After that, Tan Phu District People's Committee issued Document No. 2335/UBND-KT on coordination of inspection and management of construction works in Nam Cat Tien Commune. At the same time, the District Department of Natural Resources and Environment coordinated with relevant agencies to inspect the tourist accommodation facilities that Nguoi Dua Tin reported.

The inspection results show that the Rice Straw Green Lodge – Resort area with the brand name Lava Rock Viet Nam Ladge is located at land plot number 232 on map sheet number 6, area 2352.1m 2 (400m 2 ONT, 1952.1m 2 BHK) in Nam Cat Tien commune, owned by Ms. Lam Thi Mai Nguyet.

Rice Straw Green Lodge – Resort is operating as an accommodation and catering business owned by Ms. Nguyet with an operating area of ​​over 600m2 . At the time of inspection, Mr. Vu Van Nguyen (the representative) could not provide legal documents related to construction works on agricultural land.

At the time of inspection, Mr. Dung provided the time of construction around 2020, on the basis of house renovation, but could not provide legal documents related to construction works on agricultural land.

At the time of inspection, Ms. Dang Le Thuy (representative) could not provide legal documents related to the construction of the works.

The area with the signboard VIETNAMESE COFFEE located at map plot number 124, 139, map sheet number 13 and part of the alluvial area along the Dong Nai river, is operating as an accommodation and coffee business with Ms. Nguyen Thi Thu Huyen as the business representative.

Here, 2 constructions with a total area of ​​about 280m2 (on land for perennial crops) have been built at map plot number 139, map sheet number 13 (1 prefabricated house, tiled with an area of ​​about 240m2 ; 1 solidly built house of about 40m2 ); 1 solid house with an area of ​​about 500m2 at map plot number 124, map sheet number 13 (including 300m2 ONT, 3952.40m2 of land for perennial crops).

The works belonging to the Dong Nai River water protection corridor have a total area of ​​about 454m2 (02 prefabricated houses, tiled (stilt house form) with a total area of ​​about 48m2 ; 1 solid house with an area of ​​about 70m2 ; 1 concrete floor with an area of ​​about 336m2, about 5m from the existing water surface).

At the time of inspection, Ms. Nguyen Thi Thu Hien could not provide legal documents related to the construction of the works.

In addition, the inspection team also discovered that plots 305 and 309 on map sheet 6 had structures on the land, but because the structures were fenced (nets, walls), it was impossible to access them to record the specific area. At the same time, in the surrounding area, there were many constructions (wood, masonry) that showed signs of violating the law on construction and land.

There are signs of large-scale violations of the law.

Regarding the construction works on agricultural land with signs of violations as reported above, Tan Phu District People's Committee informed that it had not previously received any reports from Nam Cat Tien Commune People's Committee regarding illegal construction cases in the area.

According to Tan Phu District People's Committee, immediately after receiving the feedback, the District People's Committee issued Document No. 2263/UBNN-NN, and the Department of Natural Resources and Environment also issued Document No. 259/TNMT on providing information related to handling violations of land management in the area. Requesting Nam Cat Tien Commune People's Committee to review and report on providing information for inspection.

However, during the inspection, the People's Committee of Nam Cat Tien commune did not fully prepare documents, files or reports related to construction and land management for the entire area showing signs of violations.

Tan Phu District People's Committee pointed out that Nam Cat Tien Commune People's Committee has not fully performed its responsibilities in the management of planning, construction and land in the locality, such as: Not conducting reviews, inspections and handling when there are signs of violations, allowing the existence and construction of works on agricultural land, not promptly reporting and proposing handling according to functions and tasks.

Tan Phu District People's Committee requested the Chairman of Nam Cat Tien Commune People's Committee to clarify the responsibilities of individuals and groups in each period in allowing the situation of large-scale construction works without legal documents, showing signs of large-scale law violations in the management area, with completion time before August 5.

Recently, the People's Committee of Vinh Cuu district (Dong Nai province) directed Ma Da and Hieu Liem communes to promote solutions, carry out propaganda, mobilize self-dismantling and enforce against eco-tourism exploitation sites along the lake.

According to the direction of the District People's Committee, spontaneous eco-tourism projects that violate the land of Tri An Lake in the district must be strictly handled to ensure local security and order.

Recently, spontaneous tourism by households has developed quite rapidly, posing a risk to local safety and security. Although the authorities have repeatedly reminded and requested establishments to dismantle themselves, violations still occur.
