NEARLY 5,000 EXAM TESTS HAVE FAILING SCORE
With 148,003 exams scoring below average (below 5 points), accounting for nearly 32% of the total number of exams, the Hanoi Department of Education and Training stated that this result was lower than last year, and at the same time showed that a large number of students still need increased support from now until before the high school graduation exam.
This result reflects that, except for the 3 new subjects and English, the remaining subjects all have average scores lower than the 2024 Hanoi high school graduation exam scores from 0.47 to 2.14 points. In particular, the subject with the smallest decrease in scores is history and the subject with the largest decrease in scores is literature.
Notably, Mr. Ha Xuan Nham, Head of the Secondary Education Department (Hanoi Department of Education and Training), warned that the rate of students at risk of failing graduation is quite high, shown in the number of nearly 32,000 tests with scores below 3 (accounting for nearly 7%); the number of tests with scores from 0 - 1 (failure) is 4,228 (accounting for 0.91%)... The high risk of failing graduation is also shown in the group of candidates with tests with scores of 3 or lower. For example, in math, 17.81% of the tests scored 3 or lower; in literature, 9.73%; in geography, 6.61%; in industrial technology, 6.25%.
Schools plan to review for 12th graders to take the 2025 high school graduation exam according to the new program

In the private school sector, in the recent survey of the whole Hanoi city, more than 28,000 12th grade students participated. The survey results showed that the group of students with average scores (from 5 to 6 points) accounted for the largest proportion, this is identified as the core force to raise to the good level if the schools have a good review strategy. The good and excellent groups focus on social sciences, English and civic education. Some subjects have absolute scores such as math, English and history.
Mr. Nguyen Quoc Binh, Principal of Luong The Vinh School, stated some reasons why the survey results were not as expected, that is, 12th grade students study 3 years of high school according to the 2018 General Education Program, but in primary and secondary schools they still study the 2006 General Education Program. Thus, students study the new program along with innovative teaching and assessment methods with old learning methods and old thinking, so there are still limitations in the requirements of capacity assessment.
" DIEN HONG CONFERENCE", "70 DAYS OF BREAKTHROUGH"…
According to Mr. Ha Xuan Nham, from the results of the mock test, the school needs to focus on reviewing and classifying the students' levels to have a plan to organize effective review and training for students to take the graduation exam; in which, paying attention to the "coverage" of review knowledge in subjects according to the instructions, according to the topics that have been professionally trained by the Hanoi Department of Education and Training. Building a system of review questions that closely follow the requirements of the 2018 General Education Program, it is necessary to focus on training students with questions that are practical and interdisciplinary; using the knowledge learned to solve practical problems.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that with the fact that the exam questions closely followed the exam structure of the Ministry of Education and Training, the above results reflected the quality of education objectively. In particular, there were thousands of exam questions below 1, which was a red alert, requiring all schools to have a plan for teaching, reviewing, and supporting students to review seriously.
From the results of the capacity survey, the Hanoi Department of Education and Training requires schools to have plans to organize effective review and training for graduation exams.

"The Hanoi Department of Education and Training will organize a "Dien Hong conference" to gather school principals and directors of vocational education and continuing education centers to discuss ways to prevent students from failing to graduate," said Mr. Cuong.
The Hanoi Department of Education and Training also directed units and schools to implement a reasonable review plan, not lasting more than 3 weeks after the end of the school year. Each student will review all 4 graduation exam subjects and can self-study through the school's digital learning materials, study on television with the best teachers in the city...
Dien Bien Department of Education and Training launched "70 days of breakthrough - conquering the 2025 high school graduation exam". During the 70 days, students will participate in intensive classes, tutoring sessions and periodic mock tests to assess their abilities and adjust their review strategies accordingly...
The Department of Education and Training of Bac Giang province also said that it will seriously organize mock exams, on that basis, assess what knowledge students lack, what limitations they have to make adjustments, and have solutions for students to do real tests and schools to evaluate them. Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of this province, said: After the end of the school year, schools will continue to review for 12th grade students for 3 weeks, ensuring that they have enough knowledge and skills to confidently enter the exam.
URGENTLY BUILD A REVIEW PLAN
Mr. Phan Thanh Dung, Director of the Dong Anh District Vocational Education and Continuing Education Center (Hanoi), said that it is expected that by the end of April, the center will organize another survey with 12th grade students, thereby continuing to analyze the results, paying attention to high-risk groups of students, identifying the causes more clearly and strengthening coordination with families to promote support solutions so that all students can pass the graduation exam.
Vice Principal of My Duc C High School Dao Huy Nam (Hanoi) informed that in the city-wide quality assessment, the school had 6 students with low scores, at risk of failing graduation. The school has urgently developed a review plan for these students with a roadmap, solutions and goals for each stage, while increasing support in all aspects to help them be more confident before the exam.
A representative of FPT Secondary and High School (Hanoi) shared that immediately after the survey results were available, the school invited parents of students with scores below 4 to meet and discuss remedial plans to increase scores; 30-40% of students are required to review at school, the remaining students can register for review if needed...
Mr. Nguyen Minh, Principal of Tam Dao II High School (Vinh Phuc), said: Along with teaching differentiated according to students' abilities, the school has divided students into groups so that each group can apply a different review method. Particularly for students with weak academic performance, the school organizes additional tutoring classes in the late afternoon to help them improve their academic performance and skills from now until the exam day.
Exam preparation must be adapted to the way the questions are given.
A leader of the General Education Department (Ministry of Education and Training) analyzed: According to the exam structure announced by the Ministry of Education and Training, multiple choice exams have 3 types of questions. The first is the multiple choice question type. This type is familiar in previous exams. The two new types are true/false questions and short answers. Students need to note that in order to do well in true/false and short answers, students still need to solve the question like the essay method to be able to have a certain correct answer, the only difference with essay is that they do not copy the solution into the exam but only fill in true/false or short answers.
Therefore, students need to clearly understand the topic (question), understand the nature of the knowledge and grasp the steps to solve it, not guess or apply tricks. Similarly, in the form of short questions, students also need to clearly understand the requirements and solve them like an essay. In the subject of literature, not using materials in textbooks is a new point that makes students inevitably confused when doing the test. This is also the reason why some teachers said that according to the results of the mock test in Hanoi and some localities, literature has the most failing scores.
Ms. Nguyen Thi Quyen, a math teacher at Tam Dao II High School (Vinh Phuc), commented that the math subject of the 2018 General Education Program is more difficult than before. The math types are more practical, while 12th grade students have only been exposed to the new textbook program for the past 3 years. Therefore, to support students, teachers will continue to make appropriate adjustments.
Regarding geography, in recent years, the high school graduation exam has had about 15 questions related to Atlas, equivalent to 3.75 points. However, the regulation applied from this year not allowing candidates to use Atlas in the geography exam is also a noteworthy issue so as not to affect the results. With this change, many opinions say that teachers need to increase practice activities and consolidate lessons, helping students grasp knowledge, develop thinking ability and reflexes with different types of questions.
