Some residents in Tien Lang town, Tien Lang district, Hai Phong city, reported that recently, many shops in the area in front of the Tien Lang district stadium have set up signs and displayed goods, encroaching on the sidewalk. Many people expressed their concerns and questions about whether or not these businesses have arbitrarily "parachuted" to encroach and set up kiosks to sell goods?

According to local residents, we were present at the Tien Lang District Stadium at noon on April 17. At the main gate of the stadium, along the central road of Tien Lang town, there are about 20 kiosks mainly selling coffee, soft drinks, and breakfast. Some kiosks display signs, tables and chairs encroaching on the sidewalk. At the side gate of Tien Lang District Stadium, there are 3 kiosks selling food services and a Billiard Club.

At a meeting with Nguoi Dua Tin about the local people's reflection , Mr. Pham Xuan Hoa - Chief of Office of Tien Lang District People's Committee, Hai Phong City, affirmed that there was no case of business households arbitrarily "parachuting" to encroach and set up kiosks to sell goods.

Mr. Hoa said that, based on the regulations of the Central Government and Hai Phong City, on July 31, 2008, Tien Lang District People's Committee issued Decision No. 1214/QD-UBND on leasing kiosks under the district stadium's grandstand area (on the central road of Tien Lang town) for the purpose of using for business activities, cultural services, sports, small-scale commerce, and serving the community.

According to Decision 1214, Tien Lang District People's Committee assigned the District Sports and Physical Training Center (now the District Culture, Information and Sports Center) to sign contracts with individuals and units that need to rent kiosks. On July 30, 2013, Tien Lang District People's Committee issued Decision No. 1605/QD-UBND on adjusting the rental price of these kiosks.

Faced with the current state of the district stadium's degradation, on October 4, 2013, Tien Lang District People's Committee issued Decision No. 2168/QD-UBND on approving investment in the form of socialization in the fields of culture, physical education and sports and the economic and technical report on the project to renovate and upgrade the district stadium.

Accordingly, Tien Lang District People's Committee approved an individual to invest in renovating and upgrading the district stadium according to the socialization plan with a total area of ​​11,184 m2 for business and service purposes, serving cultural, physical education and sports activities according to the provisions of law. The investor is allowed to build service kiosks, service, security houses, and public toilets.

Tien Lang District Stadium, Hai Phong City was renovated and upgraded in 2013 with socialized funds. In return, the District People's Committee allowed this individual to invest in building 3 mini soccer fields, 1 volleyball court, 3 kiosks, 1 security house, 1 restroom with a rent of 4,500,000 VND/month (Photo: Thai Phan).

Talking to Nguoi Dua Tin , Mr. Luong Van Thang - Director of the Center for Culture, Information and Sports of Tien Lang district, informed that after the renovation, the area under the district stadium stands at the main gate was divided into 21 kiosks, each kiosk is about 6 square meters wide. When the road was widened and the side gate was built, 1 kiosk was removed, so now there are 20 kiosks left.

Following the direction of the People's Committee of Tien Lang district, the District Culture, Information and Sports Center signs a contract once a year with households renting kiosks for business with the price after adjustment in 2013 being 450,000 VND/kiosk/month (before adjustment it was 150,000 VND/kiosk/month).

At the side gate, an individual invested in renovating and upgrading the district stadium according to the socialization plan according to Decision No. 2168/QD-UBND, built 3 mini soccer fields, 1 volleyball court in the district stadium, built 1 guard house, 1 toilet and 3 kiosks at the side gate. The rental fee for the field and 3 kiosks that this individual paid according to the contract is 4,500,000 VND/month.

The entire rental amount for 20 kiosks at the main gate and the yard, and 3 kiosks at the side gate, Tien Lang District Cultural, Information and Sports Center will pay the district budget through the State Treasury.

Mr. Luong Van Thang - Director of the Center for Culture, Information and Sports of Tien Lang district, Hai Phong city, admitted that recently, some kiosk owners at the main gate of the stadium have placed tables, chairs, and signs encroaching on the sidewalk.

Faced with this situation, in the coming time, the District Center for Culture, Information and Sports will coordinate with relevant authorities of the district and the Tien Lang town government to organize forces to regularly inspect, remind and strictly handle violations according to regulations .
