To say “Party’s will and people’s heart” is to talk about two fundamental, profound, key and also the most direct factors that decide every revolutionary process. The role of the Party – the Party’s leadership and the people – being of one mind are the most important factors.
The past 95 years have proven that "the Party's will and the people's heart" blend and unify to create invincible strength, leading our country from one victory to another.
"Party's will, people's heart" - from Uncle Ho's teachings
Throughout the history of building and defending the nation, our ancestors have always placed the building and promotion of "people's hearts" in the top position and there have been many ideas and solutions to nurture people's strength, typically "leniency and relaxation for the people", "humanity is based on peace for the people"... That is the basis and premise to create "deep roots, strong roots" for the nation and people to survive.
That great tradition is the source of continuity for our nation to overcome countless rapids, to create brilliant civil and military miracles that will shine in history. This is the truth that President Ho Chi Minh summarized in a very simple way: “In the sky, nothing is more precious than the people.
In the world, nothing is stronger than the united force of the people... In society, there is nothing better or more glorious than serving the interests of the people" (1); "Revolution is the common work of the entire people, not the work of one or two people" (2); "all strength depends on the people" (3)...; but the people need to be tightly organized, placed under the leadership of a Party with the foundation of Marxism-Leninism, that is the Communist Party of Vietnam - the vanguard of the working class, the working people and the entire Vietnamese nation.
He affirmed: “The people are the root of a country… Only when the root is strong can a tree last” (4); “Our country is a democratic country. All benefits are for the people. All powers belong to the people…, the government from the commune to the central government is elected by the people. In short, power and strength are in the people” (5).
It can be affirmed that President Ho Chi Minh is the clearest and most typical expression of the convergence between "Party's will" and "people's heart". He left behind the "key" to realizing the national aspiration and the Party's goal, which is the flag of national independence and socialism, "everything succeeds by unity", and "building the tower of victory on the people's foundation."
"Party's will, people's heart" - strength and historical lessons
Since its inception, the Communist Party of Vietnam has led our people in a long and arduous revolutionary struggle, overcoming countless difficulties and challenges and achieving great victories. These victories were achieved due to many reasons.
Among them, the two most important factors, the source, the key and also the most direct factors that decide all victories of the revolution, are "Party's will" and "people's heart."
"Party will" is the wise and talented leadership of our Party, headed by President Ho Chi Minh; crystallized in the Party's viewpoints, guidelines and resolutions.
"People's heart" is the spirit of patriotism, national solidarity, determination to devote human and material resources to serving the revolutionary cause led by the Communist Party of Vietnam.
In any circumstances, our people are always loyal to the Party, follow the Party's path, support, protect and shelter the Party to fulfill its mission before the people.
The Vietnamese revolutionary practice over the past 95 years has proven that "the Party's will and the people's heart" always blend and unite to create an invincible strength to defeat all enemies.
“The Party’s will and the people’s heart” created the strength for the Vietnamese people to achieve resounding victories: the earth-shattering August Revolution of 1945, overthrowing the colonial-feudal regime, taking power into the hands of the people, establishing the Democratic Republic of Vietnam - a state of the people, by the people, for the people; going through 30 years of protracted resistance war full of hardship and sacrifice, defeating two great empires, France and the US, unifying the country (1945-1975), bringing the whole country to socialism; carrying out the national renewal process, achieving great achievements of historical significance.
After 40 years of implementing the renovation process, Vietnam has risen to become a symbol of peace, stability, hospitality, and a destination for international investors and tourists. From a poor, backward, besieged, and embargoed country, Vietnam has become a developing, middle-income country, deeply and widely integrated into the global economy.
The size of the economy in 2023 will increase 96 times compared to 1986. Vietnam is among the 40 countries with the largest economies in the world. Vietnam's position and prestige in the international arena have been enhanced. Vietnam has established diplomatic relations with 194 countries and territories across five continents; built strategic cooperative partnerships and comprehensive strategic partnerships with all major powers in the world.
Taking the happiness and prosperity of the people as the goal to strive for, Vietnam is considered by the United Nations and international friends as a success story, a bright spot in hunger eradication and poverty reduction, and constantly improving material life.
Joining forces to bring the country into a new era
Over the 95 years of its establishment and leadership of the country, our Party has gone through 13 congresses and at each Congress, "the Party's will and the people's heart" have converged and been raised to a new level; in which the core ideology is: a strong Party, a strong nation, and a prosperous and happy people.
The 13th Party Congress documents draw a lesson: “In all work of the Party and State, we must always thoroughly grasp the viewpoint that “people are the root”, truly trust, respect and promote the people's right to mastery, persistently implement the motto “People know, people discuss, people do, people inspect, people supervise, people benefit.”
The people are the center and subject of the cause of innovation, construction and protection of the Fatherland; all policies and strategies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for.
The XIII Congress documents also affirmed the consistent spirit: the correct leadership of the Party is the leading factor that determines all victories of the Vietnamese revolution; the people are the center and the subject of the cause of innovation, construction, development of the country and protection of the Fatherland; "The Party takes the satisfaction and trust of the people as an important criterion to evaluate the quality of the organizational apparatus and cadres and Party members"; "the people's trust is the measure of the Party's strength."
With the Party's wise leadership, the people's trust is consolidated as a solid foundation to build, protect and develop a prosperous and happy country.
General Secretary To Lam emphasized: the Party's will and the people's heart are united to enter a new era, an era of national growth.
The new era begins at the 14th National Party Congress. From now on, all Vietnamese people, hundreds of millions of people as one, under the leadership of the Party, will unite, join forces, make the most of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive and strong development, breakthroughs and take off.
“Party will, people's heart” are not only milestones on the glorious journey of the Party, but also important milestones of the country and the nation through each revolutionary stage led by the Party.
“Party will, people's heart” has been, is and will forever be the endless resource and strength to help our country develop quickly, strongly and sustainably, soon “standing shoulder to shoulder with the world powers” as beloved Uncle Ho always wished.
The entire Vietnamese people are entering the first days of the new year of At Ty, in the bustling atmosphere of the earth and sky, of Spring, of young buds and green shoots, people are joyful and ready to enter a new era with the aspiration to build a strong and prosperous country./.
