Traditional markets "change their clothes" after conversion

With 16 traditional markets in operation, Hau Loc district has converted a number of markets from the market management board model to enterprises managing, trading and exploiting. The markets after conversion are like wearing a "new coat". In addition to the invested commercial infrastructure, the markets are also clean and beautiful, promoting the efficiency of trading activities and ensuring food hygiene and safety (FSH).

Before being handed over to the enterprise for management, the tents in the Chieu market, Hau Loc town were covered with bamboo and thatched roofs, all buying and selling activities took place on the ground. During the rainy season, the ground was muddy, water stagnated, and muddy... making buying and selling activities difficult, and environmental hygiene was not guaranteed. In addition, the items sold at the market were very poor and unscientifically arranged. In particular, food products were not inspected, traders did not receive regular health check-ups and were not trained in food safety and hygiene... Therefore, the buying and selling activities at the Chieu market before were not commensurate with being the commercial center of the town and Hau Loc district.

In 2017, Chieu Market was converted from a market management board model (under the People's Committees at all levels) to a management, business and exploitation enterprise. After the conversion, Thanh Hoa Construction Investment Joint Stock Company (Thanh Hoa City) became the management and exploitation unit. The company invested 50 billion VND to build a new market with items that both ensure environmental hygiene, help businesses do business more conveniently, and ensure the criteria of a third-class rural market.

Mr. Hoang Quoc Toan, representative of the business managing the Chieu market, said: The authorities at all levels have created favorable conditions for businesses to lease land for 50 years and expand the market area from 3,000m2 to 10,400m2, which has helped businesses confidently mobilize investment capital and build market items including 2 parts: the people's market and the commercial service area. The people's market has an area of ​​7,400m2, with a house built for small traders to hold the market with a roof and modern architecture, open space, divided into 2 areas: the covered area, used to trade consumer goods that are industrial products and the area without walls, used to trade agricultural products, food, vegetables, tubers, and fresh fruits. Both areas have nearly 200 business locations. The items in the traditional market have been invested synchronously, including fire alarm and fire fighting systems, wastewater treatment areas, waste collection areas, regulating lakes... The commercial area of ​​3,000m2 is built with a 3-storey complex, with beautiful and modern architecture. Inside, there are 21 3-storey kiosks with separate functions and utilities. The construction area of ​​each kiosk is from 150 - 200m2, meeting the needs of large businesses. A 3-storey showroom with an area of ​​1,100m2 is located in the middle of the commercial center with modern architecture, can organize events or operate as a mini supermarket... In general, the items in the market are invested and built to ensure compliance with the criteria of a class 3 market.

Currently, Chieu market has hundreds of small traders selling clothes, shoes, vegetables, fruits, fresh seafood... Although the main business is aquatic products, the market is always clean, odorless and there is no wastewater on the market surface. Fresh food traders at the market are given annual health check-ups by the company... Thanks to that, Chieu market has been recognized as a food safety market since 2018.

Transforming the market management, business and exploitation model is an inevitable development trend. To effectively implement this policy, Hau Loc district has focused on directing localities with markets in the conversion roadmap to promote propaganda and disseminate the policy of transforming the market management model to business households. At the same time, publicly and transparently publicize the market operation plan after conversion. On the other hand, consider resolving recommendations and proposals from traders, ensuring harmony of interests between enterprises and business households. In addition, the district also creates favorable conditions for administrative procedures, investment procedures... to attract economic sectors inside and outside the district to participate in investing and developing the market infrastructure system... Up to this point, Hau Loc has had 5/16 markets transforming the market management, business and exploitation model.

Mr. Nguyen Nhat Vu, Head of the Economic - Infrastructure Department of Hau Loc district, said: In addition to the fully invested infrastructure, ensuring the criteria of a class 3 market, the markets after conversion have all improved their management and exploitation efficiency, attracting many households to the market to do business and trade. In particular, the conversion of the market model does not require the State budget to invest, but has contributed to completing the criteria of rural trade infrastructure in the New Rural Development of the communes in the district.
