However, the material and spiritual life of the ethnic people in the land at the foot of Tan mountain has now been significantly improved thanks to the "new rural breeze".

New day in the villages

The spacious, beautiful road winding along the peaceful Da River leads us to Minh Quang commune. Both sides of the road are solidly built, clean and beautiful, with flags and flowers blooming brightly under the spring sunshine. I still remember many years ago, to reach the locality at the foot of Tan mountain, it took us nearly 2 hours by motorbike. The old road is still the same, but now it only takes more than 1 hour to reach the center of Minh Quang commune.

Mr. Pham Van Binh (Lat village) shared that in the past, the road to the village was mainly a dirt road; whenever it rained, it was muddy. Some underground sections were even flooded. Traveling was difficult, so few people came to Minh Quang commune. But that is only a story of yesterday. Since the new rural construction program was implemented, the traffic system in Minh Quang commune has been upgraded and upgraded by the State to become more and more synchronized.

“Not only helping people escape the dusty sun and muddy rain, the new rural roads also create favorable conditions for people to move to neighboring communes to trade and develop the economy…” - Dam San Village Chief Nguyen Manh Tuan excitedly said.

Besides the highlight of traffic infrastructure with 100% of the roads being paved, coming to Minh Quang commune today, many children living far away from home may be surprised by the comprehensive changes in their homeland. The land at the foot of Tan mountain today seems to be bright.

Up to now, 100% of rural roads in 15 villages of Minh Quang commune have lighting systems; they are decorated with murals, flowers and trees. Educational facilities, cultural and medical institutions have been invested in and built to national standards, contributing to improving the quality of life for ethnic minorities.

The commune has no more poor households.

Located far from the center of the capital and Ba Vi district, Minh Quang commune has extremely difficult economic conditions. Many years ago, the people here, more than 40% of whom were Muong ethnic people, only knew how to rely on traditional agricultural cultivation. Income was limited. The poverty rate was high, at one point there was 1 poor household for every 10 families.

The commune has more than 40% of the population being Muong ethnic people. Therefore, the preservation and promotion of traditional cultural values are always prioritized by local authorities. Cultural activities and festivals associated with Muong culture are regularly organized to help unite the community. The combination of Muong culture and economic development helps Minh Quang commune have its own identity in building new rural areas.

Deputy Secretary of Minh Quang Commune Party Committee Pham Van Minh

Vice Chairman of Minh Quang Commune People's Committee Nguyen Manh Thuoc said that in recent years, with the synchronous investment in rural infrastructure construction and upgrading and support policies from Hanoi, ethnic people have boldly participated in developing new economic models.

Currently, in the villages of Minh Quang commune, there are economic models that bring high efficiency. For example, in Minh Hong village, people are currently strongly developing the craft of making dong vermicelli. The dong vermicelli products of Minh Hong Agricultural Cooperative have been recognized by the Hanoi People's Committee as meeting 4-star OCOP standards, trusted and chosen by consumers in the capital and the whole country.

In Xuan Tho village, Ms. Nguyen Thi Hoa is also developing a safe vegetable growing model following VietGAP quite well. “Previously, we only grew potatoes and cassava, and the income was just enough to eat. In the past two years, the commune has encouraged us to switch to growing vegetables, supporting both capital and techniques. The results have been quite good, so we have some income and some money going out…” - Ms. Nguyen Thi Hoa shared.

Diversifying rural economic models has contributed to increasing income for people in Minh Quang commune; to date, this figure has reached more than 76 million VND/person/year. The whole commune no longer has poor households.

Results from people's strength

According to Chairman of Minh Quang Commune People's Committee Nguyen Tien Tha, the locality always identifies new rural construction as a regular and continuous task, a journey with a starting point but no end point. Therefore, after being recognized by the Hanoi People's Committee as meeting new rural standards in 2019, the locality issued a resolution, mobilizing all resources to continue improving the quality of criteria, striving to meet advanced new rural standards.

In the period of 2021 - 2024, Minh Quang commune has mobilized more than 655 billion VND to implement the National Target Program on New Rural Construction. Resources are allocated to focus on upgrading rural infrastructure, especially conditions serving the goals of economic development, cultural preservation, environmental landscape preservation...

Head of Lat village (Minh Quang commune) Dinh Trong Ha shared that village cadres regularly propagate the benefits and significance of new rural construction. Thanks to that, people of all ethnic groups understand, agree and actively participate in joining hands.

The good news is that in the construction of new rural areas, village and neighborhood relationships are further fostered. For households that do not have to donate land for road construction, people together contribute labor days, rebuilding the surrounding walls for families that have dismantled them when donating land, contributing to joining hands with the locality to build advanced new rural areas.

According to statistics from the People's Committee of Minh Quang commune, from 2021 to present, people in villages in the commune have voluntarily donated nearly 35,600m² of land to expand roads and build irrigation canal systems; contributed more than 5,280 working days to renovate village roads and alleys, plant new trees and take care of flower roads, trees, and clean the environment. People also contributed nearly 3 billion VND in cash to build welcome gates for the villages: Lien Bu, So, Coc Dong Tam.

Deputy Chief of Office of the Hanoi City New Rural Development Program Coordination Office Ngo Van Ngon assessed that among the 13 communes in the capital's ethnic minority and mountainous areas, Minh Quang commune is a bright spot, a typical example in improving the quality of life for people in new rural construction.

“Becoming the first locality in the ethnic minority and mountainous areas of the capital to reach the advanced new rural area is a proud step forward, a great honor for the ethnic people in Minh Quang commune. Thereby, continuing to affirm that the people are the main subjects in building new rural areas” - Mr. Ngo Van Ngon emphasized.

The paved roads, spacious houses, and bright smiles on the faces of the ethnic people in Minh Quang commune on their return day are the clearest evidence of the success of the new rural construction movement in the land at the foot of Tan mountain. The results achieved by Minh Quang commune can be considered the common pride of Ba Vi district and Hanoi city in the process of building new rural areas.

Living to nearly 70 years old, I never thought that Minh Quang commune would have a day of "changing skin" like today. People looking at the achievements of the commune also feel very proud...
