On the afternoon of February 13, in Hanoi, the Working Group implementing the Project on developing applications of population data, identification and electronic authentication to serve the national digital transformation in the period of 2022 - 2025, with a vision to 2030 of the Government (Project 06) held an online meeting to implement Project 06 in February 2025. General Luong Tam Quang, Politburo member, Minister of Public Security, Head of the Working Group implementing Project 06 chaired.

After 3 years of implementation, with the great efforts and determination of the entire political system, Project 06 continued to achieve many great and important steps forward, focusing on solving 5 bottlenecks, contributing to Vietnam increasing 15 ranks and being ranked by the United Nations in the group of countries with very high e-Government index. To date, ministries and branches have provided 54/76 essential public services according to Decision No. 206/QD-TTg dated February 28, 2024, of which 43 administrative procedures have been provided in full.

The national public service portal received more than 30.6 million online records and more than 17 million online payment transactions worth more than VND 10 trillion. The rate of online records of ministries and branches reached 59.57% of the total number of administrative procedure records (TTHC), an increase of 29.17% over the same period in 2023), while localities reached 56% of the total number of TTHC records. 63/63 provinces and centrally run cities have completed upgrading the information system for handling administrative procedures, serving connection with the public service software.

To date, 520,887 birth registration applications have been received, an increase of 154,168 applications compared to December 2024, and 132,541 death registration applications (an increase of 35,146 applications). Ministries and branches continue to promote the application of the Population Database, Citizen Identification Card (CCCD), electronic identification and authentication to serve socio-economic development in all fields. The banking sector has had 56.8 million individual customer profiles cross-checked with biometric information with chip-embedded CCCD and via the VNeID application, an increase of more than 10 million profiles compared to October 2024. 21 credit institutions and 13 payment intermediaries are implementing the opening of payment accounts; authenticating payment transactions; cross-checking and authenticating customer information using the VNeID application.

In the healthcare sector, the Ministry of Public Security has supported digital transformation at Bach Mai Hospital. Hospital Cho Ray becomes a model, reaching international standards; supporting the Ministry of Health to build a medical data coordination system to create a Vietnamese health data warehouse and a data link between hospitals. Vietnam Electricity Group cooperates with the Ministry of Public Security to clean up 1,784,410 citizen data whose permanent/temporary residence registration does not match the place of electricity contract registration. 63 provinces and cities have made non-cash payments to social security beneficiaries; the total number of beneficiaries paid through accounts is 2,769,211 people, an increase of more than 100,000 people compared to December 2024; the total amount of funds paid is over VND 24,375 billion, an increase of over VND 3,000 billion; About 78% of people receive pensions and social insurance benefits with an amount of over 41,000 billion VND through their accounts, saving about 51 billion VND in travel expenses for people. Reduce the time for civil servants to make payments in the area, ensure publicity, transparency and combat negative issues in payment work. Collect taxes from organizations and individuals with e-commerce business activities with an amount of 116 trillion VND, of which 8,687 billion VND is tax from 120 foreign suppliers. The Ministry of Finance reviewed and handled violations of more than 22,000 business establishments with e-commerce activities and collected more than 2,917.9 billion VND for the state budget.

To date, the Ministry of Public Security has issued over 87.9 million chip-embedded CCCD cards; received over 80.1 million electronic identification records, an increase of over 300,000 records compared to December 2024; activated over 60 million accounts, an increase of about 200,000 accounts compared to December 2024; the activation rate over the total number of received records reached 73.03%. From July 1, 2024 to present, the whole country has issued 14.03 million ID cards to citizens, an increase of over 2 million cards compared to December 2024, of which 4.05 million cases were issued to under 6 years old; 9.9 million cases were issued to over 6 years old.

The conference listened to presentations from localities, relevant ministries and branches on experience in implementing items in Project 06, reforming administrative procedures, preparing infrastructure, human resources, etc. At the same time, it agreed on key contents and tasks in the first quarter of 2025, assigning responsibilities to each individual of ministries, branches and localities.

Concluding the meeting, Minister of Public Security Luong Tam Quang acknowledged and highly appreciated the determination in leadership and drastic direction of ministries, branches and localities in the past time. To continue to effectively implement Project 06 in the coming time, the Minister requested ministries, branches and localities to completely resolve 38 tasks that have been behind schedule in the past time and focus on implementing 5 key tasks. Ministries and branches in the orientation of restructuring, arranging and merging the organizational apparatus should proactively study the plan to merge and upgrade the Information Systems to handle TTHC of their ministries and branches, ensuring information security and safety and connecting with the National Population Database, the National Public Service Portal, national databases, specialized databases, ensuring inheritance of implemented results, not interrupting management, monitoring, receiving, and resolving TTHC for people and businesses.

For the tasks in 2025, with 136 tasks, it is necessary to specify the responsibilities of ministries, branches and localities to effectively carry out the tasks to ensure "Clear people, clear work, clear time, clear responsibility, clear results". Review and adjust internal processes to meet the provisions of the Law on Electronic Transactions, implement flexible, creative and effective measures and solutions to allow the use of electronic documents integrated on electronic identification accounts to replace paper documents when performing administrative procedures; soon have a plan to reduce the components of the dossier when the data has been digitized.
