Circular 29 is an important step to strengthen control and management of extra teaching and learning activities, aiming to specify the provisions of the 2019 Education Law, while at the same time being suitable to the practical situation in the management of extra teaching and learning activities.
Extra teaching and learning have existed for a long time, with the goal of helping learners review and consolidate knowledge outside of regular school hours.
However, in some places and in some cases, this activity has led to consequences such as: overloading for learners; lack of transparency, "lack of pure motivation" in teaching activities.
Students who should have time to rest after regular school hours are instead constantly pushed into a never-ending cycle of extra classes.
Circular 29 is expected to rectify the above shortcomings. However, many teachers and the public are very concerned about the arising problems.
One of them is that according to the circular, teachers at public schools are not allowed to participate in managing and operating extra-curricular teaching, but can participate in extra-curricular teaching and must register with the extra-curricular teaching center.
This leads to concerns about the emergence of "sub-licenses" - a familiar term in administrative management, referring to complicated administrative procedures that cause difficulties for applicants.
Requiring teachers to register with tutoring centers can lead to unnecessary intervention by management units, increase administrative procedures and potentially generate informal costs.
If the registration and inspection of tutoring centers are not carried out in a transparent and consistent manner, it will easily create loopholes for centers that intentionally make things difficult for teachers.
What is the solution?
To minimize the negative impact of the emergence of "sub-licenses", provincial and municipal education and training departments need to have a plan to improve the effectiveness of inspection and supervision of tutoring centers, avoid the situation of massive licensing without quality control, and at the same time ensure the rights of teachers when registering to teach extra classes.
On the other hand, after Circular 29 comes into effect, the Ministry of Education and Training also needs to regularly review and grasp information related to regulations on extra teaching and learning to promptly amend and supplement, to ensure suitability to reality, meeting requirements set forth in the new situation.
Besides, many opinions say that the root of the current situation of extra teaching and learning is that the content of the study program is still heavy, and the mentality of valuing degrees is still common in society.
Reality shows that instead of focusing on comprehensively developing knowledge and skills, learners are being guided by their families, schools and society to find the path to achieving the highest scores in exams.
Learning seems to only serve exams, from kindergarten to university, even post-graduate, leading to the phenomenon of extra teaching and learning having more conditions to develop complicatedly.
Therefore, to solve the problem of extra teaching and learning, a series of more synchronous solutions is needed.
These include: reducing the curriculum (which is often considered too heavy compared to other countries in the world); enhancing practical skills; encouraging the building of a positive learning environment - where learners have a proactive and self-study spirit.
Especially eliminating the disease of achievement and movement so that teachers and students no longer chase after scores.
