Specifically, including the following contents: "New points in the Summary of some theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam"; "New points in the draft Report summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Party Congress"; "New points in the draft Political Report to be submitted to the 14th National Party Congress"; "New points in the draft report on 5 years of implementing the 10-year socio-economic development strategy 2021 - 2030; directions and tasks for socio-economic development for the 5 years 2026 - 2030".

Based on the discussion, the Central Committee agreed to issue the Resolution of the 11th Conference (Resolution No. 60 dated April 12, 2025) with many particularly important contents, focusing on two groups of issues: Continuing to streamline the organizational apparatus, reorganize administrative units, organize two-level local governments and prepare for the 14th National Party Congress. These contents are closely related to each other, all are key and urgent issues for us to focus on implementing immediately after this conference and until the end of 2025.

After the dissemination conference, the General Secretary requested that Party committees and organizations at all levels continue to study and fully, thoroughly and carefully grasp the contents of the Resolution; develop specific action plans to organize implementation in the face of the requirement of simultaneously implementing a very large volume of work, wide scope, short time, high quality, many unprecedented tasks. At the same time, he emphasized 3 general requirements and 4 notes that need to be unified in leadership, direction and implementation organization.

First of all, the General Secretary requested to determine the highest political determination in leading and directing the implementation of the Resolution of the 11th Central Conference. It must be determined that this is a revolution in the arrangement of the apparatus, the arrangement of administrative units and reform and innovation to develop the country.

Party committees, party organizations, and leaders at all levels must be closely and resolutely in leading, directing, and thoroughly informing cadres and party members to fully and deeply understand the special importance of this policy, creating unity of perception and ideology within the entire Party, spreading throughout society, and determined to successfully implement the goals and orientations set forth by the Central Committee.

Second, carry out work in the spirit of running and lining up at the same time, being really sure, methodical, not hasty, subjective, having priority and doing each job firmly, doing this job must take into account other related jobs; must carry out the correct process and procedures according to the provisions of law, not blocking, doing it carelessly, not doing any job perfunctorily, roughly.

Along with that, stick to the timelines in the plan to ensure that the work is carried out on schedule, especially important milestones. The Central Government encourages localities, agencies and units to complete the work early before the scheduled timeline to stabilize early for development.

Third, strengthen information and propaganda to create consensus in society, fully promote the people's right to mastery, respect and listen to people's opinions. Procedures for collecting people's opinions must be implemented in accordance with regulations, especially those related to amending and supplementing the Constitution, merging at the provincial level, merging at the communal level, etc.
