The local innovation index (PII) is designed to provide a realistic and comprehensive picture of the current status of the socio-economic development model based on science, technology (S&T) and innovation (I&I) of each locality. Through this, localities have the basis and evidence of strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development. From there, there are appropriate orientations and solutions for local socio-economic development.

The PII Index is chaired by the Ministry of Science and Technology in coordination with agencies, localities, the World Intellectual Property Organization (WIPO) and relevant organizations to develop and organize a pilot assessment in a number of localities across the country. After successful testing results, the PII Index will be implemented uniformly nationwide from January 1, 2023.
The 2023 PII framework has been designed with 52 indicators, divided into 7 pillars, including: 5-pillar input reflecting factors that facilitate socio-economic development based on science, technology and innovation, including: institutions, human resources and research, infrastructure, market development level and business development level.
The output of the two pillars reflects the impact of science, technology and innovation on socio-economic development, including: creative knowledge and technology products, and impact. Accordingly, the indexes on intellectual property (IP) are one of the important component indexes in the creative knowledge and technology product pillar - one of the two pillars of innovation output.
PII indicators directly related to IP include: number of patent applications/10,000 people; number of utility solution applications/10,000 people; number of plant variety applications/10,000 people; number of trademark applications/10,000 people; number of industrial design applications/10,000 people; number of geographical indications that have been granted protection certificates.
If these indicators are applied and exploited effectively, they can bring value and be counted as innovation. Therefore, the number of products as well as applications are considered important inputs for innovation; the more applications, the higher the score and ranking of the PII index.
According to the PII report of the Ministry of Science and Technology in 2023, the score of the index group on Intangible Assets of Quang Tri is quite high (29.87 points), ranking 4th in the Central Coast region. This shows that the province's intangible asset index is a strength that needs to be promoted and maintained. However, the province's Knowledge Diffusion and Knowledge Creation indexes are only average and unsatisfactory, respectively (17.04 points) and (0.00 points), so they need to be further improved in the coming time.
The above results show that the IP index has a great impact on the knowledge and technology index, and at the same time, it also affects the overall ranking of the PII index. With the province's PII score in 2023 being 29.25, Quang Tri ranked 55th in the country.
Thus, the overall PII index of Quang Tri province is only at an average level, specifically: input score 28.3; output score 30.19; institutions 31.16 points; human capital and research and development 26.47 points; infrastructure 34.06 points; market development level 29.93 points; enterprise development level 19.88 points; creative knowledge and technology products 15.64 points; impact 44.75 points. Thereby, the province needs to focus on improving and promoting the strengths and improving the weaknesses of the component indicators.
The solution to improve the score of the group of creative knowledge and technology products, according to Thai Thi Nga, Head of the Department of Technology and Innovation Management, Department of Science and Technology, is to strengthen scientific and technological research activities, apply scientific and technological activities in production and business. Build a database of potential key products of the locality to have a roadmap for consulting and guiding trademark registration subjects to improve the component index of trademark registration applications.
At the same time, focus on implementing the Project "Registering protection, managing and developing geographical indications for Khe Sanh coffee products of Quang Tri province" to increase the number of geographical indications that have been granted protection certificates.
On the other hand, actively support businesses to apply quality management systems to improve the quality of products and services. In particular, effectively implement the program to support provincial businesses to improve productivity and quality of goods and products based on the foundation of science, technology and innovation in the period of 2021-2030.
Encourage creative activities, apply inventions and useful solutions to practice. At the same time, develop innovation markets, connect businesses with investors and scientists. In particular, effectively implement the program to develop the science and technology market and science and technology enterprises in Quang Tri province until 2030.
Based on the annual PII results, the province can propose appropriate adjustment solutions to the conditions and specific characteristics of input and output indicators with low results, as well as promote local strengths to continuously improve the PII index, contributing towards achieving the goals of sustainable economic development of the province.
