This morning, December 21, at the National Online Conference summarizing the work in 2024 and deploying the tasks in 2025 of the Home Affairs sector, Director of the Hanoi Department of Home Affairs Tran Dinh Canh discussed the outstanding results of the Hanoi Department of Home Affairs in organizing the implementation of the tasks in 2024, including notable information related to the implementation of the arrangement of administrative units (ADUs) at the commune level.

5 featured results

According to Mr. Tran Dinh Canh, in 2024, with the focused and specific leadership of the Ministry as well as the City's leaders, the Hanoi Department of Home Affairs has deployed and implemented many major key tasks, achieving basic results.

Firstly, in the year, the sector has appraised and approved 2,866 job position projects (VLP) for government agencies and units from the city to the commune level; and commented on the VLP projects of autonomous public service units (PSUs) in a very short time under the direction of the Ministry and the Government.

The new and outstanding point in approving VTVL is clearly defining the competency framework, professional training qualifications, civil servant rank ratio and professional title rank in each agency and unit.

Second, the sector has consulted and proposed the contents of the Capital Law; after the Law was promulgated, it has consulted and submitted to the City People's Council to issue 8 resolutions to implement the Capital Law in the field of Home Affairs.

Among them, there are a number of important resolutions on the organization, staffing, and policies for cadres: Resolution on procedures for establishing public non-business units and state agencies under the district-level People's Committee; Resolution on decentralization and authorization for heads of public non-business units to decide on a number of specific tasks and commune-level People's Committee chairmen to authorize civil servants to handle a number of administrative procedures; Resolution on transferring commune-level cadres and civil servants to district-level civil servants and above; Resolution on department-level heads and district-level People's Committee chairmen being allowed to sign contracts for people to work in professional fields in state administrative agencies; Resolution on additional income for civil servants and public employees (CBCCVC) in the city's political system, with all regular expenses guaranteed by the State; Resolution on the field of emulation and rewards.

"These are the outstanding, unique, and superior features in the civil service regime that the city implements according to the Capital Law," Mr. Tran Dinh Canh affirmed.

Third, the sector has reviewed and developed a plan to allocate staffing quotas for government agencies and units in 2025 to ensure objective, fair, and appropriate goals for functions and tasks, which is the basis for implementing the Capital Law in staffing management.

According to the Director of the Department of Home Affairs, there are historical problems and the staff assigned to agencies and units in the political system of the government still has many shortcomings and large differences between agencies and units.

Identifying difficult, complicated, sensitive, and impactful tasks, the Department has consulted on research and development of specific principles and criteria... by block, field, and decentralization... At the same time, coordinating with departments, branches, and People's Committees of districts and towns to develop plans; consulting on organizing conferences for civil servants to collect opinions; submitting plans to competent authorities with high goals.

The 2025 staffing of the city government has been allocated according to the proposal of the Department of Home Affairs, ensuring that it is suitable for the functions, tasks, workload, immediate requirements and the upcoming organizational arrangement orientation, and has received high consensus and support.

Fourth , a highlight of the Home Affairs sector in 2024 is to do a good job in recruiting, training and developing staff and resolving policies for staff.

Regarding recruitment, Mr. Tran Dinh Canh informed that the industry has innovated the form and method of organizing the recruitment of civil servants and public employees, that is, round 1 is organized strictly and seriously, the passing rate for round 2 is very low (only 27-35%); round 2 is a direct interview (the leader of the unit that recruits will interview the right person to recruit).

Regarding training, the industry has strongly innovated in organizational decentralization (Organization Committee, Department of Home Affairs, departments, branches, sectors and districts, towns); training content (the City builds separate programs according to sectors, fields, and subjects); organizational forms (domestic, foreign, according to programs, completing the same fields and subjects within the year).

In 2024, the Department of Home Affairs organized 4 domestic programs with 16 classes; 2 foreign programs with 9 classes for department-level leaders of departments, branches, sectors, People's Committees of districts, towns and cities in the city.

