Comrade Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the 40th meeting of the Provincial People's Committee, term 2021 - 2026.
Attending the event were Vice Chairmen of the Provincial People's Committee; representatives of the Provincial People's Council, Committees of the Provincial People's Council; Standing Committee of the Provincial Fatherland Front Committee and leaders of provincial departments and branches.
The report on the socio-economic situation in January and key tasks in February 2025 of the Provincial People's Committee shows that: Right from the first days and months of the year, all levels, sectors, localities, and business communities of the province have implemented plans and organized production with an urgent and enthusiastic atmosphere, demonstrating determination to successfully implement the goals and tasks of 2025, creating a solid foundation to achieve double-digit growth rates in the following years.
Results of implementing some specific targets such as: Industrial production index (IIP) is estimated to increase by 3.11% over the same period; total retail sales of goods and consumer service revenue is estimated at VND 8,026 billion, up 31.88% over the same period; export value is estimated at USD 2.856 billion, reaching 9.5% of the annual plan; agricultural production remains stable; budget revenue is estimated at VND 1,935 billion, reaching 126.9% over the same period; disbursement of public investment capital by January 22, 2025 is over VND 419 billion, reaching 7.5% of the capital plan assigned by the Prime Minister, reaching 6.3% of the capital plan assigned by localities.
Comrade Nguyen Thanh Binh, Vice Chairman of the Provincial People's Committee, gave his opinion at the meeting.
In January, the province granted new business registration certificates to 107 enterprises with a registered capital of VND845 billion; granted investment registration certificates to projects with a capital of VND4,139 billion; adjusted capital increase for 3 projects with an increased capital of VND1,657 billion. The province had 2 newly licensed FDI projects with a total registered capital of 10.8 million USD, 1 project with increased capital of 1.5 million USD. Implementing the Thai Nguyen Provincial Planning for the period 2021 - 2030, with a vision to 2050, the province has planned 11 industrial parks and 1 concentrated information technology park with a total area of 4,245 hectares.
In the first month of the year, the Provincial Party Committee and the Provincial People's Committee directed sectors and localities to prepare well the conditions for visiting and giving gifts to policy beneficiaries and the poor and organizing for all people to celebrate the Lunar New Year happily, healthily, economically and safely. The epidemic and disease situation has not had any unusual developments; food safety and hygiene are ensured. Activities in the field of information and communication have been maintained and enhanced, contributing to creating consensus in society and stabilizing people's lives in the area. The Department of Home Affairs has advised the Provincial People's Committee on the Project to arrange and streamline the apparatus of agencies, organizations and units of the Thai Nguyen provincial government according to Resolution No. 18-NQ/TW.
Comrade Dang Xuan Truong, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the meeting.
At the meeting, the Director of the Department of Home Affairs presented the Proposal and draft Resolution on reorganizing the apparatus of specialized agencies under the Provincial People's Committee; the Proposal and draft Resolution on adjusting the allocation of administrative civil servant and career staff in 2025 of Thai Nguyen; the Proposal and draft Resolution approving the Project to establish Ba Xuyen ward and Tan Quang ward, Song Cong city.
Leaders of departments and branches gave opinions at the meeting.
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Huy Dung welcomed and commended the departments and branches for their efforts to bring about specific results, contributing to taking care of people's lives, especially during the Lunar New Year. He noted that the leaders of the departments and branches maintain the province's ranking in the Top 10 of provinces and cities nationwide in the assigned fields, gradually improving the international ranking. In the irreversible trend of innovation, creativity, digital transformation and implementing the direction of General Secretary To Lam in Resolution No. 57 on breakthroughs in science and technology development, innovation, digital transformation in all areas of social life, each department and branch must advise the province to implement a specific product model, bringing high productivity, quality and efficiency; if there are any difficulties or problems during the implementation process, report to the Provincial People's Committee for timely support and resolution.
Urging the implementation of 29 groups of tasks and 470 specific tasks, the Chairman of the Provincial People's Committee requested departments and branches to uphold their responsibilities, ensure the quality and progress of assigned work. At the same time, make efforts to implement long-term contents and tasks, contributing to creating new growth drivers in addition to traditional growth drivers. Regarding transportation projects: Propose that the Ministry of Transport submit to the Government for early permission to invest in expanding and upgrading the Hanoi - Thai Nguyen expressway; invest in building the Tuyen Quang - Thai Nguyen - Lang Son route to reduce the load on National Highway 1B; organize the opening of the Hanoi - Thai Nguyen railway; deploy the second phase of the regional connecting route; Completing the road surrounding Nui Coc Lake... For other projects, urging and implementing procedures to deploy a concentrated IT Park, attracting investment in data centers in Thai Nguyen, building a Thai Nguyen booth on e-commerce sites, implementing carbon certification and green growth; responding to the General Secretary's call for popularizing AI and popularizing digital technology; sustainably developing human resources with 5 core criteria; promoting the development of culinary tourism and night-time economy in Thai Nguyen; developing industrial automation and low-altitude space economy...
Regarding the implementation of the organization arrangement and streamlining, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee directed departments and branches to review documents and work contents to ensure that after the merger, the new unit will be able to operate immediately, each task has a focal point to take charge of implementation so as not to leave any legal gaps after the merger.
Regarding some specific contents discussed at the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Planning and Investment and the Department of Home Affairs to receive the delegates' opinions, complete the document content, report to the Vice Chairmen of the Provincial People's Committee in charge, and consider reporting to the Provincial Party Committee according to regulations.
