Right from the beginning, the district leaders considered exporting, so later on, the inheritance and promotion resulted in dragon fruit grown in Ham Thuan Nam being exported to many countries.

Stimulate enrichment

These days, when the first rains of the season have appeared, standing from the People's Committee of Ham Thuan Nam district looking out, you will see the green patches from the hills in the distance, the hustle and bustle of National Highway 1A with many people passing by and the open space extending to Tran Phu park. In this park, in June, the construction of a regulating lake, fountain, entertainment area, public gym area will be implemented... This is considered a highlight to create an overall picture of investment in technical infrastructure of Thuan Nam town to meet the standards of a type 5 urban area in the coming time. Over the past 3 years, the resources mobilized for investment in developing economic and social infrastructure in the district have reached about 4,600 billion VND; of which, the state budget capital at all levels is over 1,650 billion VND; The remaining nearly 3,000 billion VND is capital from the private economic sector and other capital sources, specifically capital from private enterprises, business households, households, individuals... so most of it is concentrated in Thuan Nam town area.

“The center of this district, 40 years ago, when Ham Thuan Nam district was established, 6 communes of Ham Thuan district and 3 communes of Ham Tan district were taken, and were chosen right from the beginning. Because Ta Cu mountain protected it. Because it was near several water gathering places that later became reservoirs such as Du Du, Tan Lap... At that time, almost everywhere was plowed land with gravel and rocks, so Thuan Nam town (Tan Lap commune at that time) was chosen as the center of the district, possibly for the above reasons” - Mr. Hong Thanh Nam, who was Chairman of Ham Thuan Nam district People's Committee from 2004, and until 2011 was Secretary of Ham Thuan Nam district Party Committee for the period 2010 - 2015, recalled. In 1983, just 8 years after the Liberation of the South and the reunification of the country, Ham Thuan Nam district was formed amid the worries of healing the wounds of war, worrying about food, clothing, education, transportation, housing and even childbirth for the people. Meanwhile, the physical and infrastructure conditions were non-existent and the staff was lacking and weak. This situation was clearly reflected in the Report on the results of the 1st Congress of the Party Committee of Ham Thuan Nam district, along with the goals to strive for. In particular, the first goal was set: "Stabilizing and developing comprehensive production, first of all agricultural production (including forestry, fishery and processing industry), promoting exports and some consumer goods to meet the urgent and essential needs of society...".

Right from the beginning, the district leaders considered exporting, so later on, the inheritance and promotion of dragon fruit grown in Ham Thuan Nam were exported to many countries. That transition, as former Secretary of the District Party Committee Hong Thanh Nam, commented: “That was the period of poverty alleviation and intense enrichment. There was a time when dragon fruit increased in area unstoppably, because it was a poverty-reducing plant. Planting it in the fields was banned, due to the impact on food security, and then it was accepted in areas where one rice crop was unstable. But Ham Thuan Nam had few places where two rice crops could be grown, due to lack of water, so the area of dragon fruit increased rapidly. People wanted to escape poverty. The resolutions of the District Party Committee in many stages stimulated and supported that spirit with many different solutions”.

It is worth noting that accompanying the people in that process are the officials and employees in the district, because most of them grow dragon fruit. After working hours, they go to the fields to take care of dragon fruit, so any problems the plants encounter will be improved soon, and the application of technical advances to dragon fruit gardens will also be implemented quickly. Perhaps thanks to that, despite the market turmoil in 2022, Ham Thuan Nam dragon fruit still maintains its area and some gardeners have received "waves" of high prices in the first quarter of this year, earning billions. Accordingly, related services are bustling again.

Wide range of services

Regarding services, former Secretary of the District Party Committee Hong Thanh Nam affirmed that services in Ham Thuan Nam developed early and strongly, stemming from the story of the development planning of the Ke Ga sea side, which at one point fell into a state of exclusion between tourism and industry. That situation was beyond the capacity of Ham Thuan Nam, so during that time of hindrance, the district focused on agricultural development and from dragon fruit trees, many problems for socio-economic development were solved. And in that process, the services that followed appeared more and more, bustling with each season and price. From there, the labor day had a high price, such as dragon fruit ear-smoothing, which only took a few hours, not 8 hours, but brought good income, making Ham Thuan Nam people rarely choose to work in the two Industrial Parks Ham Kiem 1, 2. Therefore, businesses here recruited workers from other districts and cities, contributing to the expansion of related services. Now, in Ham Thuan Nam, agricultural services and industrial services are developing steadily. Since the beginning of the year, tourism services have been booming, as Ham Thuan Nam tourism has received much attention, thanks to the completed technical infrastructure…

Besides the potential for resort tourism, sightseeing, and sea bathing that will be exploited well in the near future, Ham Thuan Nam tourism is facing obstacles, as it is difficult for people to participate. The main reason is that the coastal area of Ham Thuan Nam, except for Ke Ga village of Tan Thanh commune, has people, the rest of the 9 km long from Thuan Quy is uninhabited. Therefore, people can sell agricultural products to tourists, but to develop a vibrant service like Ham Tien - Mui Ne tourist area, it still takes time. Back 1-2 years ago, the Provincial People's Committee approved the adjustment of the General Planning for the construction of coastal areas of the two communes of Thuan Quy and Tan Thanh. Accordingly, the strip of land along the coast of these two communes is completely planned for tourism development and mixed residential land. This place is and will form a large coastal tourism metropolis with a series of top-notch tourism, entertainment, and resort complexes. At the same time, Thuan Quy, the commune that will soon become a town, must add more people. According to the plan, by 2030, there will be about 35,800 people here; by 2040, about 59,000 people...

Ms. Le Thi Bich Lien, Secretary of Ham Thuan Nam District Party Committee, said that tourism development is one of the three economic pillars that Ham Thuan Nam has been focusing on clarifying. High-tech agriculture has become popular with many large-scale farms producing many clean products. Industry is also emerging with growth plans in the coming time. Regarding tourism, Ham Thuan Nam still has a lot of potential and advantages to exploit, especially in hotel services, when recently, Phan Thiet City is always full of guests and many tourists are looking for accommodation in Ham My, Thuan Quy and Tan Thanh. That is the result of each stage with inheritance. Even the results of the last mid-term are the same, that is an important premise and also has inheritance for the cadres and people in the district to successfully carry out the remaining tasks of the Resolution of the 9th District Party Congress.

The results of these developments are partly reflected in the average income per capita in the district increasing year by year. If in 2021, the average income per capita in the district was 48 million VND, in 2022 it was 49.3 million VND, it is expected to be 54.2 million VND in 2023 and 75 million VND in 2025.