At the same time, the city is interested in resolving policies for cadres, with the consideration of promoting 22,400 teachers from grade 3 to grade 2.

Fifth , the sector has performed well the tasks of the standing agency of the City's Steering Committee for Administrative Reform (PAR), which is to advise on the issuance of a set of criteria for assessing the PAR index of public service units - joint management units located in the area; complete a set of criteria for assessing the PAR index of departments, branches, and sectors - People's Committees of districts, towns, and cities; associated with PAR, strengthening public discipline and order and implementing digital transformation well; achieving many strong changes in improving the quality of handling administrative procedures of civil servants in the city's political system.

Also in the discussion at the Conference, it is noteworthy that, regarding the content of perfecting the organization and operation of the political system at the commune level after the rearrangement of administrative units in Hanoi, the Director of the Hanoi Department of Home Affairs informed that the city has been approved by the National Assembly Standing Committee to rearrange 109 administrative units at the commune level; reducing 53 units; affecting 2,653 civil servants and part-time workers at the commune level. After the rearrangement, there will be a surplus of 93 headquarters, 831 people, along with related issues that need to be resolved.

In the process of implementing the policies and resolutions of the Central Committee and the National Assembly Standing Committee, the City leaders have closely and specifically directed, in accordance with the spirit of the Central Committee as well as the City's reality. After the Resolution of the National Assembly Standing Committee, the City organized a conference to deploy and provide specific instructions on the work of perfecting the organization and operation of new administrative units.

To date, 56 new administrative units have been established by the Party Committees, People's Committees, Fatherland Fronts and socio-political organizations of 20 districts; the launching ceremony will be held next week.

The People's Councils of districts and towns have also directed the convening of new communal People's Council sessions in early 2025 to complete the leadership positions of the People's Council and People's Committee at the communal level; the new apparatus will operate immediately, without causing interruptions affecting the implementation of political tasks and people's daily lives.

Regarding the settlement of headquarters, redundant civil servants and changes in documents related to boundaries, Mr. Tran Dinh Canh said that the city has directed relevant departments to issue specific guidance and support documents. The Department of Home Affairs has closely coordinated with the People's Committees of districts, towns and cities to arrange, assign and resolve policies for 831 redundant civil servants.

In which, selecting qualified cadres and criteria to appoint civil servants, assigning work to departments, offices, and units at district level; arranging rotation to units with shortages; resolving policies for those who meet the conditions, criteria, and have aspirations; the rest will be gradually arranged.

"The city will basically resolve and arrange redundant staff in 2025; after the election of People's Council delegates for the 2026-2031 term, there are still 66 people to be arranged" - Director of Hanoi Department of Home Affairs informed.

In particular, according to the leader of the Hanoi Department of Home Affairs, although the number of administrative units was greatly affected, with focused direction, scientific, democratic and synchronous methods, the work of arranging administrative units of Hanoi City received high consensus and agreement from cadres, party members and people; during the implementation process, there were no complaints.

These are important experiences and lessons for the arrangement of the city's administrative units in the next phase to be more effective, as well as in the implementation of the arrangement of the apparatus of agencies in the city's political system in the coming time according to the content of Resolution 18 of the Central Committee, achieving the highest goals, requirements and efficiency under the direction of the Politburo, the Secretariat and the General Secretary.

“Following the orientation and suggestions on the reorganization of specialized agencies under the People's Committees at the provincial and district levels of the Steering Committee for the summary of the implementation of Resolution 18 of the Government, the Hanoi Department of Home Affairs has been focusing on advising the Personnel Committee and the City Steering Committee to effectively implement it. During the implementation process, the City hopes that the leaders of the Ministry of Home Affairs will pay attention to and support Hanoi's proposed plans so that the reorganization will be effective and practical, close to the practical conditions of the Capital City,” the Director of the Department of Home Affairs emphasized.
