The topics at the Conference are also issues that parliamentarians of many countries are very interested in.

Investor: What do you think is the significance of the contributions of young Vietnamese National Assembly deputies at this Conference?

National Assembly Deputy Bui Hoai Son: Young Vietnamese National Assembly members are very active and proactive, participating in all discussion sessions and receiving respect from parliamentarians around the world. This once again affirms the maturity of the Vietnamese National Assembly in general and our young parliamentarians in particular in bringing Vietnam's voice and initiatives to the agenda of organizations around the world. Especially for parliaments.

The rich, diverse and powerful voices of Vietnamese National Assembly Deputies have received the attention of the Conference Organizing Committee as well as young parliamentarians around the world. Hopefully, these voices and messages will spread to more parliaments around the world. From there, it will help us shape the new position of the country.

Investor: Looking back at the current situation of culture, promoting culture and cultural diversity in Vietnam, what do you think Vietnam needs to improve to catch up with global trends?

National Assembly Delegate Bui Hoai Son: Our Party and State pay great attention to the development of human culture, considering this one of the focuses in the country's development.

In 2021, General Secretary Nguyen Phu Trong, speaking at the National Cultural Conference, emphasized, “Culture is the soul of the nation, expressing the identity of the nation. As long as culture exists, the nation exists…”.

In the near future, we hope to build a national goal of reviving Vietnamese culture. This shows that we care about this important field.

However, in cultural development, there are still many challenges such as: Putting culture into the United Nations agenda on sustainable development; digital transformation... Along with that, the cultural issues that cause some headaches today mostly come from social networks, digital space...

We are talking a lot about digital society, digital economy, digital citizenship but not paying enough attention to digital culture. These challenges need solutions not only for Vietnam but also for the whole world. The role of young parliamentarians is extremely important.

I believe that full awareness, strong determination and appropriate action are needed to respond to these cultural challenges.

Investor: As you just mentioned the issue of digital culture, what difficulties and challenges do you think digital culture will face in the future?

National Assembly Deputy Bui Hoai Son: Digital culture is understood as habits, behaviors and values ​​acquired and influenced by digital space and cyberspace brought to us by new media.

With new inventions, there will be new habits, new languages ​​and new cultures. Digital culture brings some benefits such as faster access to foreign cultures, better enjoyment of international cultures…

However, the challenges are also huge, especially those coming from the future. Therefore, the main solution is to explore and learn from international experiences. From there, find ways that are suitable for the Vietnamese context.

In the past, we have had codes of conduct in cyberspace, but deviations still occur quite commonly. And certainly in the coming time, we must continue to find better ways to respond using our own experiences and international experiences to find solutions to help develop cyberspace culture and digital culture more appropriately in the coming period.

People are the key to cultural development

Investor: Speaking at the discussion session 3 "Promoting respect for cultural diversity for sustainable development", you said that the Vietnamese State has been implementing and continuously perfecting institutions and policies according to the consistent motto of "taking cultural values ​​and Vietnamese people as the foundation and important endogenous strength to ensure sustainable development". So, in your opinion, what solutions and factors are needed to develop and revive culture in a synchronous manner?

National Assembly Deputy Bui Hoai Son : Cultural development requires a lot of effort and time. To do this, many different solutions are needed.

First, it is necessary to increase awareness of the role and position of culture in the sustainable development of the country. Because culture is the spiritual foundation of society, both the goal and the driving force of socio-economic development. At the same time, it is also a regulatory system for the development of the country. If we focus on culture, it will help the process of national development become sustainable, spreading to different areas of social life.

Second, it is necessary to perfect the legal system, laws directly related to culture such as the Cinema Law, Heritage Law, Performing Arts Law, Literature Law... or indirect laws related to culture but have a great impact on the cultural sector such as: Land Law, Tax Law, Public Investment Law... There must be incentives in the cultural sector to attract attention and investment resources for culture, so that culture can spread its power to other sectors.

In addition, it is necessary to increase resources for cultural development, and cultural and artistic facilities must be of sufficient caliber. Along with that, it is necessary to invest financial resources in culture.

Human resources are the key to cultural development, because to develop culture, there must be people who understand culture in all different fields, thereby creating conditions for cultural development.

Investor: Sir, what initiatives and actions has the National Assembly taken to incorporate values ​​into the Law to promote cultural development?

National Assembly Deputy Bui Hoai Son: From the Party's direction, the National Assembly has been very active in implementing and promoting cultural development in general and cultural diversity in particular into laws and major national programs.

Recently, the Cinema Law has been amended in the direction of cultural industry, thereby bringing new breath, promoting creative values ​​in culture, creating values ​​that are not only cultural but also spread to other economic and social fields.

The National Assembly deputies also hope to contribute more actively to the development of Vietnamese culture and people to meet the requirements of sustainable national development in the coming period.
