The objective of the Project is to overcome the shortcomings and inadequacies of the current bus network; improve service quality and develop the capital's bus network to be increasingly reasonable, efficient and environmentally friendly; increase the transport capacity of the capital's public passenger transport system by bus to gradually reduce personal vehicles, traffic congestion and environmental pollution.
The project aims to have 70-90% of buses using clean energy by 2030 and 100% by 2035.
Currently, the city has 154 bus routes, reaching 30/30 districts, towns, reaching 100%; 513/579 communes, wards, towns, reaching 88.6%; connecting with 8 neighboring provinces and cities.
Hanoi is also implementing many policies to encourage people to use buses, such as free tickets for the elderly and poor households with more than 721,000 free cards issued. The ticket system is increasingly diverse and modern, with single tickets, priority monthly tickets, inter-route tickets and pilot electronic tickets on 25 bus routes.
The project comprehensively evaluates 7 groups of contents, including: route network, infrastructure, vehicles, ticket system, service quality, subsidy policy and public passenger transport indicators, and proposes groups of solutions on network reorganization, investment in clean energy vehicles, organization of priority lanes for buses, development of a set of standards for service quality assessment and implementation of interoperable electronic tickets throughout the system.
The city also sets out long-term planning directions in the field of urban transport such as: building 14 new urban railway lines by 2050, developing Noi Bai international airport and researching the construction of a second airport in the Ung Hoa - Phu Xuyen area, expanding the bus station system...
The City People's Committee assigned the Department of Construction to take the lead in implementing the Project in accordance with the schedule and proposed solutions, ensuring practicality, investment efficiency and avoiding waste. Relevant departments, branches and local authorities are required to closely coordinate during the implementation process.
