Ho Chi Minh City after 2 months of temporary road and sidewalk fee collection: Many positive changes

On the afternoon of July 14, the sidewalks in the center of Ho Chi Minh City were much neater and tidier than before the toll collection. People living and doing business along the sidewalks proactively parked their vehicles neatly within the yellow lines, leaving room for pedestrians.

City center is more tidy

Talking to us, Ms. Dieu Thuy (54 years old, a trader in District 1) shared: "At first, many traders like me struggled a bit because we didn't know how to arrange the goods neatly and not cross the line. But in difficult times, ingenuity emerges, we have to find a way to arrange the goods.

Thanks to the restoration of order on the sidewalks, I see the urban landscape as more beautiful and civilized. Foreign customers who go to the market to buy things are also satisfied because it is safer and more convenient."

Ms. Xuyen (63 years old, selling fruit on the sidewalk of Phan Chu Trinh street, opposite the West gate of Ben Thanh market) also thinks that allowing temporary use of part of the sidewalk for business is very reasonable, creating conditions for people to no longer have to "sell and fear being inspected".

"For over 20 years, I had to sit on the street and work by selling out. Now I have a clear, regulated place to sell, so I'm very supportive," said Ms. Xuyen.

According to the People's Committee of District 1, after 50 days of implementing the fee collection, more than 290 households have registered to temporarily use a part of the sidewalk. The number of people registering is increasing.

To ensure order and beauty for the central area of ​​Ho Chi Minh City, District 1 has directed the District Urban Order Management Team and the People's Committees of the wards to regularly update the actual situation, rearrange the locations in accordance with the approved plan, on that basis to develop appropriate fee collection, and achieve high efficiency in urban management.

Early replication

Ho Chi Minh City currently has three localities that have issued a list of temporary sidewalks and roads that can be used with a fee, namely District 1, District 5 and Can Gio District. According to the Department of Transport, currently 5/22 districts have granted permits and collected fees, including Districts 1, 3, 4, 10 and 12.

To speed up sidewalk fee collection, districts need to urgently issue a list of roads with sidewalks that allow two-wheeled vehicles to park without fees and review and select a number of roads with roadways and sidewalks that are eligible for use for purposes other than traffic (service business, buying and selling goods, parking vehicles, etc.).

The Chairmen of the People's Committees of districts need to direct the functional forces to inspect and handle cases of violations of order on roads and sidewalks. All collected fees are paid into the Ho Chi Minh City budget to serve the development of traffic and urban areas...

Ho Chi Minh City People's Committee also assessed that the sidewalk fee pilot is gradually adjusting and forming positive habits and actions of the people.

In the coming time, to speed up progress and ensure effective management of road and sidewalk use, the Department of Transport will coordinate with sectors and localities to implement a management software system.

At the same time, review and evaluate the practices of localities to have a basis for proposing appropriate solutions.
