The Government has given thorough direction on climate change adaptation.

On the afternoon of May 29, the National Assembly discussed in the hall the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024; and many other important contents. In the late afternoon, Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Le Minh Khai spoke to clarify some of the contents raised by the delegates.

Proactively adapt to climate change

Speaking to explain and clarify a number of issues raised by National Assembly deputies at the discussion session, Deputy Prime Minister Tran Hong Ha said that the Party and State have paid great attention to the issue of climate change, including the issuance of Resolution 24-NQ/TW in 2013 on proactively responding to climate change, strengthening resource management and environmental protection; Climate change strategy and adjustments after Vietnam attended COP26, which clearly defined the viewpoints and goals of climate change adaptation, solutions to reduce greenhouse gas emissions, and green growth solutions to realize this goal. The Government has advised the Politburo to issue resolutions related to energy issues.

Deputy Prime Minister Tran Hong Ha stated that the Prime Minister has given methodical guidance on the issue of climate change adaptation. The Mekong Delta region in particular has assessed the overall impact from upstream and identified the center of influence as water resources. We have issued the Master Plan for Sustainable Development of the Mekong Delta and many specific policies and action plans with about 60 projects. The Deputy Prime Minister said that there are now regional linkage regulations, which are the basis for localities to choose priority issues to solve pressing issues that are occurring.

Regarding solutions to reduce greenhouse gas emissions, Deputy Prime Minister Tran Hong Ha said that the Prime Minister has directly directed; together with development partners, identified Vietnam's needs in the process of equitable transition and the need for equitable participation of developed countries. Vietnam has also established a Steering Committee chaired by the Prime Minister; established working groups related to greenhouse gas emission reduction, equitable energy transition, investment attraction, etc.

The Prime Minister has directed the National Assembly to include in the Law and Ordinance Development Program, to soon amend the Electricity Law, which will mention renewable energy and propose policies on green economy. At the same time, the Government will study and issue a decree on direct electricity trading with large customers, focusing on renewable energy. Soon issue a decree on rooftop solar power to encourage people to contribute to the power source...

Regarding the issue of concern of National Assembly deputies related to land, Deputy Prime Minister Tran Hong Ha stated that the opinions expressed were all related to the existence, limitations, and weaknesses related to the Land Law, the Real Estate Business Law, and the Housing Law. The National Assembly has passed these three laws, and the Government is highly determined that after the laws come into effect, about 60% of the limitations and weaknesses related to the three laws will be resolved.

In addition, there are a number of legal regulations assigned to the Government (14 decrees). The Prime Minister has urgently directed and worked with localities, associations, and businesses to listen to opinions and the participation of ministries and branches to promptly issue specific guiding decrees, ensuring continuity in the process of bringing the law into life.

Continue policies on tax, fee and land use fee exemption and reduction

Speaking at the discussion session, Deputy Prime Minister Le Minh Khai respectfully thanked the National Assembly for basically agreeing with the Government's Report, highly appreciating the participation of the entire political system; the efforts of the Government, the Prime Minister and local authorities, the socio-economy in 2023 has had many positive changes, especially GDP growth, inflation control, state budget revenue... The first months of 2024 also achieved many positive results.

Deputy Prime Minister Le Minh Khai said that the delegates also frankly pointed out the difficulties and limitations of the economy, especially high-quality human resources, access to capital for businesses, the real estate market, the gold market, the economic recovery and development program, etc. In the coming time, the Government will continue to support policies, exempt and reduce taxes, fees, and land use fees to remove difficulties for business production activities; increase access to credit capital for people and businesses.

Regarding growth drivers, Deputy Prime Minister Le Minh Khai said that the growth rates that Vietnam has achieved are quite high compared to other countries in the region in the current difficult situation. In the past 2 years, with the drastic direction of the Government and the participation of ministries, branches and localities, the disbursement rate of public investment capital has achieved encouraging results.

The Government has also gradually removed difficulties and obstacles in mechanisms and administrative procedures to attract public investment capital, activate private investment capital in the form of public-private partnerships, achieving many positive results. Deputy Prime Minister Le Minh Khai said the Government has also had solutions to expand trade, increase exports, negotiate and sign FTA cooperation agreements... to stimulate domestic market demand.

Regarding the issue of the gold market that National Assembly deputies are interested in, Deputy Prime Minister Le Minh Khai said that the world gold market has been on an upward trend recently, so the domestic market has also fluctuated accordingly. However, the gap between domestic and world gold prices for SJC gold bars has increased. Since June 2012, the Government and the Prime Minister have closely directed the State Bank and up to now, there have been 25 documents, including tools to intervene, stabilize the gold market and at the same time inspect, check and control.

According to the Deputy Prime Minister, the State Bank has recently actively implemented a number of solutions, but when intervening in the gold market, the effectiveness has not been high. Therefore, the State Bank is currently re-evaluating and will have new plans to stabilize the gold market in the short term.

"In the immediate future, we will conduct inspections and checks to "substantially" assess the operations of the gold market, thereby finding solutions to handle them according to legal regulations, stabilizing the gold market in the spirit of "domestic gold prices approaching the world market". In the long term, the Government will study and amend Decree 24/2012/ND-CP", said the Deputy Prime Minister.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai said that after a day of discussion in the Hall, 57 delegates spoke and 3 delegates debated. The National Assembly also reserved appropriate time for the Ministers of Planning and Investment, Finance, State Bank Governor, and 2 Deputy Prime Ministers to speak and explain some related issues.

“In general, the discussion atmosphere was lively, frank and responsible. The opinions were rich, comprehensive and profound, demonstrating the delegates’ enthusiasm for important issues of the country and issues that the majority of voters and people are interested in,” the Vice Chairman of the National Assembly assessed.

The Vice Chairman of the National Assembly said that the opinions of the National Assembly deputies have been fully recorded. The National Assembly Standing Committee will direct the Government agencies, the verification agencies and relevant agencies to study and absorb the opinions expressed in the Hall and the opinions discussed in the Group to include important contents in the General Resolution of the Session.
