Late morning of August 21, following the feedback of local people, we were present at Met market in Dung Tien commune, Vinh Bao district, Hai Phong city.
Contrary to the image of a bustling scene of buyers and sellers before lunch time, behind the sign "Met Market, Dung Tien Commune" there are scattered wooden planks that a carpentry workshop rents a house in the market to dry in the sun.
Next to it, two rows of corrugated iron sheds, originally for small traders, have been abandoned for many years and are in disrepair. The roofs, iron pillars and rafters are rusty. Weeds grow everywhere in the Met market, some higher than a person's head. The market is in a state of desolation and desolation, with only the row of kiosks on the street still having buyers and sellers.

According to information from the People's Committee of Dung Tien Commune, Met Market has a total area of nearly 3,000 m2 located next to the road from National Highway 10 to the center of Dung Tien Commune. The market was built in 2010 under the policy of the People's Committee of Vinh Bao District with Ngoc Anh Trading Service Company Limited as the investor.
To have land to carry out the project, the People's Committee of Dung Tien commune recovered agricultural land from 9 households and handed it over to the investor. After that, the investor basically completed the Met market project with 2 rows of kiosks on the main road, sheds, outdoor shopping space with full fire prevention and fighting system.
Local authorities and investors expect that the modern Met market will not only meet the needs of people and traders in Dung Tien commune and neighboring communes, but also help the locality eliminate temporary markets and complete the criteria of new rural areas and model new rural areas.
However, since 2010, only 2 rows of 16 kiosks on the street side have been rented by traders for business. The entire remaining area of Met market is abandoned because the traders have not registered their business.
Explaining this situation, some traders in Dung Tien commune shared that they are "afraid" to go to the market to do business because of the tax and fees, especially when there are no buyers. Local people are also not interested in going to the market because they are afraid of having to pay extra for parking and have a hard-to-break habit of "buying wherever is convenient". Besides, Met market is isolated far from residential areas, so it is not convenient for buying and selling.
Therefore, instead of going to Met market, traders and local people do their shopping at temporary markets at intersections, crossroads, and some main roads in the commune.
This situation makes investors "cry out" because they spent tens of billions of dong but only got a negligible income from renting 16 kiosks.

Speaking with Nguoi Dua Tin , Mr. Vu Duy Tan - Vice Chairman of Vinh Bao District People's Committee, Hai Phong City, said that Met market and Ang Ngoai market in Trung Lap commune (in the same Vinh Bao district) have been abandoned for many years, wasting land resources and causing losses to investors.
In recent times, local authorities and investors have offered many incentives as well as propaganda and mobilization, but the situation has not improved. In reality, it is impossible to "force" small traders to enter the market to do business as well as people to go to the market to shop.
Faced with this situation, the People's Committee of Vinh Bao district is waiting for instructions from Hai Phong City according to new regulations to find a "way out" for the situation of markets, including Met market, being abandoned for many years.
Based on the guidance of Hai Phong City and legal regulations, Vinh Bao district will consider land recovery and conversion of land use purposes... according to regulations.
