Implementation of the state budget for 2024, state budget estimates, central budget allocation plan for 2025...

Resolutely remove " bottlenecks "

Discussing the assessment of the results of the implementation of the socio-economic development plan for 2024; the expected socio-economic development plan for 2025; National Assembly Deputy of Binh Thuan Province Bo Thi Xuan Linh highly appreciated the leadership of the Party, State, National Assembly along with the high determination of ministries, branches and localities; especially the consensus and support of all classes of people, thanks to which, 14/15 targets were achieved and exceeded the set plan. In addition, delegate Bo Thi Xuan Linh also highly appreciated the leadership and direction of the Party, State and Government during the recent storm No. 3. Particularly, Binh Thuan province, with the drastic and timely participation of the entire political system and the joint support of the people, organized visits and encouraged people in the northern provinces to quickly overcome the consequences and soon stabilize their lives.

On the other hand, through contact with voters, people expressed their agreement and support for the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025" of the Government. The movement to eliminate temporary and dilapidated houses when fully implemented in 2025 is a popular policy. At the same time, the multidimensional poverty rate nationwide has gradually decreased, now only nearly 2%, showing that the poor have benefited from policies from the State. The work of preventing and combating negative corruption from the Central to local levels has been resolutely implemented and strictly handled... However, the implementation of the socio-economic development plan for 2024 still has certain limitations. For example, the disbursement of public investment capital only reached 47.29%, lower than the same period in 2023 at 51.38%. The management of land, natural resources and environment still has many obstacles and difficulties. The shortage of medical equipment and teaching and learning equipment in schools is still facing many difficulties due to bidding problems...

To effectively implement the 2025 socio-economic development plan, delegate Bo Thi Xuan Linh proposed that the Government continue to direct ministries, branches and localities to have more drastic solutions to remove difficulties and "bottlenecks" to speed up the disbursement of investment capital. Along with that, she proposed that the Government adjust and supplement the content of the level of expenses for management, inspection and acceptance of forest protection in Circular No. 55/2023/TT-BTC dated August 15, 2023 of the Ministry of Finance regulating the management, use and settlement of career funds from the state budget to implement national target programs for the period 2021-2025... In addition, the delegate also suggested that the Government step up the direction of reforming administrative procedures in bidding. Regarding the implementation of national target programs, the Government has fundamental solutions to remove the shortage of land and site clearance work during the implementation of projects...

Continue to pay attention to law-making work

Giving opinions on the law-making work, National Assembly Deputy of Binh Thuan Province Tran Hong Nguyen highly appreciated the results achieved in the law-making work in 2024. In particular, the Government has paid attention to spending a lot of time to organize specialized meetings on law-making; legal documents were issued promptly, contributing to removing difficulties and creating favorable conditions for socio-economic development; the proposed projects were built with better quality and closely following the orientations and policies of the Central Committee and the Politburo. However, in addition to the achieved results, delegate Tran Hong Nguyen expressed his hope that in the coming time, the Government should continue to pay special attention to the work of law making. Project dossiers and drafts sent to the National Assembly Standing Committee and the National Assembly need to be on time as prescribed so that the reviewing agencies have time to conduct more in-depth research. In addition, the overlap in law making in the following year is still low; many projects are added close to the session; the number of unissued and delayed documents is higher than in 2023. Therefore, the delegate suggested that the Government should have better solutions, adapting to the spirit of new law making. On the other hand, the issuance of legal documents related to the 2024 Land Law in some localities is still slow, confusing, and entangled. The delegate recommended that the Government and the Ministry of Natural Resources and Environment provide specific instructions or transfer this content to be issued by the Central Government, which would be more appropriate.

Regarding the implementation of the 2024 Land Law, many contents previously performed by the Branch of the Land Registration Office are now transferred to the Department of Natural Resources and Environment, leading to a 30-40% increase in workload. However, the number of civil servants of the Department of Natural Resources and Environment is not yet sufficient, so through contact with voters, localities have proposed to supplement the staff of the District Department of Natural Resources and Environment and upgrade equipment to serve the work. Regarding the completion of the organizational apparatus, delegates suggested that the Government pay attention to and promote the progress of the work of arranging administrative units early in 2024, so that by 2025 the agencies can operate stably...
