The Minister of Education and Training has just sent an official dispatch to the Directors of the Departments of Education and Training of 17 provinces and cities, including: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa on proactively responding to the tropical depression, which is likely to strengthen into a storm.
The dispatch stated: According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the tropical depression has crossed Ludong Island (Philippines) into the eastern sea area of the northern East Sea; the strongest wind near the storm's center is level 7, gusting to level 9.
The tropical depression is forecast to move westward at a speed of 20km/h towards the Hoang Sa archipelago and is likely to strengthen into a storm; it may directly affect the sea and mainland of our country, causing strong gusts of wind and heavy rain in the Central Central and North Central regions in the coming days.
To be proactive and flexible in responding to the storm, ensuring absolute safety for students, teachers and staff in the education sector, the Minister of Education and Training requested the Directors of the Departments of Education and Training of the above provinces and cities to closely monitor the storm's developments; be on duty 24/7; regularly update information from functional agencies, rescue forces and local authorities to have timely response plans.
At the same time, units have plans to move assets, machinery, equipment, tables and chairs to safe places, ensuring no damage or breakage. Schools and educational institutions do not organize extracurricular activities in coastal areas and areas at risk of storm impact.
Schools should consider allowing students to take time off from school when necessary, especially in areas vulnerable to storms and floods; ensure that information about school schedules and student safety is fully communicated to parents.
Immediately after the storm, organize cleaning of schools, repair damage to facilities, ensure safety and hygiene before welcoming students back to school; continuously update information, summarize damage and develop a plan to report to the Provincial People's Committee for repair, and at the same time report to the Ministry of Education and Training for synthesis and reporting to the Government.
Previously, storm No. 3 (Yagi) and its circulation caused serious damage to people and property in many northern mountainous provinces and the Red River Delta. The education sector also suffered heavy losses in people and property with 67 students injured and killed; damage to facilities and teaching equipment estimated at over VND 1,260 billion; and damage to more than 41,500 sets of textbooks.
To support students affected by storms and floods to stabilize their studies soon, the Ministry of Education and Training recommends that universities, pedagogical colleges and localities pay attention to and prioritize allocating resources to exempt and reduce tuition fees and have financial support policies suitable to the circumstances of each student.
At the same time, instruct students to contact local authorities to request confirmation of cases where the family has sudden financial difficulties to apply for credit loans and support for studying.
The Ministry of Education and Training also requested the Vietnam Fatherland Front Committee to prioritize funding for the education sector when allocating donations to promptly repair and restore damaged works and purchase equipment and supplies for students.
Previously, the Ministry of Education and Training and the Vietnam Education Trade Union held a ceremony to launch the education sector to support people affected by storms and floods.
