1,400 billion VND traffic project stuck in site clearance

Contribute to improving traffic in the southern region of Hai Phong

In October 2022, Hai Phong City People's Council approved Resolution No. 62/NQ-HDND on investment policy for the Project to build a connecting road from Provincial Road 354 in Tien Lang district to National Highway 10 in Vinh Bao district (Connecting Road Project).

The connecting road project has a total length of 8.1 km, passing through 4 communes and towns of 2 districts Tien Lang and Vinh Bao. The starting point of the project intersects with Provincial Road 354 in Tien Lang town (Tien Lang district), the end point intersects with National Highway 10 in Vinh An commune (Vinh Bao district).

The connecting road project is divided into 4 sections. Section 1 is from Provincial Road 354 to District Road 25. Section 2 is from District Road 25 to Tien Thanh Industrial Park. Section 3 passes through Tien Thanh Industrial Park, covering an area of ​​over 410 hectares. Section 4 is from the end of Tien Thanh Industrial Park to National Highway 10.

Along the entire route, the investor built 2 bridges, including: Tien Thanh Bridge across Thai Binh River connecting Tien Thanh Commune (Tien Lang District) with Vinh An Commune (Vinh Bao District). The bridge is 446.5 m long and 22.5 m wide. The bridge across Trung Thuy Nong Canal is built in Tien Lang Town (Tien Lang District), about 550 m upstream of the current Minh Duc Bridge.

The connecting road project belongs to group B, the scale of a level II delta road with a design speed of 100 km/h. The project has a total investment of more than 1,396 billion VND, started on March 28, 2024 and is expected to be completed after 24 months.

The connecting road project is invested in construction to contribute to the completion of the transport infrastructure system of the two districts of Vinh Bao and Tien Lang as well as the transport network connecting urban and rural areas in the southern area of ​​Hai Phong. At the same time, connecting with the coastal area of ​​Thai Binh province. Thereby, creating a regional transport system, contributing to reducing traffic load on National Highway 10.

The project is expected to gradually form a space for developing urban infrastructure, attracting domestic and foreign investment capital, creating a premise to help the socio-economic development of the southern region of Hai Phong City make a strong breakthrough.

Quickly remove obstacles in site clearance

At the end of August 2024, according to Nguoi Dua Tin, nearly 5 months after the groundbreaking date, the contractor still could not construct the entire connecting road project because the entire site had not been handed over. Currently, the contractor is focusing on constructing the Tien Thanh bridge over the Thai Binh river connecting Tien Thanh commune (Tien Lang district) with Vinh An commune (Vinh Bao district).

According to information from the People's Committee of Tien Lang District, Hai Phong City, to serve the connecting road project, the locality has reclaimed 19.81 hectares of land related to 3 organizations and 530 households. As of August 21, 2024, Tien Lang District has completed site clearance (GPMB) of 8.92 hectares (45%) and handed over 7.47 hectares to the investor. Currently, the locality is focusing on GPMB of the remaining area related to 3 organizations and 256 households, thereby handing over to the investor soon to ensure project progress.

According to the People's Committee of Tien Lang district, the difficulties and problems in land acquisition and clearance are related to the legal basis for issuing decisions approving compensation and support plans for households from August 1, 2024 when the 2024 Land Law comes into effect.

Currently, relevant departments and branches are developing and submitting to the People's Committee of Hai Phong City to issue new regulations to replace old regulations on unit prices of aquatic plants, livestock, and architectural objects serving compensation and support for site clearance when the State acquires land in the City.

Meanwhile, in Vinh Bao district, the site clearance work for the connecting road project encountered fewer difficulties and problems.

Talking to Nguoi Dua Tin , Mr. Pham Ngoc Hieu - Director of the Land Fund Development Center of Vinh Bao district, Hai Phong city, said that to serve the project, the locality recovered 9.18 hectares of land related to 250 households and 2 organizations in Vinh An commune.

As of August 22, 2024, the People's Committee of Vinh Bao district has approved the compensation and support plan for 206/206 households with agricultural land, equivalent to 16.4 billion VND. Currently, 202 households have received money and handed over the land.

Regarding residential land, pond land and traffic corridor land, Vinh Bao District People's Committee has approved compensation and support plans for 44/44 households with land and 1 household with assets on the land. By August 22, 2024, 28 households had received money and handed over the land.

In addition, for the two projects, the pagoda and the property of the village cultural house, the People's Committee of Vinh Bao district has approved the plan and paid the compensation and support of 170 million VND.

"The Land Fund Development Center of Vinh Bao district coordinates with the People's Committee of Vinh An commune and relevant agencies to review, synthesize and complete the enforcement records for households that do not receive money and hand over the land according to regulations.

On this basis, the People's Committee of Vinh Bao district has issued a decision to enforce land recovery for households that do not receive money and hand over the land. It is currently seeking consultation from departments and branches of Hai Phong City," Mr. Pham Ngoc Hieu - Director of the Land Fund Development Center of Vinh Bao district, Hai Phong City, informed Nguoi Dua Tin .

Currently, people and businesses in Tien Lang and Vinh Bao districts, Hai Phong city, are looking forward to the local authorities of the two localities completing the site clearance work soon so that the contractor can complete the connecting road project on schedule. Thereby, creating favorable conditions for traffic and promoting trade.

In particular, when the connecting road project is completed and put into use, it will attract secondary investors to Tien Thanh Industrial Park in Tien Lang district, Hai Phong city, expected to start construction in 2024.
