New mechanisms and policies are needed to promote innovative startups.

DNO - On the afternoon of February 13, the Ministry of Science and Technology (MOST) coordinated with the City People's Committee to organize a workshop to collect opinions on the draft decree regulating a number of contents on innovation and creative startups. In his opening speech, Deputy Minister of Science and Technology Hoang Minh said that Da Nang has recently been a bright spot and center of innovation in the country.

Recently, in the report "Global Startup Ecosystem Index 2024", the global economic innovation research platform StartupBlink ranked Da Nang in the top 1,000 cities with the highest startup ecosystem index globally at 896th place and 22nd place in Southeast Asia.

This is the first time Da Nang has been listed in the report and affirms its position alongside Ho Chi Minh City and Hanoi in attracting startup projects.

With the above role and position, Da Nang has the responsibility to accompany and promote the development of regional and national innovative startups.

The role of science and technology in the coming time is extremely important and the entire political system is making efforts to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 03/NQ-CP dated January 9, 2025 on the Government's Action Program to implement Resolution No. 57-NQ/TW.

In recent times, science and technology policies in Vietnam in general and Da Nang in particular have mainly focused on scientific research, but support and application in production and business have not been much.

Therefore, to achieve the target of double-digit growth in gross regional domestic product (GRDP), the application of science and technology in production and business needs to be promoted. It can be said that startups are not only support for small and medium enterprises, but also need specific and specific support mechanisms. Therefore, the workshop will seek opinions to clarify what new mechanisms and policies are needed to promote innovative startups.

In her opening speech, Vice Chairwoman of the City People's Committee Nguyen Thi Anh Thi said that over the years, Da Nang has continuously made efforts and pioneered in building mechanisms and policies to develop an innovative startup ecosystem with the formation and continuous development of support organizations, incubators, venture capital funds, angel investors and the innovative startup business community.

In particular, the city has proposed specific and outstanding policy mechanisms in the fields of science, technology and innovation in Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

Including policies on science and technology development and innovative startups such as: personal income tax exemption policy, corporate income tax exemption for innovative startups, transfer of shares and capital contributions to innovative startups;

Policies to support the development of innovative start-up projects; policies for controlled testing of new technological solutions; policies regulating investment, management, exploitation and handling of scientific and technological infrastructure assets serving innovative start-ups...

These policies have been specified in resolutions of the City People's Council and are being implemented, initially resolving and removing difficulties and obstacles in supporting innovative startups.

The city hopes that in the coming time, mechanisms and policies on science and technology will have strong breakthroughs, truly unleash and promote creativity and investment resources of society to bring scientific achievements and technological solutions into life, creating a strong driving force for socio-economic development.

On the side of Da Nang city, we will always pay attention to building, perfecting and effectively implementing mechanisms and policies for developing innovation and creative startups.

Contribute to promoting the national innovation and startup ecosystem to develop more and more and be ready to pilot new policies and new solutions on science, technology, and innovation, as a basis for complete evaluation before deploying nationwide.

The report at the workshop said that the draft decree regulating a number of contents on innovation and creative startups was developed by the Ministry of Science and Technology and widely consulted for a period of 2 months (from January 24 to March 24, 2025).

The Decree consists of 6 chapters and 33 articles, focusing on the following contents: standardizing terminology, unifying content related to innovation and creative startups; classifying and identifying subjects; recognizing subjects of innovation and creative startups; promoting innovation and creative startups.
