The forum was organized by the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment in coordination with the Vietnamese Embassy in Korea. Also attending were Chairman of the Korean Economic, Social and Labor Council Kim Moon-soo, Chairman of the Human Resources Development Service of Korea Lee Woo Young, and members of the Vietnamese delegation visiting Korea.
At the Forum, Prime Minister Pham Minh Chinh and members of the delegation met and interacted with representatives of employers and employees, and presented gifts to Vietnamese workers.
Mr. Lee Woo Young - Chairman of the Human Resources Development Service of Korea assessed that Vietnamese workers have contributed a lot to the development of the two countries, and the labor support program is also a focus of attention of the Korean Government. Mr. Lee Woo Young said that it is necessary to shorten the entry process of workers into Korea; build a new mechanism for labor selection that is increasingly effective and more substantial.
Speaking at the Forum, Prime Minister Pham Minh Chinh stated that Vietnam-Korea labor cooperation is a bright spot in bilateral relations between the two countries, especially the fact that many Vietnamese workers are able to return to Korea to work, showing that both sides are satisfied with bilateral labor cooperation.
The Prime Minister affirmed that the potential for labor cooperation between the two countries is still very large. To be worthy of the tradition of long-term cooperation and attachment, commensurate with the level of comprehensive strategic cooperation between the two sides, and to raise labor cooperation between the two countries to a new level, the Prime Minister suggested that the Korean side continue to take the lead in training international human resources, including Vietnamese workers, to promote effective and sustainable human resource cooperation activities and bring benefits to both sides. At the same time, send highly qualified experts and managers to work in Vietnam.
Along with that, the Korean side continues to increase the quota for receiving Vietnamese workers under the Employment Permit System (EPS), workers in the shipbuilding, agriculture, fishing vessel fisheries industries and expanding new industries that Korea needs (such as information technology, nursing and services); increase the number of successful candidates in Korean language exams; strengthen measures to ensure that workers leave the country to work in Korea through organizations and units with functions of Vietnam and are licensed by competent authorities of Vietnam.
On the Vietnamese side, the Prime Minister said that in addition to traditional industries, Vietnam aims to recruit and dispatch skilled and qualified workers in a number of industries and sectors that Korea has strengths in and is focusing on, such as semiconductors, electric vehicles, biotechnology, and self-driving cars.
The Ministry of Labor, War Invalids and Social Affairs, the Ministry of Foreign Affairs, the Ministry of Planning and Investment, together with relevant ministries, branches and localities, will coordinate more closely with the Vietnamese Embassy in Korea, actively work with Korean authorities (such as the Ministry of Justice, the Ministry of Employment and Labor, the Ministry of Trade, Industry and Energy, etc.) to focus on implementing commitments and solutions to promote labor cooperation between Vietnam and Korea in the new situation, worthy of the Comprehensive Strategic Partnership between the two countries.
At the same time, strengthen support for employment, start-ups, and connect job supply and demand for workers returning from Korea with Korean enterprises investing in Vietnam; regularly organize vocational training and career guidance courses for repatriated workers.
The Prime Minister affirmed that, in the spirit of “harmonious benefits and shared risks”, Vietnam is committed to always listening, accompanying, supporting and creating all favorable conditions for foreign enterprises and workers in general and Korean enterprises and workers in particular to invest, do business, work and study effectively, long-term and sustainably in Vietnam.
For Vietnamese workers working and studying in Korea, the Prime Minister hopes that the time living and working in Korea will be unforgettable memories; Vietnamese workers will take advantage of this valuable opportunity to improve their knowledge, skills, experience, understanding of local culture and laws, learn the serious and professional working style and attitude of Korean people so that when they return to Vietnam, they will become good businessmen, skilled workers, and exemplary citizens contributing to the development of their homeland and country as well as the good relationship between Vietnam and Korea.
With the high determination and great efforts of both sides, on the basis of the Vietnam - Korea Comprehensive Strategic Partnership, the Prime Minister believes that economic and labor cooperation will continue to be an important pillar in the bilateral relationship, and at the same time a driving force to bring the relationship between the two countries to new heights for common prosperity.
On the same day in Seoul, Prime Minister Pham Minh Chinh had a discussion with Korean experts and scientists in the fields of semiconductors and artificial intelligence. The Prime Minister hoped that Korean experts and scientists would share their experiences and knowledge to help Vietnam's semiconductor and artificial intelligence industries develop quickly and sustainably.
The Prime Minister asked Korean experts and scientists to continue contributing ideas to help Vietnam build strategies and preferential policies that are competitive enough to attract investment and human resources; develop infrastructure for the semiconductor, artificial intelligence and related industries; cooperate in training high-quality human resources, improve smart governance capacity; mobilize resources including state resources, public-private partnerships, and preferential loans to develop the semiconductor and artificial intelligence industries; develop the semiconductor and artificial intelligence ecosystem, in which application in people's health care is one of the priorities that need breakthroughs.
