks are available; have more detailed instructions on testing and evaluation, especially for new subjects to be included in the high school graduation exam from 2025 such as information technology.
