On the afternoon of February 13, the Provincial Party Standing Committee held a Provincial Party Committee Conference to review and decide on a number of contents under the chairmanship of comrades: Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Ta Anh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

 

Attending the conference were leaders of the Local Department 2 of the Central Organizing Committee; comrades in the Provincial Party Standing Committee; representatives of the leaders of the Provincial Party Committee's Party Committees; representatives of the Provincial People's Council Party Delegation, the Provincial People's Committee Party Executive Committee, the Provincial National Assembly Delegation and related departments, branches, sectors and units.

At the conference, delegates reviewed and commented on the draft program of the Provincial Party Committee on streamlining the political system's apparatus and making it operate effectively and efficiently; the Provincial Party Committee's Project on merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. Accordingly, the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department will merge into the Propaganda and Mass Mobilization Department, with 5 departments and 39 staff (reducing 2 departments); using the existing office and facilities, equipment, and working means of the Propaganda Department and the Mass Mobilization Department.

The conference also reviewed and commented on the Provincial Party Committee's Project on establishing two Party Committees directly under the Provincial Party Committee, including: the Provincial Party Committee of Party agencies and the Provincial People's Committee. Of which, the Provincial Party Committee of Party agencies has 4 specialized agencies to advise and assist; the working headquarters uses the current working headquarters of the Provincial Party Committee of Agencies and Enterprises; there are 24 Party Committees with a total of 542 Party members. The Provincial People's Committee Party Committee has 4 specialized agencies to advise and assist; the working headquarters is located at the Provincial People's Committee; there are 42 Party Committees with a total of 3,106 Party members.

 

Next, the conference reviewed and ranked the quality of the Provincial Party Committee in 2024; adjusted a number of socio-economic targets for the 2025 plan according to Resolution 54/NQ-HDND dated December 6, 2024 of the Provincial People's Council. Accordingly, on December 6, 2024, the Provincial People's Council issued Resolution 42/NQ-HDND on the 2025 Socio-economic Development Plan, which set the province's GRDP growth rate at 7%. On February 5, 2025, the Government issued Resolution 25/NQ-CP on growth targets for sectors, fields and localities to ensure the national growth target in 2025 reaches 8% or more; assigned the GRDP growth target of Phu Yen province in 2025 to be 8% and requested the Provincial People's Committee to report to the Provincial People's Council in February to adjust the province's GRDP growth target.

In her concluding remarks at the conference, Comrade Cao Thi Hoa An requested heads of departments, branches, sectors and localities to continue to promote their roles, responsibilities, solidarity and consensus to perform their tasks well. Regarding the reorganization of the provincial political system, units must announce decisions related to the reorganization before February 21; promptly reorganize the apparatus of agencies and units according to the project schedule, and soon put into stable operation. During the reorganization process, it is necessary to pay close attention to the thoughts and aspirations of cadres; ensure the implementation of cadre policies and regimes according to regulations; arrange good cadres with heart, vision and dedication to the people.

Regarding the growth target of 8%, the Standing Deputy Secretary of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to urgently advise on the Action Program to implement Conclusion 123-KL/TW, dated January 24, 2025 of the Central Party Committee on the Supplementary Project on Socio-Economic Development in 2025 with the growth target of 8% or more, in which directing the development of specific scenarios and plans, clearly assigning people and tasks and monitoring and supervising the implementation results, to strive for the highest results; at the same time, paying attention to budget collection, focusing on disbursing public investment projects associated with promoting the implementation of off-budget projects.

Comrade Cao Thi Hoa An also suggested that all levels and sectors consider science and technology development and digital transformation as the driving force for growth in the new period, thereby proposing very specific tasks, solutions and steps. Party committees at all levels need to focus on directing party congresses at all levels on schedule; pay attention to guiding newly established party committees to prepare and organize congresses to ensure quality and compliance with regulations.
