Floods on Central Rivers
At the storm response meeting on the morning of October 27, Director of the National Center for Hydro-Meteorological Forecasting Mai Van Khiem said that at 4:00 a.m., the storm's eye was about 125km from Da Nang. The strongest wind near the storm's eye was at level 9-10, gusting to level 12.
In the coming hours, storm No. 6 will continue to move westward at about 20km per hour. By 4am tomorrow morning (October 28), the storm will weaken into a tropical depression over the coastal waters of Central Central Vietnam with an intensity of level 6-7, gusting to level 9.
Although the storm has weakened, it has been recorded that since the morning of October 27, the coastal areas of Quang Binh - Quang Nam provinces have experienced storm surges. In the sea area of Quang Binh - Quang Ngai, the waves are 3 - 5m high.
According to the Hydrometeorological Agency, from this morning to October 28, from Quang Binh to Quang Nam, there will be widespread rain from 200 - 400mm, locally over 600mm. Warning of the risk of localized heavy rain over 100mm/3 hours.
Notably, the water level of rivers from Quang Tri - Quang Nam is at alarm level (BĐ) 1; other rivers from Ha Tinh - Binh Dinh, Kon Tum, Gia Lai are below BĐ1. From October 27 - 28, there is a possibility of flooding in which the flood peak on rivers from Quang Tri - Quang Ngai will rise to BĐ2 - BĐ3, some rivers will be above BĐ3; Quang Binh rivers will rise to BĐ1 - BĐ2, above BĐ2; Ha Tinh, Binh Dinh, Kon Tum rivers will rise above BĐ1.
Don't be subjective with floods
A representative of the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development) said that, in the face of the unpredictable developments of storm No. 6, the Prime Minister issued Official Dispatch No. 110/CD-TTg directing the Chairmen of the People's Committees of provinces and cities from Thanh Hoa to Phu Yen and ministries and branches to focus on implementing measures to respond to the storm.
In the past few days, the Ministry of Agriculture and Rural Development has issued two dispatches and held online meetings with the People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan and ministries and branches to review response work to storms and floods after storm No. 6.
Coastal provinces and cities from Quang Ninh to Binh Thuan proactively deploy storm response according to the Prime Minister's telegram and the Ministry of Agriculture and Rural Development, in which provinces from Quang Binh to Quang Ngai have banned the sea.
In addition, localities in the Central region have also organized the evacuation of 6,252 households/25,050 people; at the same time, reviewed and prepared to respond to heavy rains caused by storm circulation, especially evacuating people in areas at risk of deep flooding, flash floods, landslides...
Speaking at a meeting on storm response to storm No. 6 on the morning of October 27, Deputy Prime Minister Tran Hong Ha emphasized that this is a storm with a complex operating mechanism, the impact on the sea and land will last for a long time and cause heavy rain in the coming days. Therefore, ministries, branches and localities need to pay close attention in responding.
Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to focus on implementing the Prime Minister's Official Dispatch No. 110/CD-TTg. In particular, strengthening information and forecasting, and communication on developments and impacts of storms, floods and storms to local authorities and people to proactively prevent them.
Deputy Prime Minister Tran Hong Ha also requested localities to review and prepare to evacuate people from dangerous areas, especially those at risk of deep flooding, flash floods, and landslides. Prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto to be ready to respond to the impact of storms and prolonged floods.
Regarding the risk of landslides in areas identified to have prolonged rain and floods, Deputy Prime Minister Tran Hong Ha requested the Ministry of National Defense to direct units stationed in the area to study the use of drones and other technical means to identify large cracks, thereby providing early warnings for proactive response.
Deputy Prime Minister Tran Hong Ha also requested ministries, branches and localities to base on forecasts of rainfall and water level changes of reservoirs in the Central provinces to have appropriate operational regulations. Develop plans to proactively respond to the risk of prolonged rain and floods affecting the safety of reservoirs, ensuring the safety of reservoirs, dams and residential areas in downstream areas.
To proactively respond to storm No. 6, the Civil Aviation Authority of Vietnam decided to temporarily suspend operations at 4 airports from Quang Binh to Quang Nam, starting from 10:00 on October 27 to 10:00 on October 28, 2024.
