According to the project of the State Capital Management Committee at enterprises, after separating from EVN, A0 will establish the National Electricity System and Market Operation Company Limited (NSMO), on the basis of separating a part of EVN's capital and assets, with a charter capital of 735 billion VND.

Financial resources for the stable operation of NSMO are important. The Ministry of Planning and Investment proposes that there should be a financial mechanism in 3 phases: Phase 1, A0 separates from EVN to establish NSMO (end of this year 2023); Phase 2 from January 1, 2024 until the revised Price Law takes effect (July 1, 2024); Phase 3 is after the revised Price Law takes effect, the Ministry of Industry and Trade needs to build a financial mechanism to ensure the company's operations.

Previously, in the conclusion announcement issued in early August, Deputy Prime Minister Tran Luu Quang requested ministries to develop financial mechanisms and revenue sources for A0 to operate continuously and effectively after separating from EVN and establishing a new enterprise until the revised Price Law takes effect from July 1, 2024.

According to the Government's proposal on the separation of A0, the Ministry of Industry and Trade once requested a special financial mechanism to maintain salaries and allowances for the unit's dispatch engineers. The Ministry proposed that the separation of A0 from EVN be carried out in two steps: separating A0 from EVN and establishing a one-member limited liability company under the State Capital Management Committee at Enterprises; then, transferring ownership from the State Capital Management Committee at Enterprises to the Ministry of Industry and Trade.

A0 was established in 1994, operating the transmission and distribution of electricity to ensure the safe and stable operation of the power system. This unit is also responsible for operating power plants; exploiting and regulating reservoirs; and handling incidents in the 500 kV power system.

The transfer of A0 to the Ministry of Industry and Trade was carried out at the request of the Prime Minister, in order to facilitate the operation of the market mechanism in the relationship between the national power system dispatching unit and the generation, transmission and distribution units according to the provisions of the Electricity Law.
