Prime Minister Pham Minh Chinh has just signed a decision to assign the management of the activities of the Ministry of Public Security to Deputy Secretary of the Party Committee and Deputy Minister of Public Security Tran Quoc To until the competent authority completes the position of Minister of Public Security according to regulations.

Pursuant to the Law on Government Organization, the opinion of the Politburo in Official Dispatch No. 9956-CV/VPTW dated May 20 on the assignment of the management of the Ministry of Public Security and the opinion of the Government Party Committee, considering the proposal of the Ministry of Home Affairs, Prime Minister Pham Minh Chinh signed a decision to assign the management of the Ministry of Public Security to Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security.

Accordingly, Senior Lieutenant General Tran Quoc To, member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security, will direct the activities of the Ministry of Public Security until the competent authority completes the position of Minister of Public Security according to regulations. This decision takes effect from the date of signing on May 22. The Government assigns the Minister of Home Affairs, the Ministry of Public Security and Senior Lieutenant General Tran Quoc To to be responsible for implementing this decision. This morning, May 22, the National Assembly approved the dismissal of Mr. To Lam from the position of Minister of Public Security. The National Assembly's resolution on approving the dismissal of Mr. To Lam from the position of Minister of Public Security was passed with 465/465 National Assembly deputies in favor. The resolution will take effect from May 22. Senior Lieutenant General Tran Quoc To was born on January 28, 1962, in Quang Thien commune, Kim Son district, Ninh Binh. He is a member of the Party Central Committee of the 12th and 13th terms, Deputy Minister of Public Security, and a National Assembly delegate of the 15th term from the Thai Nguyen delegation. Mr. Tran Quoc To grew up in the police force from the position of soldier, Captain of the Criminal - Economic Police Team, Nghia Hung District Police, Ha Nam Ninh Province. During the period 1989 - 2007, he worked and held many positions at Kim Son District Police, Ninh Binh. From 2007 - 2011, he was Head of Department 2, Department of Environmental Police; Deputy Director of the Department of Environmental Police, General Department of Crime Prevention and Control, Ministry of Public Security. From 2011 - 2014, he was Chief of Office of the Investigation Police Agency, Ministry of Public Security; Deputy Director General of the General Department of Crime Prevention and Control; Deputy Head of the Investigation Police Agency, Ministry of Public Security. He was promoted to the rank of Major General of the People's Public Security in 2013. From March 2014, he was assigned to the position of Standing Deputy Secretary of the Thai Nguyen Provincial Party Committee and was then elected Secretary of the Thai Nguyen Provincial Party Committee from October 2015. In January 2016, he was elected as a member of the 7th Party Central Committee. In May 2020, he was appointed Deputy Minister of Public Security and promoted from Major General to Lieutenant General and promoted to Senior Lieutenant General in January 2022.
