Korean localities continue to be important partners of Hanoi

The delegation also met with the Governor of Gyeonggi Province and signed a memorandum of understanding on establishing friendly and cooperative relations between the Hanoi People's Committee and the Gyeonggi Provincial Government, met with the Mayor of Seoul, Chairman of the Seoul City Council, and met and contacted a number of large Korean enterprises.

At the meeting, Chairman of the National Assembly of the Republic of Korea Woo Won Shik welcomed the delegation of Hanoi city led by Chairman of the Hanoi People's Committee Tran Sy Thanh to visit and work in Korea. Mr. Woo Won Shik emphasized that after more than 30 years of development, the cooperative relationship between Vietnam and Korea has developed remarkably, effectively and substantially in many fields. 2022 marked a new page in the cooperative relationship with the two sides issuing a Joint Statement on upgrading the Vietnam - Korea relationship to a Comprehensive Strategic Partnership. Exchanges and delegations at all levels between the two sides have taken place very regularly and enthusiastically, including the visit of Vietnamese Prime Minister Pham Minh Chinh to Korea in July 2024.

Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that Korea is currently Vietnam's leading important partner in many fields, ranking first in direct investment in Vietnam, second in official development assistance (ODA) and third in trade. Korea is also Vietnam's second largest tourist market, with an average of more than 1,000 direct flights between Vietnam and Korea each month. Hanoi always pays attention to and gives high priority to developing friendly relations and mutually beneficial cooperation with localities and partners of Korea.

For Hanoi, Korea is one of the traditional and important partners, with many outstanding cooperation results in the fields of economy, trade, tourism, culture, education, environment, and people-to-people exchange. Mr. Tran Sy Thanh affirmed that Hanoi will always pay attention and create favorable conditions for Korean enterprises and Korean citizens to do business, live and work in the area; at the same time, promote cultural exchange, tourism cooperation, local and people-to-people exchange between the two countries, thereby enhancing understanding and creating a foundation for sustainable development of relations between Vietnam and Korea.

At the meeting with leaders of Gyeonggi Province, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized that the purpose of the delegation's visit to Korea this time is to promote practical cooperation between Hanoi and partners who are localities, organizations and enterprises of Korea, including Gyeonggi Province, the leading locality in economic development of Korea. Gyeonggi is the largest provincial unit of Korea with a population accounting for 27% of the country's population. In recent years, Gyeonggi has achieved great achievements in economic development in all sectors of heavy and light industry, electronics, chemicals, tourism and agriculture. Large Korean corporations have had many successful investment projects in industrial and high-tech zones such as Pangyo Techno Valley, Songdo International Planning Zone, Samsung Semiconductor Industrial Complex and Paju LCD Industrial Complex.

Chairman of the Hanoi People's Committee Tran Sy Thanh asked the leaders of Gyeonggi Province to pay attention to supporting the cooperation between the Hoa Lac Hi-Tech Park Management Board of Hanoi and the Gyeonggi Province Housing and Urban Development Corporation based on the experience of successfully building and exploiting high-tech parks in the province.

At the meeting, the two sides signed a Memorandum of Understanding on establishing friendly and cooperative relations between the Hanoi People's Committee and the Gyeonggi Provincial Government. The Memorandum of Understanding includes 9 contents, emphasizing the enhancement of cooperation in many fields including economy, trade, smart city, urban development, arts and culture, preservation and promotion of heritage values, sports exchanges, response to climate change and energy issues, public health and pharmaceuticals, education and people-to-people exchanges for local socio-economic development.

Also during the working program in Korea, on October 22, the high-ranking delegation of Hanoi city met with Mayor of Seoul city Oh Se Hoon and Ms. Choi Ho Jung, Chairman of the Seoul City Council.

Speaking at the meetings, Seoul city leaders highly appreciated the good friendship and cooperation between Hanoi and Seoul. The two sides maintain close cooperation activities at both high and grassroots levels, maintain information exchange mechanisms, and share experiences in construction and development.

At present, the Mayor of Seoul suggested that the two cities pay attention to cooperation in the fields of smart cities, digital transformation and urban planning, especially considering the possibility of continuing cooperation in construction and implementation of planning on both banks of the Red River and other specific projects. The Mayor of Seoul wishes to share with Hanoi experiences in urban construction and management.

During the meeting with the Chairman of the Seoul City Council, Ms. Choi Ho Jung highly appreciated the development of Hanoi city in recent times, hoping that the two sides would promote the effective implementation of the memorandum of understanding on cooperation between the Hanoi People's Council and the Seoul City Council signed in December 2023. The two sides agreed to study and organize meaningful and practical activities to celebrate the 30th anniversary of the establishment of Hanoi - Seoul relations in 2026.

Previously, on the afternoon of October 21, the Hanoi City Delegation attended the Hanoi - Korea Investment and Trade Promotion Conference 2024 and had meetings and contacts with a number of leading Korean enterprises.
