According to Decision No. 647 signed by the Prime Minister on May 27, 2022, the Tien Thanh Industrial Park Infrastructure Construction Investment Project (Tien Thanh Industrial Park Project) has a scale of more than 410 hectares located in Cap Tien and Tien Thanh communes, Tien Lang district, Hai Phong city.

The project has a total investment of over 4,597 billion VND, invested by Tien Thanh Industrial Park Investment Joint Stock Company. The project's operating period is 50 years from the date the investor is granted a document approving the investment policy and accepting the investor.

Tien Thanh Industrial Park project is expected to contribute to creating a breakthrough for the southern area of ​​Hai Phong City, focusing on Tien Lang district. This is also the first industrial park of Tien Lang district.

At the conference to deploy work to invest in Tien Thanh Industrial Park Project on August 3, 2022, organized by Hai Phong Economic Zone Management Board in coordination with Tien Lang District People's Committee, the investor committed to starting the project in December 2022.

Next, by the fourth quarter of 2023, the entire infrastructure of the industrial park will be completed, creating a space to attract secondary investors and promote the development of local industrial and service types.

At the same time, attract 30,000 - 40,000 workers to work with an average salary of 7 - 10 million VND/month as well as gradually improve living conditions for local people and neighboring areas.

However, up to now, the groundbreaking date of Tien Thanh Industrial Park Project is still unknown. Meanwhile, most recently, during a field inspection in mid-April 2024, Mr. Le Tien Chau - Secretary of Hai Phong City Party Committee, requested the investor to promptly complete procedures, documents, and basic designs so that the project can be started by July 2024.

Problems with both investment and traffic procedures

On the morning of August 20, speaking with Nguoi Dua Tin, the representative of the investor of Tien Thanh Industrial Park Project, Tien Thanh Industrial Park Investment Joint Stock Company, said that the project has not yet started construction, mainly due to problems related to site clearance.

Specifically, the investor has basically completed the first phase of site clearance on an area of ​​about 86 hectares. Of which, more than 330 billion VND was paid in compensation and support for more than 500 households whose land was recovered as well as infrastructure that needed to be relocated, land managed by the People's Committee of Tien Thanh Commune, Tien Lang District, Hai Phong City.

In addition, the investor has also completed other procedures according to regulations, such as environmental impact assessment, mine clearance, and fire prevention and fighting.

"The 35KV power line in the project area has not been relocated by the local government. Therefore, the investor has not been able to settle the land clearance costs. This is a condition for the Hai Phong City People's Committee to issue the first land allocation decision as a basis for the investor to apply for a construction permit and start the project," said a representative of Tien Thanh Industrial Park Investment Joint Stock Company.

In addition to the problems with the process and procedures to obtain a construction permit, thereby starting the Tien Thanh Industrial Park Project, the investor is currently very "impatient" because the road leading to the project is still unfinished.

According to information from the People's Committee of Hai Phong City, in April 2023, the locality approved the investment project to build a road connecting Provincial Road 354 in Tien Lang District through Tien Thanh Industrial Park to National Highway 10 in Vinh Bao District (in Hai Phong City). The project has a total investment of more than 1,382 billion VND from the Hai Phong City budget.

The above connecting road project started on March 28, 2024 and is expected to be completed after 24 months.

The representative of the investor of Tien Thanh Industrial Park Project said that recently, a number of domestic and foreign secondary investors, including Taiwan (China), Korea, and Australia, have come to survey and explore investment opportunities.

However, all "come and go" when the main traffic route leading to Tien Thanh Industrial Park Project has not been completed.
