Need for transparent mechanism in transferring scientific products

There needs to be a specific and transparent mechanism to promote the transfer of scientific products, thereby creating conditions for businesses to access and apply research results quickly and effectively.

"Survival" is thanks to the application of science and technology

Mr. Tran Trung Duc - Director of Viba Banana Cooperative shared that the Cooperative has 100% members in Hoa Binh, all conditions are far inferior to competitors. The only thing to "survive" is to apply science and technology. The company's first product that applies science and technology is banana vinegar.

In 2015, the use of chemicals to preserve bananas and other fruits became widespread. This made consumers very worried. Mr. Duc was in the banana business at that time, so he went to look for foreign documents to read and accidentally came across Vietnamese documents.

“We started out as a fruit supplier, so we understand the market. When we had good sales, we turned around and developed the growing area. The first variety we knew was the tissue-cultured, non-GMO pink banana variety. The product was researched and produced by the Central Institute of Vegetables and Fruits, giving high quality and consistency,” said Mr. Duc.

Ms. Tran Kim Lien - Chairman of the Board of Directors of Vietnam Seed Group (Vinaseed) said that Vinaseed has selected 3 scientific products from institutes and schools to put into the enterprise system. The plant varieties meet morphological standards, possess improved characteristics such as short-term, ensuring high productivity in the context of increasingly severe climate change.

Since 2006, Vinaseed has cooperated with public research institutes to transfer scientific and technological products into production. According to Ms. Lien, these varieties account for about 50% of the company's revenue structure.

Mr. Tran Manh Bao - Chairman of the Board of Directors of ThaibinhSeed Group shared that cooperation between enterprises and institutes is necessary for sustainable and effective development. For example, developing rice blast resistant varieties internationally can cost up to 3 million USD, but when ThaibinhSeed cooperated with the Institute of Food Crops and Food Plants, we successfully produced quality varieties.

According to Dr. Nguyen Duc Hung - Director of Toan Cau Food Import Export Company Limited, businesses and people have many ideas and products on the market, but in reality, production enterprises have not met the demand and scientists have not accessed information sources.

The company has connected with research institutes and universities to carry out projects, including the project on removing bitterness in orange juice and clear banana juice. The research is expected to help fruit juice not separate and have a longer shelf life at room temperature, suitable for people's consumption needs.

Need to make science and technology projects transparent

Prof. Dr. Nguyen Hong Son - Director of the Vietnam Academy of Agricultural Sciences said that the Institute is currently strengthening the process of connecting markets and transferring to farmers. Previously, this work depended on socio-economic development programs and projects. Recently, the Institute has directly linked with businesses. Conversely, businesses can also register with the Institute.

According to Prof. Dr. Nguyen Hong Son, the Institute also has many forms of innovation, hoping that businesses will participate, such as businesses investing in cooperation from the beginning, so that researchers can create products that meet the needs of businesses. Currently, there are 18/106 varieties following this model. There are 8 varieties invested from the beginning. 10 varieties are invested while being researched.

Dr. Nguyen Cong Tiep - Deputy Director of Vietnam Academy of Agriculture said that the Academy advocates researching topics that meet practical needs. Cooperation, businesses, manufacturers, etc. should place orders with the Academy so that we can apply research into applications, thereby increasing the value of agricultural products.

To promote cooperation between enterprises and stakeholders in the rice value chain, Mr. Bao proposed that there should be a clear mechanism for transferring scientific products from the State to enterprises. There should be a specific and transparent mechanism to promote this transfer process, thereby creating conditions for enterprises to access and apply research results quickly and effectively.

In addition, the current financial mechanism still has many shortcomings, making it difficult for businesses to invest in research and application of new technologies. Mr. Bao suggested that there should be reforms and adjustments to the financial mechanism to support businesses to access capital more easily.

Finally, one of the key factors for the development of science and technology is the transfer of products from research to production practice. Facilitating training programs and technology transfer will help improve the professional qualifications of workers and increase the ability to apply research results to production practice.

Sharing about this issue, Dr. Nguyen Duc Hung said that in reality, people and businesses are not interested in the research results in general because the benefits of people and businesses are not high. It is necessary to make transparent the assessment of the standard system, so that when products are put on the market, it can help businesses increase the value of their products and people can enjoy the right quality.

“Enterprises expect the private sector to have specific information about the project, from which they can seek investment opportunities. We want to go the long way, continuing to accompany the sustainable development of Vietnam’s agriculture,” said Ms. Tran Kim Lien.

Accordingly, she recommended that the Ministry of Agriculture and Rural Development select ideas from institutes and schools. Based on science and technology, identify specific investment portfolios, thereby creating conditions for small and medium enterprises to participate in the value chain.

Minister of Agriculture and Rural Development Le Minh Hoan agreed with Vinaseed's proposal and said that it is necessary to make the Ministry's science and technology projects transparent to create conditions for businesses to participate more deeply.
