University Admissions 2025: IELTS 4.0 has been converted

This year's admission season, at some universities, with an IELTS certificate of 4.0 or higher, candidates will be converted into English subject scores. The majority of the remaining schools accept certificates of 5.0 or higher.

According to the university admission regulations recently issued by the Ministry of Education and Training, schools are allowed to convert foreign language certificates into scores for this subject to include in the admission combination, but the weighting must not exceed 50%.

In addition, the Ministry stipulates that the incentive points and bonus points for candidates with foreign language certificates must not exceed 10% of the maximum score on the scale (for example, a maximum of 3 points on a scale of 30).

At the same time, schools must ensure that no candidate has an admission score (including bonus points and regional and subject priority points) exceeding the maximum. Thus, if a candidate scores 30 points according to the admission combination, having a foreign language certificate is almost meaningless.

Previously, according to the announcement on the 2025 regular university admission plan of Hanoi University of Culture, in the bonus points (bonus points, incentive points) section of the two admission methods based on the 2025 high school graduation exam scores and admission based on high school transcripts, the school stated that "in addition to the priority points according to the regulations of the Ministry of Education and Training, Hanoi University of Culture adds 3 (three) points calculated on a 30-point scale for candidates with one of the types of English certificates".

Many people think that IELTS 4.0 is a low score but is awarded 3 points at Hanoi University of Culture. However, experts say that determining the appropriate recommended score is a complicated issue, requiring consideration of many factors.

The incentive of up to 3 points for candidates should be carefully considered as it can make a significant difference in admission results.

In addition, this also greatly affects the basic principles in admission such as fairness to candidates, equality between training institutions and transparency to society.
