Accordingly, at the university level, the Government stipulates that the tuition fee ceiling for public schools that are not self-sufficient in regular expenses for the next school year is 1.2 - 2.45 million VND/month, depending on the major. The current collection level will be maintained from 2021 - 2022 due to the impact of the COVID-19 pandemic - 980,000 - 1.43 million VND/month/student.

The university tuition fee ceiling for each major is as follows:

Tuition fees for vocational training institutions that do not cover regular expenses are capped at VND 1.2 to 2.18 million/month/student. Specifically:

As for universities that are autonomous (paying their own salaries, allowances, repairing facilities, etc.), depending on the level, they can collect a maximum of about 2.5 times the above level, or 2.4-5.5 million VND/month. With training programs that have been quality-accredited according to the standards of the Ministry of Education and Training or according to foreign standards, universities can determine their own tuition fees but must make them public.

At the general education level, the Government stipulates that tuition fees for the 2023-2024 school year will remain stable, equal to the tuition fees for the 2021-2022 school year as prescribed by the People's Councils of the provinces. The tuition ceiling for public schools for the 2023-2024 school year ranges from 30,000-650,000 VND depending on the level and region.

The Decree also clearly states that for places that have increased tuition fees compared to the 2021-2022 school year, the local budget will ensure the difference in increase. The level of support for each educational institution will be considered and decided by the locality.

In case the local budget does not guarantee the additional difference compared to the tuition fee for the 2021-2022 school year, adjustments must be made according to the provisions of this Decree.

For schools that self-finance regular and investment expenses, tuition fees are calculated based on economic and technical norms and cost norms, and submitted to the People's Committee for consideration and approval by the Provincial People's Council.

Decree 97 amends and supplements the provisions of Decree 81 on the mechanism for collecting and managing tuition fees for educational institutions in the national education system, issued by the Government and effective from 2021. However, since the beginning of 2020, the COVID-19 pandemic has had a severe impact, so the Government has issued Resolution 165 and tuition fees remain stable compared to 2021 - 2022. University tuition fees have not increased in the past 3 years.

Previously, in the draft submission, the Ministry of Education and Training proposed to adjust the tuition fee schedule one year later than the tuition fee schedule in Decree 81.
