As of 2019, the number of university and post-graduate workers in the tourism sector of the province only reached nearly 5,000 people. According to Associate Professor, Dr. Vu Van Vien, Head of the Faculty of Tourism (Ha Long University), in addition to objective factors, workers in the industry also face two major difficulties: pressure from working age and limited foreign language skills. In addition, workers in the tourism industry can easily switch to other fields with more stable incomes, especially when the salary in the industry is not high. By 2030, the province strives to welcome at least 28.5 million tourists, including about 8 million international visitors; total revenue from tourism is expected to reach over VND82,000 billion, creating jobs for 255,000 workers, including 110,000 direct workers.
To achieve this goal, in Plan No. 214/KH-UBND of the Provincial People's Committee on comprehensive digital transformation of the tourism industry in Quang Ninh province by 2025, with a vision to 2030, it is mentioned that the development of digital human resources is considered a key factor. On that basis, Quang Ninh sets a target of 100% of leaders, civil servants and public employees in the industry being trained and fostered in digital transformation, digital skills and digital technology. At the same time, at least 50% will be trained in data analysis and processing using digital tools.
In recent times, localities have also focused on implementing this plan. In Ha Long City, many training courses have been organized to improve the quality of tourism staff, focusing on tour guide skills, accommodation management, law dissemination and building cultural life in the community...; the movement "All people unite to build a cultural life" has also been promoted, which has brought about effectiveness in raising awareness and civilized behavior skills of people and those directly providing tourism services.
To continue developing local human resources, Quang Ninh province is expanding investment in higher education, opening up great opportunities for students. Notably, Ha Long University has just passed the assessment in March 2025 of the Professional Council to officially enroll students in the Tourism and Aviation Services major from the 2025-2026 school year. With this major, students have many job opportunities from positions in the aviation services sector such as passenger service staff, ticket counter staff, aviation marketing specialist, tour guide, tour operator, tourism business manager, hotel receptionist, restaurant manager, event organizer, or start their own business in the tourism, aviation and hotel services sectors.
The province also focuses on linking the “three houses” (state, school, business), creating conditions for students to practice and develop their professional skills directly and regularly, selecting quality human resources, and creating job opportunities for students after graduation.
